INAUGURAL ADDRESS BY THE 23RD COMMISSIONER OF POLICE, DELTA STATE COMMAND, CP AINA ADESOLA

Good morning, gentlemen of the press.
Distinguished ladies and gentlemen.

It is with great honour, humility, and a deep sense of responsibility that I formally announce my assumption of duty as the 23rd Commissioner of Police, Delta State Police Command.

I begin by thanking Almighty God, whose grace has made this day possible. I also express my profound appreciation to the Inspector-General of Police, IGP Kayode Egbetokun, PhD, NPM, for the confidence reposed in me and for entrusting me with this important national assignment. This posting is both an honour and a call to service, and I assure the leadership of the Force and the good people of Delta State of my total commitment to duty.

Delta State holds a special place in my policing career. It was in this State that I began my journey in the Nigeria Police Force after passing out of the Police Academy. Over the years, I have also had the privilege of serving as Deputy Commissioner of Police in charge of Operations, where I gained valuable experience in coordinating security efforts, managing personnel, and responding to complex policing challenges. Returning to serve as Commissioner of Police is therefore both a professional responsibility and a personal commitment to the peace and security of this State.

I wish to respectfully acknowledge and appreciate my predecessor, AIG Olufemi Abaniwonda, for his leadership, dedication, and service to this Command. He leaves behind institutional structures and operational foundations upon which we shall continue to build. I commend his efforts and wish him continued success in his future assignments.

The mandate given to me by the Inspector-General of Police is clear: to strengthen security, reduce crime to the barest minimum, and ensure that the people of Delta State live in safety and peace. Delta State remains one of the economic hubs of our nation, and it is well established that no society or economy can thrive in an atmosphere of insecurity. It is therefore our responsibility to protect lives, property, and legitimate economic activities across the State.

In line with this mandate, I wish to reassure the good people of Delta State that the Command under my leadership will consolidate on existing gains while adopting a professional, intelligence-driven, and people-centred approach to policing. Our focus will include intelligence-led policing, proactive crime prevention, community-based policing, and strict adherence to the rule of law and respect for human rights.

The Command will work closely with sister security agencies, the Delta State Government, traditional institutions, community leaders, and other stakeholders to address criminal activities such as kidnapping, armed robbery, cultism, community conflicts, and other forms of criminality, within the confines of the law and in line with national policing standards.

I wish to sincerely appreciate the Delta State Government for its consistent support to the Police Command and respectfully request that this cooperation and partnership be sustained in the collective interest of peace, stability, and development.

Let me emphasise that security is a collective responsibility. Effective policing thrives on trust, cooperation, and timely information from the public. I therefore urge all residents of Delta State to continue to support the Police by providing credible and useful information that will assist in preventing and detecting crime. If you see something, say something, responsibly and through appropriate channels.

The media remains a critical partner in this process. As members of the Fourth Estate of the Realm, your professionalism, objectivity, and cooperation play a vital role in shaping public understanding, building trust, and supporting security initiatives.

To the officers and men of the Delta State Police Command, I assure you of purposeful leadership and fair command. I expect discipline, professionalism, loyalty to duty, and respect for the uniform at all times. Acts of incivility, abuse of office, extortion, or violation of human rights will not be tolerated under my leadership.

In closing, I reaffirm my commitment to service, fairness, and accountability. With the support of the Inspector-General of Police, the cooperation of sister agencies, and the partnership of the people of Delta State, we shall continue to work towards a safer, more secure, and peaceful State.

ENFORCEMENT OF THIRD-PARTY MOTOR VEHICLE INSURANCE POLICY: COMPLIANCE DEADLINE SET FOR February 1, 2025, AS DELTA STATE POLICE COMMAND COMMENCE ENFORCEMENT

The Delta State Police command is launching a strict enforcement campaign of the Third-Party Motor Vehicle Insurance on February 1, 2025. This is in line with the directives of the Inspector General of Police, IGP Kayode Egbetokun, NPM, PhD, and in accordance with Section 68 of the Insurance Act and Sections 1, 2 - 3 of the Motor Vehicle (Third-Party Insurance) Act, which mandates all vehicle owners to obtain a minimum of Third-Party Insurance before operating on Nigerian roads.

Third-party vehicle insurance is a type of coverage that financially protects you if you're considered responsible for damages to another persons vehicle.

As part of the routine enforcement operations, the Delta State Command has observed with concern that a decreasing number of vehicles in the state are insured, as reported by the Nigeria Insurance Associations. In response to that data, and to ensure strict compliance, the Delta State Police Command has established an enforcement team to tackle the challenge of the declining number of insured vehicles, and to ensure adequate compensation of accident victims.

CP Abaniwonda Olufemi noted that the enforcement effort is about ensuring fairness and protecting responsible road users who follow the law. He encourages responsible driving, reminding Deltans that compliance with vehicle insurance laws is essential for road safety, that driving without insurance is not only illegal but also irresponsible. He added that vehicular users who are uninsured puts themselves and other road users at financial risk; thereby urging all drivers to check their policies and ensure they’re covered before getting behind the wheel. On that note, drivers are advised to verify that their vehicle insurance is up to date, and always carry proof of valid Third-Party Insurance when driving to avoid facing severe legal consequences not limited to vehicle seizure or impoundment and possible prosecution.

DELTA STATE POLICE COMMAND ESTABLISHES COMPLAINT RESPONSE UNIT (CRU) IN THE COMMAND

In line with the IGP’s zero tolerance on corruption, extortion, and abuse of fundamental human rights of Nigerians, and to curb the excesses of Police officers, the Inspector General of Police IGP Kayode Egbetokun PhD, NPM mandated all State Commissioners of Police to establish complaint Response Unit (CRU) in all state Commands, in compliance with this directive, the Delta State Police Commissioner, CP Abaniwonda Olufemi has establish a Complaints Response Unit (CRU) at the Command headquarters, a department that will work directly under the supervision of the Police Public Relation Officer of the command to checkmate the excesses and unprofessional conducts of the police officers operating in Delta State.

The CP who understands the need to maintain the highest standards of professionalism in the organization, seeks to rectify any excesses or inappropriate behavior demonstrated by the police officers and men of the command. Summarily, CP Abaniwonda Olufemi while reaffirming his zero tolerance to the abuse of authorities, added that the IGP has shown an unwavering zeal to fight corruption and unprofessionalism, hence he will not hesitate to promptly sanction any erring officer. He further encourages the public to assist in the efficient ex*****on of curbing misconduct, excesses, and unprofessionalism among police officers in the State, by collaborating closely with the Police Command Complaint Response Unit. He similarly stressed that the command is unwavering in its commitment to uphold an environment of transparency, accountability, and the protection of citizens' rights in the discharge of duties, as this will further help build public trust and promote a positive working relationship between the police and the people.

THE NATIONAL PRESIDENT OF POLICE OFFICER'S WIVES ASSOCIATION (POWA), DR (MRS) ELIZABETH EGBETOKUN VISITS DELTA STATE, EMPOWERS WIVES OF POLICE OFFICERS AND OTHER VULNERABLE WOMEN IN THE STATE, PROMISES UNFETTERED SUPPORT TO THE WIVES OF ALL POLICE OFFICERS IN THE COMMAND.

The National President of the Police Officers Wives Association (POWA) and wife of the 22nd Indigenous Inspector-General of Police, Dr (Mrs) Elizabeth Egbetokun, paid a three-day visit to Delta State Command.

The POWA President alongside her Excos which includes wives of DIGs, AIGs, and CPs arrived the State on 16th February 2024 with a clear three-point agenda which are Welfare, Health, and Education. She paid a courtesy call to the Commissioner of Police Delta State, CP Abaniwonda Olufemi, and members of the Command’s management team. On Saturday 17th February 2024 at about 0800 hours, the POWA President proceeded to Orchid Hotel, Asaba for the Empowerment Program where she empowered One Hundred and Fifty-Five vulnerable women, including wives of deceased Police officers who paid the ultimate prize while on duty. The POWA President stated that empowerment is not just a word, but a commitment to providing the necessary tools to enable them to thrive in the face of challenges while reiterating that the role they play in the lives of officers and the society is immeasurable and their strength and dedication deserve utmost appreciation.

The August visitor further proceeded to the Palace of the Olu of Warri Kingdom, HRM Ogiama Atuwatsa III Utieyinoritsetsola Emiko, after which she visited the Ovie of Uvwie Kingdom, HRM Dr. Emmanuel Sediso Oon (JP) the Abe 1 of Uvwie Kingdom. The POWA National President also paid a condolence visit to Asagba’s Palace in Asaba, where she commiserated with the palace on the demise of their late King, HRM Obi (Prof) Joseph Chike Edozien CFR, JP.
In continuation of her courtesy visits, on Monday 19th February 2024, she paid a courtesy visit to the Delta State Governor His Excellency, RT (Hon) Sheriff Oborevwori at the State Government House, Asaba. His Excellency received the POWA President and assured her that his government would continually support the mandate of POWA in whatever capacity needed.

RE- EXTORTION OF TWO MILLION FOUR HUNDRED AND SIXTY-FIVE THOUSAND NAIRA ( #2,465,000) DELTA STATE COMMISSIONER OF POLICE, CP ABANIWONDA OLUFEMI psc REMOVES SP IBRAHIM ISHAKU ATATAH, DCO 2 ABRAKA DIVISION AND THE OFFICER QUERIED FOR MISCONDUCT

Following the reported case of extortion of the sum of Two Million, four hundred and sixty-five thousand naira ( #2,465,000) by the DCO 2 Abraka Division. The Commissioner of Police Delta State CP Abaniwonda Olufemi on receipt of this disturbing report directed the DPO Abraka to report at the headquarters alongside the DCO 2 SP Ibrahim Ishaku.

The CP after getting brief of the disturbing incident immediately ordered the removal of the DCO 2 SP Ibrahim Ishaku with immediate effect and the officer issued a query for misconduct.

The Commissioner of Police Delta State CP Abiniwonda reiterates that the Command under his watch will deal decisively with any recalcitrant officer who carries out any form of misconduct, extortion, or incivility to members of the public and assures the public of the readiness of the Command under his watch to deal decisively with any erring officer while hoping that this will serve a deterrent to others.

He assures members of the public that no officer found wanting will be spared noting that serving the people of Delta state with honesty and strict adherence to their human rights remains a top priority of the Command.

DELTA STATE COMMISSIONER OF POLICE CP ABANIWONDA S. OLUFEMI PAYS COURTESY VISIT TO DELTA STATE GOVERNOR, HIS EXCELLENCY RT (HON) SHERIFF OBOREVWORI

CP pledged effective policing to achieve a safer Delta State as his excellency promised donation of patrol vehicles to the Command.

The Commissioner of Police Delta State Command, CP Abaniwonda Olufemi on 12th February 2024, paid a courtesy visit to the Delta State Executive Governor, His Excellency Rt (Hon) Sheriff Oborevwori at the State Government House, Asaba. The Commissioner of Police who was recently posted as the 22nd Commissioner of Police Delta State, accompanied by members of the Command Management Team was warmly received by the State Governor and members of the State Executive Council.

CP Abaniwonda Olufemi, during his address, began by appreciating the IGP Kayode Egbetokun, Ph.D., NPM, who has tasked him with the mandate of ensuring that Deltans, residents, and non-residents sleep with their two eyes closed. He also expressed gratitude to Governor Sheriff Oborevwori, members of the State executive council, and the entire people of Delta State for their cooperation and partnership in the fight against crime and criminality. While reiterating that security is everybody's business, the CP assured the Executive Governor and Deltans that crime would be reduced to the barest minimum during his administration, as he emphasized that officers and men of the Command would respect the rights of all citizens in the discharge of all assigned duties.

In his remark, the Governor welcomed the Commissioner of Police and his management team. He stated that the CP should keep to his promise of ensuring that all Deltans sleep with their two eyes closed, and not with fear of the unknown or being attacked. The Governor stated that in line with his M.O.R.E agenda which clearly states that he will enhance peace and security, promised to partner with the CP and provide all the necessary support the CP and his management team would need. The Governor also commended the outgone Commissioner of Police, now AIG Wale Abass for all he did for Deltans while serving in Delta State. The Governor assured the CP that Deltans will continue to cooperate with the Nigeria Police and other security agencies in the State for the state to have peace which will enhance development.
The Governor also stated that the State has inaugurated the Police trust fund and he promised to support and also encourage other stakeholders to partner with the State to support the trust fund.

On a final note, the Governor while affirming his awareness of the vehicular-related challenges plaguing the Command, promised that some vehicles would be provided to support the work of the Police in the State. This, he said, is to demonstrate that his administration will continue to strengthen a partnership with the police to curb crime in the state and ensure absolute rural and urban safety.

RE-PROTEST, ANGER AS POLICEMEN SHOOT IDJERHE KINGDOM VIGILANTE LEADERS AND TWO OTHERS

CP ABANIWONDA OLUFEMI CONDEMNS THE ACT, ORDERS THE DETENTION OF THE OFFICERS INVOLVED, AND SCID TO COMMENCE A FULL-SCALE INVESTIGATION

The Command is aware of a publication making rounds in some sections of the media of an alleged shooting by Policemen at Idjerhe kingdom in Ethiope West LGA . The Commissioner of Police Delta State CP Abaniwonda Olufemi has directed the Deputy Commissioner of Police State Criminal Investigation Department to commence a full-scale investigation into the incident, and the officers involved have been identified and detained, while an internal disciplinary action has been initiated.

The CP wishes to reiterate that It’s not in the character of the Command to trample on the rights of citizens, assault, or use their rifles without recourse to Force Order 237. He assures members of the public that the officers concerned will be decisively dealt with in accordance with the extant laws as stipulated in the Police Act and regulations to serve as a deterrent to others, noting that under his watch, such conduct by officers of the command will not be tolerated.

He has therefore tasked officers and men to uphold the tenets of professional policing in the discharge of their duties with respect to the rights of all citizens in line with the provisions of the 1999 constitution of the Federal Republic of Nigeria (as amended) while hoping that the actions taken on the erring officers will serve as a deterrent to others.

He appealed to members of the public, particularly indigenes of Idjerhe Kingdom, and the families of the injured vigilantes who are currently receiving treatment to remain calm and assure them of justice.
