SPEECH DELIVERED ON THE OCCASION OF WORLD STATISTICS DAY 2025 BY THE STATISTICIAN GENERAL/MANAGING DIRECTOR, ANAMBRA STATE BUREAU OF STATISTICS, OBIORA OBIABUNMO PH.D, ORGANISED BY THE CHARTERED INSTITUTE OF STATISTICS OF NIGERIA (CISON) ON 20TH OCTOBER, 2025 IN AWKA

Theme: The Future of Statistics: Digital Transformation and Data Innovation in Nigeria

Protocol:
The Commissioner, Budget and Economic Planning, Anambra State. The Chairman of the Chartered Institute of Statistics of Nigeria, Anambra State Chapter. The State Officer, National Bureau of Statistics. Distinguished Statisticians, Colleagues, Ladies and Gentlemen. Good Morning.

It is with great pleasure that I stand before you today as we join the global community to celebrate World Statistics Day. The theme, “Driving Change with Quality Statistics and Data for Everyone,” could not have been more relevant in our era of digital transformation, where information is the new currency and data is the engine driving evidence-based governance.

1. The Changing Face of Statistics
Traditionally, statistics were viewed as tables and figures tucked away in reports. Today, however, the world of data has been revolutionized. Digital technologies; Artificial Intelligence, Geographic Information Systems, cloud platforms and data analytics tools are transforming the way we collect, process, and share information. This transformation is not a luxury; it is a necessity. As governments and organizations make daily decisions that affect millions, the role of the statistician has evolved from being a data compiler to a strategic data innovator.

2. Anambra’s Digital Leap
In Anambra State we have taken deliberate steps to ensure that our statistical system moves in tandem with this global shift. The Anambra State Bureau of Statistics, in collaboration with the Ministry of Budget and Economic Planning, has developed and established the Anambra360 Data Portal - www.anambra360.ng. This platform will serve as the single source of truth for data across various sectors of the state. Ten pilot Ministries, Departments and Agencies are already integrated, providing real-time data that supports planning, monitoring, and decision-making. We are also working with MDAs who have existing data systems to plug in and align data collection during the next phase. Beyond the portal, we have also invested heavily in human capacity.
The Bureau has organized several capacity-building workshops for statisticians and planning officers on Microsoft Excel, Power BI, and emerging AI tools for data collection and analysis.
These trainings are empowering our officers to visualize data better, generate insights faster and communicate evidence more effectively.
Furthermore, in partnership with the National Bureau of Statistics and the World Bank, we have successfully conducted training workshops on Sub national GDP computation and Consumer Price Index analysis. These collaborations are strengthening the integrity of our data and aligning Anambra’s statistical practices with national and global standards.
And to ensure visibility and accessibility, the Bureau now operates a fully functional website, providing data users, researchers, and citizens with timely access to official statistics.

3. Data Innovation for the Future
The future of statistics will be defined by innovation. As we move forward, our focus is clear:
- To expand the coverage of Anambra360.ng to all MDAs.
- To embed digital tools into every stage of data management, from collection to
dissemination.
- And to foster a data culture where decision-making at every level is guided by
evidence, not assumption.
Our ambition is to make Anambra the reference point for data-driven governance in Nigeria, a state where every policy, every budget and every project is backed by facts and figures.

4. A Call to Action
As statisticians, we must embrace this digital era with open minds. We must learn, unlearn, and relearn the tools that make our work faster, smarter and more impactful. Collaboration between institutions, sectors, and professionals remains the key to sustaining progress.
Let us remember that behind every data point is a human story - a student needing better education, a trader seeking access to markets, or a farmer hoping for a fair price. Our task is to ensure that the data we produce helps make their stories better.

Conclusion
As we celebrate World Statistics Day, let us reaffirm our commitment to driving change with quality data, that is credible, inclusive and accessible to everyone. The future of statistics is digital and the future is now. Together, let us build that future here in Anambra State and across Nigeria.

Thank you.

State Bureau of Statistics concludes CPI Workshop, Sensitizes Participants on New Compilation and Rebasing Framework

The Anambra State Bureau of Statistics has just concluded its capacity workshop on Consumer Price Index (CPI) Compilation and Rebasing organized by the National Bureau of Statistics in conjunction with the World Bank for statisticians in the state.

The 4-day training, which had in attendance statisticians from across the state, was held at the bureau headquarters in Awka.

Speaking, the Statistician General/Managing Director, Anambra State Bureau of Statistics, Dr. Obiora Obiabunmo, stated that the training will enable statisticians in the state to align with the methodology of the new price compilation at the national level.

Dr. Obiabunmo then thanked the National Bureau of Statistics (NBS) and World Bank for selecting Anambra as one of the 14 pilot states for the new price index computation workshop. He also expressed profound gratitude to the Governor of Anambra State, Prof. Chukwuma Charles Soludo, and the Commissioner for Budget and Economic Planning, Chiamaka Nnake, for their unwavering support and for making the training possible.

In addition, the Anambra Statistics Boss specially appreciated the Statistician General of the National Bureau of Statistics, Prince Adeyemi Adeniran, and the World Bank for their invaluable technical support throughout the program. He further encouraged participants to maximize the opportunities of the workshop to improve their productivity and effectiveness.

The Head, Prices Statistics NBS, Dr. Anthony Ayo, acknowledged price index computation to be crucial to the Bureau of Statistics. According to him, "the ability to monitor the price of goods in the market will enable the government to regulate price fluctuation, which in extension addresses scarcity and supply."

While rating the workshop highly, Dr. Ayo mentioned that participants are now conversant with the various methods of CPI compilation and rebasing, procedures on how to measure the weight of products in the food basket, among others.

Reacting, one of the participants, a Senior Statistician of the State Bureau of Statistics, Ebere Aghaji, appreciated the organizers and explained that the workshop will help state statisticians to be well equipped with the required skillset for CPI computation.

Adding, Emeka Igwebuike, also a participant opined that CPI computation is a vital economic index that enables the government to track price changes and regulate inflation rates.

Dr. Anthony Ayo, accompanied by Mr. Calistus Ihemebiri, a Principal Statistician of NBS facilitated the workshop sessions and some of the topics discussed include; Conceptual Issues and Methodology of CPI Compilation, Composition of State New CPI Basket using Results of Household Expenditure Survey 2023/2024, State Price Reference Period Computation, among others.

Updating and rebasing CPI methodology is essential for ensuring that the index accurately reflects recent economic activities and consumption patterns. Engaging in such capacity-building workshops also helps statisticians gain a deeper understanding of the methods behind index calculation.
