Today, I presented the 2026 Appropriation Bill of ₦939.85 billion to the Edo State House of Assembly, aptly named the Budget of Hope and Growth. This budget is built on the progress we recorded in 2025, stronger revenue performance and our clear commitment to people centered development under the SHINE Agenda.

In the outgoing year, security remained a top priority. We took decisive steps to ensure Edo did not become a safe haven for criminals through stronger laws, improved security logistics and the recruitment of 2,500 officers into the Edo State Security Corps. These actions significantly reduced insecurity and restored confidence across the state. We also recorded significant improvements in healthcare, infrastructure, agriculture and education.

The 2026 budget prioritizes infrastructure, health, education, agriculture and economic growth, with over 68% allocated to capital projects. From new roads and flyovers to upgraded schools, improved healthcare facilities, expanded agricultural investment and job creation initiatives, this budget is designed to touch lives, grow the economy and secure a better future for every Edo citizen.

*GOV OKPEBHOLO INTENSIFIES URBAN RENEWAL DRIVE, INSPECTS RAMAT PARK FLYOVER, OTHER PROJECTS*

Governor Monday Okpebholo on Wednesday evening, undertook an unscheduled inspection of key infrastructure projects in Benin City, reaffirming his administration’s resolve to accelerate Edo State’s urban renewal agenda.

The Governor visited the ongoing Ramat Park Flyover before proceeding to a flood-ravaged community where residents turned out in large numbers to express appreciation for his swift intervention in resolving a decade-long erosion crisis.

At the Ramat Park Flyover construction site, Governor Okpebholo expressed satisfaction with both the pace and quality of work, noting that progress had surpassed initial projections. He emphasised that his administration remains firmly committed to delivering durable, people-centered infrastructure that enhances mobility, supports commerce, and reinforces public trust in government.

Project Manager, Mr. Lee Jianshou, briefed the Governor on the milestones already achieved, disclosing that major structural components had been completed.

“On the second span, we have finished about 14 spans of the beam-launching and the remaining ones will be concluded before Christmas. We are working tirelessly to complete this phase so we can move fully to the next. With His Excellency’s support, we are confident of delivering by April 2026, latest, May 2026,” he said.

The Commissioner for Works, Dr. Felix Akhabue, also commended the contractor for maintaining high standards while working ahead of schedule. He affirmed that engineers from the ministry were on-site daily to ensure strict compliance with specifications.

“We are satisfied with the quality and the speed of work. The project is solid, and supervision is constant. Everything indicates we will complete ahead of schedule,” he noted.

Governor Okpebholo reiterated that transparency, efficiency, and timely delivery remain central to his development approach. He stressed that every project undertaken by his administration is aimed at improving the lived experiences of Edo people.

“I am impressed with the pace of work. I didn’t expect this level of speed. From what I have seen today, I am confident they will deliver as agreed. My priority is for Edo people to see tangible results. I will continue to support this team to ensure we deliver this project for the benefit of everyone,” Governor Okpebholo assured.

The Governor later inspected the erosion-plagued community adjoining Ramat Park, where residents gathered in excitement to welcome him and commend the administration for finally addressing a problem that had made the area impassable for years.

The intervention, long overdue, has restored hope to the community and marked a major step toward ending perennial flooding in the area.

Project Manager, Mr. Lee Jianshou, explained that his team is constructing an extensive underground drainage system designed to channel stormwater from the Auchi–Benin Road corridor down to the waterside.

“After completing the drainage, we will asphalt the road to ease traffic around Ramat Park and permanently resolve the flooding challenges that have affected this area for years,” he stated.

Governor Okpebholo reaffirmed the objective of the intervention, stressing that it aims to restore safety, accessibility, and dignity to residents. “This project is designed to control the erosion that has been ravaging the Ramat Park axis.

"When it rains, this place becomes impassable. We are constructing underground drainage and will asphalt the road to make this area accessible for both residents and road users,” he said.

With 30 new tractors, bulldozers, and other heavy-duty equipment, we are laying a solid foundation for commercial agriculture, food sufficiency, and rural development across all senatorial districts.

EDO POLICE RESCUE SEVEN KIDNAPPED VICTIMS IN A DARING OPERATION IN EWOHIMI

The Edo State Police Command has recorded another major breakthrough in its relentless onslaught against kidnapping and violent crimes in the State, as operatives of the Command have successfully rescued seven kidnapped victims in Ewohimi, Esan South-East Local Government Area of Edo State.

The incident occurred on Saturday, 1st November 2025, when one Enoch Omozokpia of Ikeken Ewohimi reported that his father, Mr. William Omozokpia (65 years), who went to his farm in the vast Ikeken Forest, was abducted by armed men suspected to be kidnappers alongside six others.

Acting swiftly on the report, the Divisional Police Officer, Ewohimi, led a team of operatives in a joint rescue mission with the Nigerian Army and local vigilante groups. The team stormed the forest in a well-coordinated operation, engaging in an intense bush combing effort that forced the abductors to abandon their captives and flee.

All seven victims were rescued unhurt and have since been reunited with their families. The rescued victims are:
1. Mr. William Akhabue
2. Mr. Innocent Ebarekor
3. Mrs. Rachel Ebarekor
4. Miss Efuah Ebarekor
5. Master Winner Ebarekor
6. Mr. William Omozokpia
7. Mr. Lucky Igiese (popularly known as Bulala)

The Commissioner of Police, Edo State Command CP Monday Agbonika, fdc, commended the gallantry and professionalism displayed by the Police operatives, soldiers, and vigilantes who participated in the rescue operation. He reaffirmed the Command’s unwavering commitment to the safety of all residents and assured that efforts are ongoing to track down the fleeing suspects and bring them to justice.

The Command continues to urge members of the public to remain vigilant and promptly report suspicious movements or persons to the nearest Police Station or through available emergency lines.

Abba Kyari, the suspended Deputy Commissioner of Police, testified in the Federal High Court in Abuja that the properties attributed to him by the NDLEA are family inheritances from his deceased father. He stated that his father owned over 20 houses in Maiduguri, Borno State, some of which were sold to cover his medical expenses before his passing.

Kyari explained to Justice James Omotosho that he could not declare these properties in his asset form because he had not yet received his inheritance. "My Lord, I cannot include my interest in the form because these 20 houses belong to my father, not to me. Once I receive my share, I can declare it," he stated during cross-examination. He emphasized that the properties are shared among about 30 siblings.
Kyari faces 23 charges alongside Mohammed Kyari and Ali Kyari for allegations related to incomplete asset declarations, concealing property ownership, and improper fund conversion, violating NDLEA and Money Laundering laws. The court previously dismissed their no-case submission, affirming that there is a case to answer. Justice Omotosho clarified that this ruling does not imply guilt; they are presumed innocent until proven otherwise.

Kyari contended that the NDLEA failed to establish ownership of the properties linked to him, as they did not provide certified title documents. He noted that some properties were sold, and the proceeds were shared among family members. Initially, he refrained from completing his asset-declaration form because he wanted legal representation present.

He also clarified that the money in his accounts came from operational funds from the police and contributions from state governors for security operations. He stated that funds sent through the CBN to his relatives were used to repay personal loans while awaiting government funding. The court has adjourned the case until November 12 for further proceedings.
