EDO STATE MINISTRY OF COMMUNICATION AND DIGITAL ECONOMY, DIRECTORATE OF CORPORATE CHANGE, PERFORMANCE MANAGEMENT AND ORGANIZATIONAL DESIGN STRENGTHEN PARTNERSHIP ON MDAS WORK PLAN PERFORMANCE MANAGEMENT

As part of efforts to advance Governor Monday Okpebholo’s SHINE Agenda on digital governance and improved public service delivery, the Edo State Ministry of Communication and Digital Economy has strengthened its partnership with the Directorate of Corporate Change, Performance Management and Organizational Design through the presentation of a conceptual framework for an MDAs Work Plan Management and Performance Monitoring System.

The presentation, held at the Directorate, was led by the Permanent Secretary of the Ministry, Mrs. Jennifer E. N. Aisuan, alongside the Ministry’s management team.
Mrs. Aisuan explained that the concept was designed and developed by the Ministry of Communication and Digital Economy as part of its strategic efforts to drive digital transformation across the Edo State Public Service. She noted that the Ministry is seeking the buy-in and support of the Directorate of Corporate Change, Performance Management and Organizational Design to facilitate the successful implementation and institutional adoption of the initiative.

She reaffirmed the Ministry’s commitment to building strategic partnerships that promote transparency, accountability, innovation, and operational efficiency in government service delivery. According to her, the proposed digital platform is designed to automate annual work plan, performance monitoring, and reporting across Ministries, Departments, and Agencies (MDAs), with the objective of strengthening accountability, transparency, and evidence-based decision-making throughout the Edo State Public Service.

Presenting the technical features of the platform, the Functioning Director of the Department of Digital Economy and Innovation, Mr. Frank Egbeobawaye, said the system would provide standardized work plan preparation and alignment, milestone and Key Performance Indicator (KPI) tracking, digital evidence submission, report uploads, integrated approval workflows, and real-time performance monitoring.
He explained that the system would feature executive dashboards to enable government officials to monitor the performance of MDAs in real time, identify project delays, track pending approvals, and facilitate timely interventions where necessary.

Mr. Egbeobawaye further noted that the system would automate reporting processes, promote accountability through digital audit trails, and provide reliable data to support planning, budgeting, and performance evaluation across government. During the demonstration, he showcased the platform’s workflow, performance monitoring capabilities, evidence-based reporting process, and executive dashboard, illustrating how the system would simplify performance management and improve efficiency across government institutions.

Responding, the Permanent Secretary, Directorate of Corporate Change, Performance Management and Organizational Design, Dr. Peter Osagie, commended the Ministry of Communication and Digital Economy for the initiative, describing it as a significant step toward strengthening institutional performance and accelerating public sector transformation.

Dr. Osagie reaffirmed the Directorate’s commitment to partnering with the Ministry to drive digital innovation. He recommended the constitution of a technical committee comprising representatives of the Directorate of Corporate Change, Performance Management and Organizational Design; the Ministry of Communication and Digital Economy, and the EdoPREP FutureGov Sub-Committee to further refine the platform before presenting it to the Head of Service for approval and implementation across the Edo State Public Service.

HON. OHIMAI EHIJIMETOR, HONOURABLE COMMISSIONER, MINISTRY OF COMMUNICATION AND DIGITAL ECONOMY, EDO STATE, PAYS COURTESY VISIT TO THE DIRECTOR GENERAL/CHIEF EXECUTIVE OFFICER OF THE NATIONAL INFORMATION TECHNOLOGY DEVELOPMENT AGENCY (NITDA)

The Honourable Commissioner, Ministry of Communication and Digital Economy, Edo State, Hon. Ohimai Ehijimetor, paid a courtesy visit to the Director General/Chief Executive Officer of the National Information Technology Development Agency (NITDA), Kashifu Inuwa Abdullahi, CCIE, in Abuja. The meeting was also attended by the Director of Digital Literacy and Capacity Development, Dejo Olawumi.

The visit served as a platform for familiarisation, strategic engagement, and strengthening institutional relationships, while exploring opportunities for collaboration between the Edo State Ministry of Communication and Digital Economy and the National Information Technology Development Agency (NITDA) in advancing digital transformation and accelerating digital literacy across Edo State.

During the engagement, the NITDA team outlined the Agency's commitment to achieving digital literacy for all Nigerians through its comprehensive Digital Literacy Framework, which is built around three strategic pillars: formal education, informal learning, and workforce development. It was noted that the proposed collaboration with the Ministry would primarily focus on the formal education sector covering basic, secondary, and tertiary institutions as well as workforce development, to strengthen digital skills and prepare citizens and public servants for the evolving digital economy.

As part of the proposed partnership, NITDA expressed its readiness to support the Ministry through a structured capacity-building and knowledge transfer model, equipping Ministry personnel with the requisite digital competencies to effectively train other stakeholders across the state. This approach is expected to create a sustainable framework for expanding digital literacy initiatives and fostering widespread digital inclusion throughout Edo State. The Agency further reaffirmed its commitment to working closely with the Ministry in implementing impactful programmes that will drive innovation and strengthen digital capacity.

The engagement reaffirmed the shared commitment of both institutions to fostering strategic partnerships that will accelerate digital inclusion, promote innovation, strengthen institutional capacity, and enhance technology-driven governance. The visit also aligns with the vision of Governor Monday Okpebholo's SHINE Agenda, reinforcing the Edo State Government's commitment to leveraging innovation, strategic partnerships, and digital technology to transform the state's digital ecosystem, improve public service delivery, empower citizens with future-ready digital skills, and drive sustainable socio-economic development.
