The process begins with prior notification to the Federal Character Commission, followed by the approval of slot allocations to ensure equitable distribution. Recruitment guidelines must align with the principles of national balance, while every exercise must uphold the constitutional safeguards that guide the Federal Character mandate.

The Honourable Commissioner representing Edo State at The Federal Character Commission RT. Hon. Chief Engr. Victor Sabor Edoror and Officers from the State Office visited the ongoing 91 Regular Army Recruitment Exercise in Ekenhuan Barracks. He was received by the Recruitment Officer Major Hussein at the early hours of the exercise,

Hon. Commissioner Speaking to the candidates reassured them that he is there throughout the exercise to reinforce Fairness, Equity, and National unity as the process reflects Section 14(3) of the 1999 Constitution of equal representation of all candidates.
He made the Purpose of FCC Presence clear that he is not interfering with military standards, only monitoring balance as expected while stating that FCC is mandated by law to monitor recruitment into the Armed Forces to ensure federal character principles are upheld.

He clearly stated that FCC duty is to see that every state of the federation get equitable share, without compromising merit, physical standards, or national security needs.

His Key Messages to Candidates was on this note:
1. On merit- The Nigerian Army maintains high standards. Federal character does not mean lowering the bar. It means giving every qualified Nigerian a fair chance.

2. On transparency- This exercise is open, No candidate should pay anyone or use influence. Report any act of extortion or manipulation to FCC officials here present.

3. On unity -The Army is a symbol of national unity. Today you see sons and daughters who are all citizens of Nigeria standing together. That is what is encouraged in Nigeria.

4. Assurance to the Public- We will verify that the final list reflects the approved candidates as allocated by Defence Headquarters, based on population and equity and Where shortfalls occur in any of the exercise, proper mopping up will be recommended to ensure no state is left behind.

The Hon. Commissioner Charged the candidates to those who succeed, serve Nigeria with honour. To those who won’t make it this time, the nation still needs you. Remain law-abiding and try again.

Speaking to the officers, I commend the Nigerian Army for cooperating with the FCC to deepen trust in public institutions.
