The sensitisation team was led by the Head of the Critical National Assets and Infrastructure (CNAI) Department, Deputy Commandant Florence Toyin Adepoju, who represented the Office of the National Security Adviser (ONSA), the Commandant General, NSCDC, Professor Ahmed Abubakar Audi, mni, OFR, and the Kebbi State Commandant, CC Kabiru Abubakar Alkamawa.
The delegation included the Head of Anti-Vandalism, the Second-in-Command of the CNAI Department, representatives of the Transmission Company of Nigeria (TCN) and Airtel/MTN, the Regional Coordinator of TAR, as well as the Chairman of Grassroots Advocacy for Peace and Good Governance.
The team was received by the Executive Chairman of Koko/Besse Local Government Area, Alhaji Sirajo Koko, alongside traditional rulers, religious leaders, youth leaders, scrap dealers, community development associations, and other key stakeholders.
Addressing the gathering, DCC Florence Toyin Adepoju explained the concept and significance of Critical National Assets and Infrastructure, stressing that electricity installations, telecommunications facilities, pipelines, public utilities, and other government infrastructure are vital to national development and must be protected by all citizens.
She urged members of the public to promptly report suspicious activities or persons attempting to vandalise public infrastructure to security agencies and traditional authorities, noting that the destruction of such facilities adversely affects the entire community through disruption of electricity supply, communication networks, and other essential services.
She also appealed to scrap metal dealers to desist from purchasing suspected stolen items, warning that such practices encourage vandalism and undermine national security.
The Head of Anti-Vandalism emphasised that vandalism is a serious criminal offence and warned that offenders are prosecuted at the Federal High Court under the relevant laws governing Critical National Assets and Infrastructure. He noted that convicted offenders are liable to severe penalties, including imprisonment of 20 years or more, adding that it is no longer "business as usual" for vandals.
The presentations were translated into Hausa by Comrade Usman Mohammed Anache, who further encouraged community members to cooperate with security agencies by providing timely and credible information.
During the interactive session, participants raised concerns over electricity supply, alleged overbilling by KAEDCO, charges associated with repair works, confidentiality in intelligence sharing, and the need for stronger collaboration between communities and security agencies. The Chairman of the Scrap Dealers Association reaffirmed the association's commitment to supporting security agencies in identifying and apprehending vandals.
In his remarks, the Executive Chairman of Koko/Besse Local Government Area commended the NSCDC for the initiative and pledged the continued support of the Local Government and the people of Koko in protecting Critical National Assets and Infrastructure through sustained collaboration with security agencies.
The programme concluded with a renewed call on residents to take ownership of public infrastructure and work collectively to prevent vandalism for the socio-economic development of Kebbi State and the nation at large.
