Three-Day Capacity Building Workshop for the Management of the Yobe State Hisbah Commission

The Yobe State Government successfully organized a three-day Capacity Building Workshop for the Management of the Yobe State Hisbah Commission at Tahir Guest Palace, Kano State. The workshop, facilitated by the Darul Hukkam Islamic Center for Political Research, was designed to strengthen leadership capacity, promote ethical organizational practices, enhance legal and operational competence, and improve digital skills among the Commission's management.
The programme commenced with an opening prayer led by Mal. Abba Lawan Shettima.
The Executive Chairman of the Yobe State Hisbah Commission, Assoc. Prof. Yahuza Hamza Abubakar, who represented His Excellency Governor Mai Mala Buni, CON, delivered the Governor's goodwill message. He reaffirmed the Government's commitment to strengthening public institutions through continuous human capacity development. He urged participants to uphold integrity, professionalism, accountability, and dedication in the discharge of their responsibilities.
In his opening remarks, Dr. Kasim Abdullahi Damagum welcomed participants and underscored the importance of continuous professional development in building a disciplined, efficient, and responsive Hisbah institution. He encouraged participants to maximize the opportunity provided by the training and translate the knowledge acquired into improved service delivery.
Day One Activities
The first day featured two important paper presentations.
The first paper, "Hisbah in Islam," was presented by Dr. Abdullahi Mahmud Musa, who explained the Islamic foundation of the Hisbah institution as a mechanism for promoting righteousness, preventing wrongdoing, safeguarding justice, and protecting societal values. He emphasized that effective Hisbah operations must be guided by knowledge, wisdom, sincerity, fairness, and strict adherence to the Qur'an and the Sunnah.
The second paper, "Good Governance for Better Results," was delivered by Dr. Ibrahim Khalil Musa. The presentation highlighted the principles of transparency, accountability, justice, strategic leadership, teamwork, prudent resource management, and effective decision-making as essential ingredients for achieving institutional excellence and sustainable results.
Day Two Activities
The second day focused on legal compliance, emergency response, and digital competence.
The first paper, "Acting According to the Law is an Absolute Necessity for Hisbah Corps," was presented by Barr. Ishaq Adam Ishaq, Kano. He stressed that every Hisbah activity must operate within the framework of the Constitution and other relevant laws, emphasizing due process, professionalism, respect for human rights, and accountability.
The second paper, "Importance of First Aid to Hisbah Corps," was presented by Dr. Bashir Jinjiri, Kano, who emphasized the significance of first aid knowledge in emergency situations and introduced participants to basic life-saving principles that can enhance public safety and support emergency response before medical professionals arrive.
The third paper, "Basic Computer Skills are Essential for Hisbah Corps Leaders," was presented by Engr. Dr. Sani Ado Mai Kwallon. The presentation highlighted the growing importance of computer literacy, electronic documentation, digital communication, and information management in strengthening institutional efficiency and modern public administration.
Day Three Activities
The final day featured a paper titled "How to Detect Criminals (New Modern Technology of Detecting Crime and Criminals)," presented by Mal. Ashiru Garba, Kano.
The presentation explored contemporary approaches to crime detection, emphasizing intelligence gathering, community collaboration, technological innovations, lawful investigative techniques, and ethical conduct. Participants were encouraged to embrace modern security approaches while remaining fully compliant with the law and respecting the rights and dignity of every individual.
Management Meeting with Local Government Commanders
A major highlight of the workshop was a strategic meeting between the Executive Chairman of the Yobe State Hisbah Commission, Prof. Yahuza Hamza Abubakar, members of the Commission's top management, and all 17 Local Government Hisbah Commanders.
The meeting provided an opportunity to review the progress recorded across the state, assess operational performance, identify existing challenges affecting effective service delivery, and discuss practical strategies for strengthening the activities of the Commission. Participants exchanged experiences from their respective Local Government Areas and made valuable recommendations aimed at improving coordination, operational efficiency, discipline, and public confidence in the Hisbah Corps.
Closing Ceremony
During his closing remarks, the Executive Chairman, Assoc. Prof. Yahuza Hamza Abubakar, expressed profound appreciation to His Excellency Governor Mai Mala Buni, CON, for his consistent support, visionary leadership, and commitment to strengthening the Yobe State Hisbah Commission. He noted that the Governor's investment in capacity building continues to enhance the Commission's ability to effectively discharge its statutory mandate.
The Executive Chairman further commended all participants for their commitment, discipline, and active engagement throughout the workshop. He urged them to apply the knowledge and skills acquired in promoting professionalism, ethical leadership, legal compliance, and quality service delivery across all levels of the Commission.
The workshop concluded with a general closing prayer led by Imam Yunus Ahmad, Deputy Commander, Zone A, who prayed for Allah's continued guidance, protection, and success for the Government of Yobe State, the leadership of the Hisbah Commission, and all officers in the discharge of their responsibilities.
The three-day workshop was successful and achieved its objectives of strengthening leadership capacity, enhancing legal awareness, promoting ethical governance, improving emergency response knowledge, and advancing digital literacy among the management of the Yobe State Hisbah Commission.
The workshop also reflected the Yobe State Government's commitment to institutional development under the leadership of His Excellency Governor Mai Mala Buni, CON, whose tremendous support continues to provide the Commission with the resources and opportunities required to fulfil its mandate effectively.
Similarly, productive leadership of Assoc. Prof. Yahuza Hamza Abubakar, Executive Chairman of the Yobe State Hisbah Commission, continues to drive reforms, strengthen institutional capacity, promote professionalism, and inspire a culture of accountability and excellence within the Commission. His commitment to staff development and organizational growth was evident throughout the workshop and remains a significant factor in the Commission's continued progress.
