‎JPCACC Launches High-Tech Forensic Training to Bolster Anti-Corruption Fight Partners with CDD and MacArthur

‎The Executive Chairman of the Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC),
‎Barrister Salisu Abdu, has officially inaugurated a three-day intensive workshop aimed at revolutionizing the prosecution of financial crimes through advanced digital forensics.

‎The workshop, themed "Upholding Trust through Enhancing Forensic Prosecution in the Digital Age," is organized for the Commission’s legal officers and investigators with the strategic support of the Center for Democracy and Development (CDD) and the MacArthur Foundation.

‎In his keynote address delivered this morning in Kaduna, Barrister Salisu Abdu emphasized that the Commission is moving away from traditional investigative methods toward a tech-driven approach.

‎"The modern-day corrupt official no longer leaves a simple paper trail; they operate in the shadows of encrypted messages and complex electronic transfers," the Chairman stated. "To uphold the Trust of the people of Jigawa, our prosecutors must be faster, smarter, and more technologically advanced than those who seek to divert public resources."

‎The Chairman lauded the MacArthur Foundation and CDD for their commitment to institutionalizing transparency in Nigeria. Through this partnership, JPCACC is equipping its team with state-of-the-art infrastructure, including forensic workstations and digital imaging tools, ensuring that evidence gathered meets global standards for admissibility.

‎The Key Objectives of the 3- day Training is to to deliver mastery in Digital Evidence Admissibility and Section 84 of the Evidence Act to ensure electronic evidence is bulletproof in court,. Plea Bargaining and utilization the Jigawa State ACJL to maximize the recovery of stolen public assets; and Forensic Asset Tracing and how to Identify and freezing illicitly acquired assets in the digital space.

‎Addressing the participants, the Chairman issued a stern charge on integrity, reminding them that technical skill must be balanced by an unwavering moral compass. He urged them to be "beautiful souls" of the Commission individuals whose character requires no proof other than their elegantly executed trials and successful recoveries for the state.

‎Earlier in his welcome address, The Director of Education and Public Relations for JPCACC, Mallam Yusuf Suleiman noted that this workshop is a key component of the Commission's 2026 roadmap to make Jigawa State a hostile environment for financial crimes. The public is encouraged to remain confident as the Commission deploys these new forensic capabilities to protect the commonwealth.

‎The resources persons were drawn from both Academia, Public and Private which Professor Nasiru Adamu Adamu Aliyu, SAN from Faculty of Law Bayero University Kano, Barrister Nuhu Suleiman Tafida from Jigawa State Ministry of Justice, and Dr Umar Isa Sulaiman a private lawyer.

‎The Jigawa State Public Complaints and Anti-Corruption Commission is the lead agency in Jigawa State dedicated to investigating public complaints, tackling administrative injustices, and prosecuting corruption to ensure transparency and accountability in governance.

‎NILDS to support JSPCACC on Staff training ,research and policy development

‎The National Institute for Legislative and Democratic Studies has pledged to support Jigawa State Public Complaints and Anti-Corruption Commission on the areas of Staff training, Research and Policy Development.

‎The Director General of the Institute, Professor Abubakar O. Sulaiman disclosed this when the leadership of Jigawa State Public Complaints and Anti-Corruption Commission paid him a courtesy visit in his office.

‎He said the Institution for Legislative Study being the only Capacity building organ under the National Assembly was established to support democratic governance, saying over the years the institute have transform into centre of excellence with 12 departments and network of partners across the globe.

‎While acknowledging the achievements of Jigawa State Public Complaints and Anti-Corruption commission in addressing myriads of cases Jigawa State stressing the need for closer collaboration so that JSPCACC can leverage vast resource NILDS to advance as well as strengthen its position as one most important institute at sub- national in the country.

‎He commended the Jigawa State Government for establishing the commission pointing out that his agency is ready to support the commission

‎In his words: We have what its takes to support the operation of Jigawa State public Complaints and Anti-Corruption commission in terms of capacity building, training, and research. We have experienced staff and vast network of partners which you leverage on.

‎He, therefore assured of his institute readiness to support JSPCACC in order to advance good governance.

‎Speaking easier, the Executive Chairman of Jigawa State Public Complaints and Anti-Corruption Commission, Barrister Salisu said the Commission, under its current mandate, have pursed cases of embezzlement, administrative injustice, official corruption and Project tracking within the Jigawa State.

‎Executive Chairman, represented by Permanent Member II, Alhaji Hassan Hashim FCA told Director General that the Commission also serves as primary destination for citizens seeking redress through Alternative Dispute Resolution (ADR) added that In the last year alone, the Commission have successfully resolved hundreds of communal, land, and administrative disputes, recovering significant assets for individual complainants and restoring social harmony across the State.

‎He therefore requested for the support of the NILDs in building a robust system in order to achieved its core mandate.

‎In his words: "We recognise the need for continues capacity building of our Staff in order to build a more robust, "professionalized" framework for the Commission. We believe that such a framework will provide a structured basis for sustained institutional cooperation between NILDS and the Jigawa State Public Complaints and Anti-Corruption Commission."

‎"It is our desire to seek for your support in development and review of the commission existing framework, learn from the expertise established by your esteemed institution. Also, interested in collaboration and support of your Institute in areas of capacity building and specialised training, education, research and policy development initiatives aimed at strengthening accountability, transparency, and democratic governance in Jigawa State" he emphasised.

‎IPCR, JSPCACC partners to promote Accountability, Peaceful coexistence

‎The Jigawa State Public Complaint and Anti Corruption Commission paid courtesy visit to Institute for Peace and Conflict Resolution, Abuja (IPCR) as part the commission effort straighten its partnership with relevant stakeholders.

‎The team led by Permanent Member II, Alhaji Hassan Hashim, FCA and the management team were at headquarters of the agency Tuesday and team was received the Director General, Dr Joseph Ochogwu.

‎In his remarks, Alh Hassan Hashim said the was part of the Commission effort in identifying its stakeholders, within the state, the country and world at large.

‎Hashim added that JSPCACC being a new agency their visit is crucial in order to explore pathways for the formal strengthening the skills of the Commission staff and certification in areas of mediation to meet international standards through your flagship programmes.

‎This, according him was of part of the commitment of the current leadership under Barrister Salisu Abdul to build robust institution through capacity building of staff it's especially those handling mediation exercises in line with the global best practices established by your esteemed institution.

‎Hashim while acknowledging the IPCR
‎contribution towards peace building in our society, commended it's effort in the
‎harmony and core existence in Nigeria and globe.

‎" No doubt, you shaped the world we exist in mediation and peaceful resolutions especially at these global trying times of unrest" he said

‎He therefore urged for the support of IPCR to help in building a robust and effective system in the organisation in order to achieve its core mandate.

‎Responding, the Director General Institute for Peace and Conflict Resolution commended the Leadership of Jigawa State Public Complaints and Anti-Corruption Commission recorded achievement withing short period of its establishment.

‎He also Commended the successive leadership of Jigawa State for making the the state one most of the most peaceful State in the federation.

‎He assured the JSPCACC team.that his institute is ready to give support to the commission leveraging expersite, experienced staff adding it has supported many states and institutions in.similar capacity.

‎The highlight of the visit was the agreement by JSPCACC and IPCR to formalize their partnership through MoU.

The dangers of corruption can be categorized into 3 major "kill zone;

1. Economic Destruction (The Poverty Trap) When funds meant for public good are diverted the end result is Infrastructure Decay. Money meant for 100km of roads only builds 20km of "wash-away" tar. This kills trade and increases transport costs for farmers. It also discourage Investment because honest businesses and international donors avoid environments where they have to pay bribes to operate.

2. Social and Human Costs (The "Silent Killer"). This is where corruption becomes lethal. Healthcare Collapses because money for hospital equipment or vaccines is stolen, people die from preventable diseases. In corruption, "stolen money" equals "lost lives."

Similarly, it lead to Educational Failure.becouse teaching slots are sold or school building funds are embezzled, the next generation is robbed of their future, leading to high unemployment and crime.

It also lead to Loss of Moral Fiber.because when "cutting corners" becomes the only way to survive, hard work and integrity seen as weaknesses.

3. Political and Institutional Instability. Corruption erodes the very foundation of the State and erosion of Trust as public sees officials living beyond their means while services fail, they lose faith in democracy. This may leads to civil unrest and "sleeper cells" of radicalization.

It also weakened Rule of Law as judge or a policeman can be bought, there is no justice. The weak are oppressed, and the strong become criminals with impunity. The outcome is Institutional Rot and Merit is replaced by "godfatherism." Instead of the best minds running Jigawa’s agencies, the most "connected" (and often incompetent) individuals take charge.

‎JSPCACC, EI-SDGG partner to strengthen good governance , through leadership training.

‎ The Jigawa State Public Complaints and Anti-Corruption Commission and Excellent Leadership for Sustainable Development and Good Governance (EI-SDGG)).have agreed to work in synergy to strengthen good governance through training on leadership to public officials

‎This was disclosed by the Chairman Jigawa State Public Complaints and Anti-Corruption Commission, Barrister Salisu Abdul when the National President, Excellent Leadership for Sustainable Development and Good Governance (EI-SDGG)), Dr Eunice Bosua paid him a courtesy visit in his office.


‎The chairman said the Commission is always willing to engages Civil Society Organizations to Strengthen, good and governance Anti-Corruption Efforts in Jigawa State saying that EI-SDGG) have come at right time as the Commission is working tirelessly on a more proactive measure that will prevent corruption from happening.

‎Barrister Salisu Abdul maintained that commission will asses all the proposal on the areas the commission and EI-SDGG will work together and and expressed appreciation for the visit


‎The Chairman stressed that the fight against corruption requires strong partnerships between government institutions and civil society noting that CSOs are key stakeholders in promoting transparency, accountability, and good governance.


‎Speaking Earlier, The National President, Excellent Leadership for Sustainable Development and Good Governance (EI-SDGG) dwells on the role of Civil Society Organizations emphasising the role CSOs serve as a vital link between the government and the public.

‎She highlighted the contributions of her organisation monitoring public projects, reporting complaints, advocating transparency, and educating citizens on their rights and responsibilities.

‎Discussions during the meeting focused on areas of collaboration between JSPCACC and CSOs, including information sharing, joint monitoring of government projects, reporting of corruption cases, and support for investigations where necessary, Capacity Building training in and outside Nigeria.


‎The highlights of the visit was agreement by two organisation to enhanced synergy that would significantly improve the effectiveness of anti-corruption efforts in the state.

‎The meeting also underscored the importance of public awareness and sensitization, with participants stressing the need to continuously educate citizens on the dangers of corruption and the procedures for reporting cases to the Commission.

‎Dr Bosua also pledged to support the Commission in carrying out grassroots sensitization programmes across Jigawa State.

‎JSPCSCC to partner YOCSAD on grassroot sensitisation, others

‎As part of its effort in strengthening collaboration with civil society groups in Jigawa State for grassroot sensitisation on its mandate, the Jigawa Public Complaints and Anti-Corruption Commission received the National president of YOUTH AND CIVIL SOCIETY ADVOCACY FOR DEVELOPMENT (YOCSAD), Comrade Aminu Aminu paid courtesy visit to the Commission.

‎Comrade Aminu Aminu said YOCSAD is a youth-led civil society organization committed to promoting good governance, accountability, and civic awareness, particularly at the grassroots level adding that his organisation objectives strongly align with the mandate of JSPCACC in protecting citizens’ rights and fighting corruption.

‎During the visit, Comrade Aminu Aminu Said the visit objectives was to explore areas of collaboration with Jigawa State public Complaints and Anti-Corruption Commission on joint advocacy, public enlightenment and education.

‎In his words: "We are here today to seek partnership with the Commission. We believe that the fight against corruption requires collaboration between public institutions and civil society, especially in mobilizing young people and communities" said

‎"Through partnership, YOCSAD can support JSPCACC in anti-corruption sensitization, public complaints awareness, and youth engagement, helping citizens understand their rights and how to seek redress"
