GOMBE STATE M&E UNIT VISIT SURWASH PROJECT SITES FOR MONITORING AND EVALUATION.

The Monitoring and Evaluation (M&E) Unit of the Gombe State Ministry of Budget and Economic Planning has conducted a monitoring visit to project sites implemented under the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Program in order to assess the level of implementation, evaluate the impact on beneficiaries, identify challenges encountered before and after implementation, and document lessons for future improvements.
The monitoring exercise covered several water and sanitation facilities across Gombe metropolis and surrounding communities. Sites visited include water and toilet facilities located at GRA, Wuro Biriji Primary School, Bomala Primary Health Care Centre (PHC), Kubalu, Haruna Garba, Zainab Bulkachuwa, Gandu, and Kundulum Primary Health Care Centre.
During the visit, the monitoring team inspected the functionality and condition of the facilities while engaging with community members, school authorities, health workers and beneficiaries to gather feedback on the impact of the projects on their daily lives.
The team noted that the interventions have significantly improved access to clean water, sanitation and hygiene services in the benefiting communities, thereby contributing to better public health, improved learning environments in schools, and enhanced healthcare delivery in health facilities.

Speaking during the assessment, the leader from the M&E Unit emphasized the importance of regular monitoring in ensuring transparency, accountability and sustainability of government and donor-supported projects. She stated that the exercise would also help identify operational gaps and challenges requiring attention in order to strengthen future implementation strategies.
She further commended the SURWASH Program and the implementing agencies for their commitment toward improving water supply and sanitation services across Gombe State.

The program coordinator of the SURWASH Program Erng Usman A. Aliyu expressed appreciation to the Ministry’s monitoring team for the visit and reiterated his commitment to ensuring that all projects executed under the program continue to meet the needs of communities and deliver lasting impact.
The visit reflects the continued commitment of the Gombe State Government and development partners toward promoting sustainable water, sanitation and hygiene services as well as improving the wellbeing of citizens across the state.

NG-SURWASH GOMBE STATE HELD A ONE DAY WORKSHOP ON THE VALIDATION OF PIAP.

The Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Program has held a one-day workshop on the validation of the Performance Improvement Action Plan (PIAP), organized by Jewel Knowledge Integrated Consult, as part of efforts to strengthen institutional performance and improve service delivery in the water, sanitation, and hygiene sector.
The workshop brought together the ,SPIU, the PIAP teams of the lAs and heads of implementing agencies to deliberate on strategies aimed at enhancing coordination, efficiency, and sustainability in the implementation of the SURWASH Program.
In his welcome address, the Program Coordinator Erg Usman A Aliyu represented by the General manager water board Erg Abubakar Sadiq welcomed participants and emphasized the significance of the workshop in promoting accountability and institutional effectiveness. He noted that the validation of the Performance Improvement Action Plan would provide a roadmap for achieving improved operational standards and better service delivery across the implementing agencies.
The Program Coordinator also officially declared the workshop open, urging participants to actively contribute towards the success of the exercise through constructive engagement and collaboration.

The Heads of the implementing agencies which include the Gombe State Environmental Protection Agency (GOSEPA), Gombe State Water Board (GSWB), Rural Water Supply and Sanitation Agency (RUWASSA), and Small Towns Water Supply and Sanitation Agency (STOWASSA), commended the SURWASH Program for organizing the timely workshop, describing it as a critical step towards strengthening institutional capacity and improving synergy among the Agencies.

The workshop featured presentations on key topics relevant to the implementation of the PIAP. One of the presentations titled “Principles, Guidelines and Operationalization of the PIAP” was delivered by Dr. Lukman Shiji Sadiq, who highlighted the framework and strategies necessary for effective implementation of the action plan across institutions.
Another session focused on “The Role of Institutional Synergy in PIAP Implementation,” which was presented by Dr Musa Abdu where he discussed the importance of collaboration, coordination, and collective responsibility among implementing agencies in achieving the objectives of the SURWASH Program.
Participants where also engaged in an interactive discussions and review sessions during the workshop, leading to the validation of important recommendations and action points expected to enhance institutional performance and ensure sustainable delivery of water, sanitation, and hygiene services across the state.

Gombe state SURWASH Receives Nafada College Delegation, Assures Commitment to WASH Support.

The Gombe state Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Program has received a delegation from the Gombe State College of Education and Legal Studies, Nafada, on a courtesy visit aimed at seeking intervention in the provision of water, sanitation, and hygiene (WASH) facilities within the institution.

The delegation of the college management, led by the provost of the institution, Dawud Abubakar visited the SURWASH office to formally present their request for improved water supply systems, construction of modern toilet facilities, and establishment of waste collection centers to enhance environmental sanitation in the school.
Speaking during the visit, Dawud Abubakar expressed concern over the current state of WASH facilities in the college, noting that inadequate access to clean water and proper sanitation infrastructure poses challenges to both learning and general wellbeing of students and staff. Noting that they are here to seek the intervention of SURWASH in addressing some of the critical needs of their institution, particularly in the areas of water supply, sanitation, and waste management which are essential for creating a conducive learning environment.

In response, the SURWASH Program Coordinator Ergn Usman A. Aliyu welcomed the delegation and commended the college management for taking proactive steps toward improving WASH conditions in the institution, thus emphasizing the importance of sustainable water and sanitation systems in educational institutions, noting that such interventions contribute significantly to health, dignity, and academic performance. He therefore appreciate the visit and the concerns raised by the deligation, saying that SURWASH remains committed to supporting institutions in improving access to safe water and sanitation. He therefore assure them that their request will be carefully reviewed in line with the program’s objectives and implementation framework.
The coordinator further highlighted that SURWASH interventions are guided by established criteria and processes to ensure sustainability and impact.

The visit concluded with a renewed call for collaboration between the college and relevant implementing agencies to ensure that any intervention provided is effectively managed and maintained for long-term benefit.

SURWASH World Bank and FPIU Officials Visits Gombe as part of the Implementation mission to Strengthen WASH Systems in Gombe state, Nigeria.

The Gombe State SURWASH has welcomed a joint implementation mission team from the World Bank and the Federal Project Implementation Unit (FPIU) as part of ongoing efforts to enhance the delivery of Water, Sanitation, and Hygiene (WASH) services under the SURWASH programme.
The mission, which focused on reviewing progress and sustainability, paid visits to the four key Implementing Agencies in the state: Gombe State Environmental Protection Agency (GOSEPA), Gombe State Water Board (GSWB), Rural Water Supply and Sanitation Agency (RUWASSA), and Small Towns Water Supply and Sanitation Agency (STOWASSA).

The primary objective of the visit was to assess and review the six-month work plans of the agencies, with particular emphasis on sanitation, sustainability of existing infrastructure, and institutional strengthening. Notably, the mission clarified that new construction of water facilities would be temporarily exempted during this phase, shifting focus instead to optimizing and maintaining previously established systems.
Speaking during the engagement, a representative of the World Bank Mrs Chigozie Nsobundu the M&E consultant emphasized the importance of sustainability over expansion, saying that
“This phase of the programme is critical. It is not just about building new infrastructure, but ensuring that what has already been provided continues to function effectively and serve communities in the long term.”

The team also underscored the need for strong institutional frameworks and policies to guide WASH service delivery across the state. Pointing out that Strengthening institutional capacity and implementing robust WASH policies will ensure accountability, efficiency, and long-term impact of interventions.

During the visits, each agency presented its work plan, highlighting strategies for improving sanitation services, maintaining existing water facilities, and promoting hygiene practices at the community level. The discussions also addressed challenges faced by the agencies and explored practical solutions to enhance service delivery.
The Programme Coordinator for SURWASH in Gombe state Ergn Usman A. Aliyu expressed appreciation for the continued support from development partners saying that the visit by the World Bank and FPIU provides us with an opportunity to align our priorities and ensure that our interventions are sustainable, impactful, and responsive to the needs of the people.

The mission is expected to strengthen collaboration among stakeholders and reinforce the state’s commitment to achieving improved access to safe water, sanitation, and hygiene services.

SURWASH GOMBE CONDUCT AN IVA Exit Meeting on SURWASH Program, Highlights Progress and Gaps in DLIs Submissions

The Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) program in Gombe State convened for an exit meeting following the Independent Verification Agent’s (IVA) assessment of project implementation across the state.
The meeting brought together key implementing agencies, including the Gombe State Environmental Protection Agency (GOSEPA), Rural Water Supply and Sanitation Agency (RUWASSA), Small Towns Water Supply and Sanitation Agency, and the Gombe State Water Board.

In his welcome address, the Program Coordinator Erg Usman A Aliyu represented by the Sanitation officer of the program Umar Kwami expressed appreciation to the IVA team for their diligence and professionalism throughout the verification exercise, nothing that the assessment, which involved field visits and document reviews, was essential in ensuring transparency and accountability in the submission of Disbursement Linked Indicators (DLIs).
He pointed out that this process is critical to strengthening service delivery and ensuring that reported achievements reflect actual impact on communities.

Presenting the findings, the IVA Mr Gashion Nahum Kutyil acknowledged notable progress recorded under the SURWASH program, particularly in the provision of water supply infrastructure and improved sanitation facilities in both urban and rural areas.
However, he also identified discrepancies in some of the DLI submissions by implementing agencies. According to the report, certain projects reported as completed are fully verified on-site, while inconsistencies were observed between submitted documentation and field realities.
The IVA emphasized the need for improved data management, accurate reporting, and stronger coordination among agencies to ensure that all claims meet verification standards.

Responding to the observations, representatives of the implementing agencies acknowledged the gaps and reaffirmed their commitment to addressing the issues raised. They cited challenges such as difficult terrain, delays in project ex*****on, and documentation lapses but assured stakeholders of corrective measures.

In his closing remarks, the Acting Monitoring and Evaluation Officer Belinda Eman Elisha described the verification exercise as a valuable learning process rather than a fault-finding mission,
Saying that the findings presented today provide us with an opportunity to strengthen our systems and improve the credibility of our reporting adding that we will be committed to working with all agencies to address the identified gaps and enhance overall program performance.

The SURWASH program, supported by World Bank, aims to improve access to sustainable water supply, sanitation, and hygiene services across participating states in Nigeria.
The exit meeting concluded with a renewed commitment from all stakeholders to ensure accuracy in DLI reporting and to sustain progress toward achieving the program’s objectives in Gombe State.

GOSEPA SURWASH LAUNCHES ODF SUSTAINABILITY PLAN WITH VISIT TO PROGRAM COMMUNITIES

The Gombe State Environmental Sanitation and Protection Agency (GOSEPA), under the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) program, has commenced a special tour to communities certified as Open Defecation Free (ODF) by the State Task Group on Sanitation (STGs). The visit, which began in Akko Local Government Area, aims to engage key stakeholders in developing practical strategies to maintain and sustain the achievements made so far.

Speaking at the conference hall of the Akko LGA Secretariat and the Palace of the Emir of Akko, the Executive Secretary of GOSEPA, Dr. Auwalu Baba Jada, who was represented by the Director of Administration and Finance, Alhaji Yahaya Sa'idu. outlined the purpose of the visit and called for strengthened collaboration between GOSEPA and all relevant stakeholders to preserve the progress that has been made.

Alhaji Sa'idu commended the Akko LGA Council for its unwavering support of GOSEPA officials and for creating an enabling environment for the LGA's WASH staff. This support, he noted, was instrumental in guiding the communities through all the necessary processes to achieve their ODF status. He urged the council to maintain this momentum.

Also speaking, the Sanitation and Hygiene Officer of the SURWASH State Program Coordination Unit, Dr. Musa Umar Kwami, elaborated on the purpose of the visit. He explained that, it was designed to mobilize stakeholders in Akko LGA to renew their commitment and implement strategic plans to sustain the ODF status.

The sanitation specialist detailed the rigorous process communities underwent to reach this milestone. This included a series of visits to the communities by the GOSEPA team, extensive meetings with traditional institutions facilitated by Water, Sanitation, and Hygiene Committees (WASHCOM), internal verification by Akko LGA WASH staff and the Local Task Group on Sanitation (LTGs), and finally, the certification visit by the State Task Group on Sanitation (STGs), which is the apex body for ODF certification.

Dr. Kwami called for continued synergy and collaboration to achieve the sustainability goals. He identified the ODF communities in Akko LGA as Tashan Magarya, Tike, Sarki Yaki, and Waziri Malle, all located in Kumo town. He further explained that, based on SURWASH program standards regarding population and size, these communities were subdivided into 12 units to qualify for the program.

Dr. Kwami acknowledged that achieving ODF status was a complex task but emphasized that the collaborative effort of all stakeholders would make sustaining it achievable. He stated that the sustainability plan involves comprehensive surveillance of the certified communities, including public places, schools, and healthcare centers, with a focus on managing and monitoring former open defecation hotspots.

In their respective responses, the Chairman of Akko LGA, Honorable Muhammad Danladi Adamu (represented by his Deputy Honorable Habib Hassan Kumo), and the Lamido of Akko, His Royal Highness Alhaji (Dr.) Umar Muhammad Atiku (represented by the Yeriman Akko and District Head of Atiku, Engr. Muhammadu Ardo Ahmed), expressed their appreciation. They thanked GOSEPA and SURWASH for prioritizing Akko LGA in their activities, especially in the fight against open defecation, and commended His Excellency, Governor Muhammadu Inuwa Yahaya, for his support of the SURWASH program in the state.

The two key stakeholders pledged to mobilize all relevant actors within their respective communities as required to maintain and sustain the achieved status. They also called for further interventions to cover the remaining areas in the LGA.

Highlights of the event by included the symbolic signing of the ODF Sustainability Plan document by the Chairman of Akko LGA and a group photograph.

The SURWASH Gap-Filling Visit to Gombe State SURWASH was a good initiative by the bank. The Program team which comprises the representatives of the World Bank (WB) and the Federal Project Coordinating Unit (FPCU), conducted a support mission to Gombe State as part of efforts to strengthen the State’s IVA Year 5 verification submission. The visit was aimed at supporting the implementing agencies of Gombe state water board(GSWB), Gombe state Environmental protection Agency (GOSEPA), Rural water and sanitation (RUWASSA), and small towns water supply and sanitation Agencies (STOWASSA) to address identified gaps and ensure full compliance with the Independent Verification Agent (IVA) requirements.
Upon arrival in Gombe State, the team held a courtesy and technical engagement with key State stakeholders, including officials from the State Project Coordinating Unit (SPCU) and relevant implementing ministries, departments, and agencies (MDAs). During this engagement, the objectives of the mission were clearly outlined, with emphasis on improving the quality, completeness, and accuracy of the Year 5 verification evidence.
The mission involved a detailed desk review of the IVA Year 5 submission documents already prepared by the State. The WB and FPCU team worked closely with the implementing agencies to identify gaps related to documentation, data consistency, and alignment with Disbursement Linked Indicator (DLI) requirements. Specific attention was paid to areas where evidence was either incomplete, unclear, or did not sufficiently demonstrate achievement of agreed targets.
In addition to the desk review, the team provided hands-on technical support to the implementing agencies. This included guidance on proper documentation, clarification of IVA expectations, and practical advice on how to address outstanding gaps. Where necessary, agencies were guided on how to retrieve missing records, improve data presentation, and strengthen justification for reported achievements.
Field-level discussions were also held to validate reported results and to confirm that activities implemented on the ground were adequately captured in the verification submission. The mission emphasized the importance of timely coordination among implementing agencies and adherence to established reporting standards to avoid delays during the verification process.
At the end of the visit, a close-out meeting was convened with the SPCU and implementing agencies. The WB and FPCU team summarized key findings, highlighted remaining actions required, and agreed on clear next steps and timelines for addressing the identified gaps. The State team appreciated the support provided and reaffirmed its commitment to strengthening the IVA Year 5 submission in line with program requirements.
Overall, the gap-filling mission successfully enhanced the capacity of the Gombe State implementing agencies to respond to IVA verification requirements and positioned the State for improved performance in the SURWASH Program.

GOMBE STATE AGENCIES AND AKKO LGA UNITE TO MARK WORLD TOILET DAY, INTENSIFY FIGHT AGAINST OPEN DEFECATION

In a collaborative effort to address the current sanitation issues, the Gombe State Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) program and the Gombe State Environmental Sanitation and Protection Agency (GOSEPA) partnered with the Akko Local Government Area (LGA) Water, Sanitation and Hygiene (WASH) Department to commemorate World Toilet Day in Kumo town.

The event brought together community leaders, government officials, and civil society organizations to reaffirm their commitment to achieving Open Defecation Free (ODF) status and ensuring safe sanitation for all.

In his remarks the Chairman of Akko LGA Honourable Danladi Adamu, represented by his deputy
Honourable Habibu Hassan Kumo, commended the WASH Department and its partners. He pledged the local government’s continued support in the intensified fight against open defecation, emphasizing the goal of achieving total sanitation.

The Lamido Akko, Alhaji (Dr) Umar Muhammad Atiku, praised the initiative and urged:all stakeholders to double their efforts. He specifically called for interventions to address the Almajiri population, who are disproportionately affected by the practice.

The Lamido Akko then called upon the people of the Akko Emirate to support the WASH department's activities

Earlier In her welcome address, the Akko WASH Coordinator, Madam Bome Caleb, expressed gratitude to all stakeholders for their solidarity. She explained that the program was primarily a sensitization and awareness campaign on the importance of personal hygiene and the dangers of open defecation and indiscriminate refuse dumping.

Madam Bome highlighted the significance of World Toilet Day, noting that it is an official UN observance day to inspire action saying that 3.47 billion people worldwide living without safely managed sanitation. She linked the local mission directly to Sustainable Development Goal 6, which aims to ensure safe water and sanitation for all.

Representing the SURWASH Project Coordinator, Engr. Usman Abubakar Aliyu, Sanitation and Hygiene Officer Umar Musa Kwami (PhD), detailed the program's concrete interventions in the LGA. disclosing that "to help Akko attain ODF status, SURWASH has upgraded household latrines to World Bank standards in over eight communities in Kumo, benefiting 500 households per community. Additionally, ten modern toilet facilities have been constructed in schools, healthcare centers, and public places.

The Executive Secretary of GOSEPA, Dr. Auwalu Baba Jada, represented by Technical Assistant Khalid Muhammad, also assured the organizers of GOSEPA's continued support for all sanitation activities.

The commemoration began with a colorful, educative roadshow from Tashan Magarya U-turn to the Emir's Palace, featuring by participation from Civil Society Organizations, WASH Committees, the Local Task Group on Sanitation, NYSC corps members, and students
