*ZAMFARA’S BACKDOOR DEALS WITH BANDITS: PAMPERING THE GUNMAN, ABANDONING HIS VICTIMS*

OUR STAND

When victims are displaced, traumatised and struggling to survive, government must not appear more organised about rehabilitating their tormentors than rebuilding their lives.

For years, the people of Zamfara State have paid an unbearable price for banditry.

Lives have been lost. Families have been shattered. Women have been widowed. Children have been orphaned. Farmers have been driven from their lands. Entire communities have been displaced, livelihoods destroyed and countless citizens forced to live under the shadow of kidnapping, extortion and death.

Yet, while many victims are still waiting for meaningful rehabilitation, compensation and a safe return to their ancestral communities, the Zamfara State Government has constituted a Disarmament, Demobilisation and Reintegration (DDR), Peace and Security Committee for persons renouncing banditry. This demands serious scrutiny.

Only recently, the government loudly reaffirmed its position that it would not negotiate with bandits. Now, the same government is establishing structures for the disarmament, rehabilitation and reintegration of people who participated in the violence that devastated our dear state of Zamfara while hundreds of thousands of victims of the same banditry who are displaced across the state are left to their own fate.

The government may argue that surrender is not negotiation. But the people are entitled to ask:

What exactly is the policy?

Where is the line between unconditional surrender and engagement?

What benefits will surrendered bandits receive?

Who qualifies as “repentant”?

Who verifies their repentance?

What happens to those implicated in murder, kidnapping, r**e, cattle rustling, destruction of communities and other serious crimes?

Will justice be sacrificed in the name of reconciliation?

And, most importantly: WHAT ABOUT THE VICTIMS?

This is where the moral contradiction becomes impossible to ignore. Before government discusses the reintegration of those who carried guns against society, it must tell Zamfara people what comprehensive programme exists for the rehabilitation and reintegration of the innocent citizens those guns displaced.

What about the farmer who cannot return to his farm?

What about the widow whose husband was murdered?

What about the orphan whose parents were killed?

What about families whose homes were burnt and livestock stolen?

What about communities abandoned because residents can no longer sleep safely in their own villages?

Who is rehabilitating them?

Who is reintegrating them?

Who is compensating them?

Who is restoring their livelihoods?

Government must never create the impression that taking up arms against society provides a faster route to government attention than becoming a victim of those arms. That would send a dangerous message.

A credible peace process must be victim-centred, justice-driven and transparent. It cannot merely collect weapons, label their owners “repentant” and return them to communities carrying the scars of their atrocities.

There must be rigorous identification and biometric documentation, intelligence screening, weapons verification, continuous monitoring and clear criteria separating those eligible for rehabilitation from persons who must face prosecution for serious crimes.

Communities must also have a voice.

No traumatised village should wake up one morning to discover that individuals associated with its destruction have been “rehabilitated” and returned without consultation, safeguards or justice.

Even government officials appear to recognise the problem. At the inauguration of the DDR committee, the Secretary to the State Government called for a Victims Support Fund as part of the peacebuilding framework. But Zamfara's victims deserve more than another proposal.

They deserve action.

The State Government should therefore tell the public, clearly and transparently:

How much has been committed to victims compared with the resources being committed to DDR?

The government must publish the framework governing this programme, including eligibility requirements, disarmament procedures, prosecution thresholds, monitoring mechanisms, reintegration conditions, funding and the role of affected communities.

There must be no secret arrangements.

There must be no political middlemen.

There must be no cash-for-guns bazaar.

There must be no blanket amnesty for atrocities.

And there must be no rehabilitation programme that elevates perpetrators above victims.

Zamfara Stat has travelled this road before. Arms have been surrendered and peace initiatives celebrated in the past, yet banditry returned with devastating consequences.

We cannot afford another cycle of violence, surrender, rehabilitation, rearmament and violence again.

Peace without accountability can become an invitation to tomorrow's criminality.

This is particularly important as the 2027 elections approach. Security must never become an instrument for political theatre. The suffering of Zamfara people is too profound to be reduced to headlines, ceremonies or programmes designed to create the appearance of progress.

If this DDR initiative is genuinely different, government must prove it through transparency, measurable results and justice.

If it is truly surrender, let the terms be made public.

If it is truly disarmament, let every weapon be documented.

If it is truly repentance, let there be credible screening and monitoring.

If it is truly justice, let those responsible for grave crimes answer before the law.

And if it is truly about peace, let the victims come first.

The fundamental question is simple:

WHY SHOULD THE MAN WHO CARRIED THE GUN RECEIVE MORE GOVERNMENT ATTENTION THAN THE FAMILY THAT RAN FROM HIS BULLETS?

Zamfara people are not opposed to peace. We desperately need peace.

But we reject a peace that appears to reward violence while victims remain forgotten.

We reject any process that turns criminals into privileged stakeholders while displaced citizens become spectators in decisions concerning their own communities.

We reject selective compassion that remembers the perpetrator and forgets the victim.

And we reject security policy by contradiction.

The government cannot repeatedly proclaim “no negotiation with bandits” and then introduce a major DDR structure without giving citizens a comprehensive explanation of how the two policies fit together.

This is not merely politics.

It is about justice.

It is about accountability.

It is about the dignity of thousands of families whose lives have been shattered by insecurity.

Before we rehabilitate those who terrorised Zamfara, let us rehabilitate the Zamfara they destroyed.

Before we reintegrate perpetrators, let us return displaced families to their communities.

Before government spends public resources giving former bandits another chance, let it give their victims a chance to rebuild their lives.

Zamfara State does not need another experiment.

Zamfara State needs security.

Zamfara State needs justice.

Zamfara State needs accountability.

And above all, Zamfara needs a government that stands unequivocally with the victims.

NDC CALLS FOR URGENT SECURITY MEASURES ON GUSAU–FUNTUA HIGHWAY

The Nigeria Democratic Congress (NDC), Zamfara State Chapter, under the able leadership of its State Chairman, Alhaji Surajo Garba Mai Katako, has called on the Federal Government and the Zamfara State Government to take urgent and decisive action to address the persistent attacks by bandits along the Gusau–Funtua highway.

The party described the frequent attacks on the major highway as unacceptable, deeply concerning, and a serious threat to the lives, businesses, and livelihoods of innocent citizens who depend on the road for transportation and economic activities.
Speaking on the situation, the NDC Zamfara State Chairman, Alhaji Surajo Garba Mai Katako, said the call for immediate government intervention has become necessary considering the strategic importance of the Gusau–Funtua highway to Zamfara and neighbouring states.

He noted that the highway serves as a major transportation route connecting Zamfara with Katsina and other parts of the North-West, while also providing an important link for the movement of people, agricultural products, goods, and services across the region.

According to him, the continuous attacks on the road have created fear among motorists, passengers, traders, farmers, and other road users. He therefore urged the Federal Government, in collaboration with the Zamfara State Government and relevant security agencies, to deploy adequate security personnel and necessary security equipment along the highway, particularly at vulnerable and identified flashpoints.

The lives of our citizens must be protected. The recent attacks along the Gusau–Funtua highway are unacceptable and heartbreaking. Government must not wait until more innocent lives are lost before taking decisive action.

Mai Katako further stressed that ensuring the safety of the highway would not only protect human lives but would also help restore public confidence, strengthen economic activities, and facilitate the movement of agricultural produce and other essential commodities between Zamfara, Katsina, Sokoto, Kebbi, and neighbouring states.

The NDC also called for improved intelligence gathering, regular patrols, rapid-response mechanisms, and stronger cooperation between security agencies and local communities. The party believes that a combination of proactive security measures and reliable intelligence can help prevent further attacks and protect innocent citizens.

The party sympathises with all victims and families affected by the recent attacks and urges the government to provide appropriate support to those who have suffered losses.

The Nigeria Democratic Congress (NDC), Zamfara State Chapter, condemns in strong terms, the latest bandit attack on Take-Tsaba District of Talata Mafara Emirate, which reportedly claimed three lives and left an unspecified number of residents abducted.

This attack is yet another painful reminder that insecurity continues to devastate our communities. Zamfara people cannot continue to live, farm, travel and conduct their businesses under constant fear of killings and abductions.

The NDC State Chairman, Alhaji Surajo Garba Mai Katako, calls on the Federal and Zamfara State Governments to treat the worsening security situation as an emergency and move beyond rhetoric to decisive action.

The Nigeria Democratic Congress (NDC), Zamfara State Chapter, congratulates the Muslim Ummah, particularly the Tijjaniyya and Qadiriyya communities, on the occasion of Maulud commemorating the birth of the Holy Prophet Muhammad (SAW).

The party urges Muslims to use this important occasion for reflection and fervent prayers for the restoration of peace, security, unity and economic prosperity in Zamfara State and Nigeria.

The NDC State Chairman, Alhaji Surajo Garba Mai Katako Gusau, said the enduring teachings of the Holy Prophet Muhammad (SAW) on peace, justice, compassion, honesty and peaceful coexistence remain particularly relevant at a time when many communities are confronted by insecurity and economic hardship.

The NDC also calls on government, religious and traditional leaders, political actors and citizens to work collectively towards restoring peace and strengthening social harmony. Our farmers must be able to return safely to their farms, businesses must thrive, and families must live without fear.

As the 2027 General Elections approach, the party urges the people of Zamfara State to remain peaceful, vigilant and politically conscious, and to assess candidates based on character, competence, credibility and programmes.

The future of Zamfara rests on the choices of its people. We therefore call on citizens to support leadership that will prioritise security, education, healthcare, agriculture, employment, infrastructure and good governance.

The NDC once again congratulates the Muslim Ummah and prays that Almighty Allah accepts all acts of worship and supplications and grants Zamfara State and Nigeria lasting peace, unity and prosperity.
