1.0 INTRODUCTION

1.1 The Lower Niger River Basin Development Authority (LNRBDA) is a Parastatal of the Federal Ministry of Water Resources established to embark on the development of surface and groundwater resources for multipurpose use and provision of related infrastructure and services for socio-economic development. The LNRBDA intends to undertake the Procurement of various Works, Goods and Services under the 2019 Capital Appropriation.

3.0 ELIGIBILTY REQUIREMENTS

Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects under the above two (2) categories are required to submit the following documents in their Technical Proposals:

i. Evidence of registration of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.

ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019 with minimum annual average Turnover of not less than ₦50 Million (Fifty Million Naira) for Lot A1 to A3 and minimum annual average Turnover of not less than ₦20 Million (Twenty Million Naira) for Lot A4 to A69.

iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019.

iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.

v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019.

vi. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st January, 2020 or Valid Certificate issued by BPP.

vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Lower Niger River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars(2019).

viii. Company’s Audited Accounts for the last three (3) years (2016, 2017& 2018).

ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the ex*****on of the Project when needed.

x. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including copies of their Academic/Professional qualifications (in case of Construction: COREN, QSRBN, ARCON, CORBON etc).

xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.

xii. List of machineries/Equipment with proof of ownership/lease (where applicable).

xiii. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for vehicles

xiv. Consultancy Service: Verifiable Evidence of Firm’s Registration with relevant professional body(ies)

xv. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

NOTE: that all documents/information required must be paginated, submitted in the sequence/order as listed in (i-xv) above

4.0 COLLECTION OF TENDER DOCUMENTS

CATEGORY A
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Unit, Lower Niger River Basin Development Authority, Basin Road Ilorin on evidence of payment of a non-refundable fee of ₦10,000.00 (Ten Thousand Naira) only per Lot, paid into the Lower Niger River Basin Development Authority’s Remita Account in any reputable Commercial Bank in Nigeria. GIFMIS Code of the Authority, 1000111147 is required on the Remita Platform.

5.0 SUBMISSION OF TENDER DOCUMENTS

5.1 Category A-Invitation to Tender (Works and Goods) Prospective Bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial Bids with softcopy (flash drive) of the Financial Bids only in MS Excel Format, packaged separately in sealed envelopes and clearly marked as ‘‘Technical Bid’’ or ‘‘Financial Bid’’. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to the Managing Director, Lower Niger River Basin Development Authority, Basin Road Ilorin and clearly marked with the Name of the Project and the Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at the address in 4.0 above, not later than 12.00 Noon on Tuesday, 8th October, 2019.

5.2 Category B-Expression of Interest (EoI) Consultancy Services Interested Firms are to submit two (2) bound copies of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Managing Director, Lower Niger River Basin Development Authority, Basin Road Ilorin and clearly marked with the name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at the address in 4.0 above, not later than 12.00 Noon on Monday 9th September, 2019.

6.0 OPENING OF BID DOCUMENTS

6.1 Category A-Invitation of Tender (Works and Goods) Technical Bids will be opened immediately after the deadline for submission at 12.00 Noon on Tuesday, 8th October, 2019 at the Car Park of Lower Niger River Basin Development Authority, Basin Road Ilorin, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened. Please ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the Lower Niger River Basin Development Authority will not be held liable for misplaced or wrongly submitted bids.

6.2 Category B- Expression of Interest (EoI) Expression of Interest (EoI) documents will be opened immediately after the deadline for submission at 12.00 Noon on Monday, 9th September, 2019 at the Board Room of the Lower Niger River Basin Development Authority, Basin Road Ilorin, in the presence of Bidders or their representatives. Please ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the Lower Niger River Basin Development Authority will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION

i. Bids and Expression of Interest (EoI) must be in English Language and signed by an officer authorized by the Bidder;

ii. Bids and Expression of Interest (EoI) submitted after the deadline of submission would be returned unopened;

iii. Bidders should not bid for more than two (2)Lots in this advertisement;

iv. Bidders should come with the Tenderer’s Tax Identification Number (TIN) for collection of Bid documents;

v. Pre-qualified Bidders for Category A will be contacted at a later date for Financial Bid Opening;

vi. Shortlisted bidders for Category B will be contacted at a later date for collection of Tender Documents;

vii. All cost will be borne by the Bidders as the Authority will not be held responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation;

viii. Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process;

ix. The Lower Niger River Basin Development Authority is not bound to prequalify any Bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007;

x. Bidders with ongoing Dam Projects with the Lower Niger River Basin Development Authority should not apply for Lot A1.

xi. Technical and Financial Bids enclosed in one and same single envelope that will expose the Technical and Financial Bids at the same time of opening shall be disqualified;

LNRBDA/NIRSAL EMPOWER FARMERS IN KWARA STATE

The Lower Niger River Basin Development Authority (LNRBDA) in collaboration with Nigerian Incentive-based Risk Sharing System for Agricultural Lending (NIRSAL) has distributed farming inputs to farmers under the Anchor Borrowers Programme powered by the Central Bank of Nigeria in Ilorin, Kwara State.
The Kwara State Governor, Alhaji Abdurahman Abdulrazaq, described the initiative as laudable. He congratulated the beneficiaries and also expressed optimism that such initiative will further enhance the course of agricultural practice in the State by transforming it from subsistence to commercial.
Earlier in his goodwill message, the Managing Director, LNRBDA, Engr. (Dr.) Adeniyi Saheed Aremu, ably represented by the Executive Director (Agric. Services) Engr. Tajudeen Affinnih made it known that this kind of initiative was necessary to meet the food demand of the ever growing population. He pointed out that agricultural production must be enhanced and a rapid change of attitude towards agriculture must be cultivated by the populace if economic diversification through agriculture is to be achieved in Nigeria.
In the same vain, the head of NIRSAL, PMRO, Ilorin, Mr. Hassan Ade Obafemi, said that agriculture growth has slowed down in Nigeria over the years and to reverse the trend, there was need to tackle some of its major challenges such as low productivity, low research, under financing of the agricultural value chains, poor technology and cultural practices.
Mr. Obafemi pointed out further that the goal of the input distributions to the farmers was to tackle these identified challenges and trigger agricultural industrialization through increased production and processing of the greater part of what was produced to boost economic earnings across the agricultural value chain in Nigeria.

LNRBDA PROCURES 500 HA OF LAND IN MALETE FOR AGRICULTURAL USE

The Lower Niger River Basin Development Authority has acquired 500 hectares of farm land from customary land owners, through Kwara State Bureau of land, along Malete – Alapa Road, in Moro Local Government Area of Kwara State.
The Authority’s aim of acquiring the land is to develop and equip it with all necessary facilities that will enable all year round farming in the axis as obtainable in all the Authority’s project offices. Acquisition
The project is expected to open up the area for accelerated development, reduce unemployment and boost food sufficiency in Kwara State when it is fully implemented.
This development is in line with the Authority’s mandate of Irrigated Agricultural Development by Leasing of Agricultural Land for Rain Fed and Dry Season Farming.
