MANDALA CUSTODIAL CENTRE RECORDS LANDMARK INFRASTRUCTURAL DEVELOPMENTS.

The Medium Security Custodial Centre, Mandala, Ilorin, has recorded remarkable infrastructural improvements following the successful ex*****on of key projects aimed at enhancing operational efficiency and the welfare of staff and inmates.

In a proactive effort to address the challenge of water scarcity occasioned by the harsh dry season, the Officer in Charge of the facility, Assistant Controller of Corrections (ACC) Ọláníran Adeniyi, facilitated the installation of a solar-powered borehole system. The project, which was completed and made operational today, 16th March, 2026, now provides a sustainable and reliable source of clean water within the Centre.

The initiative has significantly improved sanitation and general living conditions.
In a related development, the management also oversaw the renovation of the kitchen facility after it was severely damaged by heavy rainfall accompanied by strong winds in early February 2026. The kitchen, which was pulled down by the storm, has now been reconstructed into a modern and improved edifice to support efficient meal preparation within the facility.

Furthermore, as part of the ongoing efforts to make life more meaningful to both inmates and staff the only es**rt Hilux operational vehicle attached to the medium security Custodial center, Mandala Ilorin has now wear a new look, as it has been refurblished from the old rough look. This has greatly promoted the image of the service and also enhanced smooth Court duty scheduled.

Speaking on these achievements, ACC Ọláníran Adeniyi expressed profound appreciation to Engineer Bolakale Kawu for his invaluable contribution to the successful installation of the solar-powered borehole. He also commended the officers and men of the facility for their cooperation, resilience, and unwavering support during the ex*****on of these projects.

These initiatives underscore the commitment of the custodial centre’s management to improving infrastructure, enhancing service delivery, and ensuring a conducive environment through innovative and sustainable solutions.

*NCOS KWARA COMMAND COMMISSIONS FIRST PHASE OF CARPORT PROJECT*

The Nigerian Correctional Service (NCoS), Kwara State Command, has commissioned the first phase of its newly constructed carport project as part of efforts to improve infrastructure and operational efficiency within the Command.

The commissioning ceremony took place on Tuesday, 17th March 2026, and was performed by the Senior Special Adviser to the Governor of Kwara State on Security Matters, Alhaji Aliyu Muhideen.

The carport project was constructed through the personal contributions of friends, philanthropist and staff of the Command, demonstrating their collective commitment to improving facilities within the Service. The project was carried out under the supervision of the State Controller of Corrections, Tolorunshagba Femi Emmanuel, whose leadership and guidance ensured the successful ex*****on of the initiative.

Speaking at the event, the Senior Special Adviser commended the officers and staff of the Command for their unity, dedication, and sense of responsibility in undertaking a project that contributes to improved organization and protection of official vehicles within the Command.

He further reaffirmed the continued support of the Kwara State Government for initiatives that strengthen security institutions and enhance their operational effectiveness in the state.

The commissioned structure represents the first phase of the carport project, with expectations that subsequent phases will further expand the facility to accommodate more operational vehicles and improve logistics within the Command.

The event was attended by senior officers, Retired Correctional Officers, with people like retired Controller of Corrections Alabi Fólórunsó Owolabi, retired DCC Jayeola Emmanuel, retired ACC Abigail Oredunni Ogunniyi, Retired Solomon Awoniyi father of Taiwo Awoniyi and retired SC Ganiyu Nageri and staff of the Nigerian Correctional Service who witnessed the commissioning ceremony.

*INTERNATIONAL WOMEN’S DAY CELEBRATION AT OLD ILORIN CUSTODIAL CENTRE, OKEKURA, KWARA STATE.*

‎The International Women’s Day celebration, with the theme “Give to Gain”, was marked with enthusiasm and reflection at the Female Wing, of the old Ilorin Custodial Centre, Okekura, Ilorin, Kwara State, on Thursday, March 12, 2026. The event was organized by the Nigerian Correctional Service, Kwara State Command, under the leadership of the State Controller of Corrections, Tolorunshagba Femi Emmanuel.


‎The programme was held in collaboration with the Officer in Charge of the custodial centre, Assistant Controller of Corrections Olumuyiwa Omole, in attendance at the program are the following Dignitaries, Chief ( Mrs) Funkẹ Balogun a legal luminary and a member of the Federation of women lawyers in Kwara State, Dr (Mrs) Tolu Fákáyòdé who speaks on healthy family initiative and the Gender Officer of the Command, DSC Asha Ifechukwude T.J, who represented the State Controller during the celebration.
‎Addressing the gathering, The guest speaker Chief (Mrs) Funkẹ Balogun highlighted the significance of celebrating International Women’s Day within custodial centres, noting that the initiative promotes the dignity, wellbeing, and empowerment of female inmates. She explained that the programme provides opportunities for counselling, encouragement, and the development of positive values that support rehabilitation and successful
‎ reintegration into the society.


‎ According to her,, the celebration also raises awareness about the rights and welfare of women, while encouraging inmates to embrace skill acquisition and personal development programmes available within the custodial facility.

‎In his remarks, the Officer in Charge of the centre, Assistant Controller of Corrections Omole Olumuyiwa, commended the guest , the participants and leadership of the Kwara State Command for its continuous support for the initiatives that uplift and empower women in custody. He emphasized that the custodial centre remains committed to the core mandate of the Nigerian Correctional Service, which includes safe custody, humane treatment, rehabilitation, and successful reintegration of inmates into the society.


‎He further encouraged the female inmates to take advantage of the educational and vocational training opportunities provided by the Service to become productive and responsible members of the society upon their release.
‎In a message delivered on behalf of the State Controller of Corrections, Tolorunshagba Femi Emmanuel, it was reiterated that the celebration of International Women’s Day serves as a reminder of the importance of gender equality, respect for human dignity, and the need to support women in all circumstances.


‎The Controller emphasized that the Kwara State Command remains committed to improving the welfare of inmates and implementing programmes that foster personal transformation and positive behavioural change.


‎The event featured a seminar, health awareness sessions, skills exhibition, and creative expression activities, designed to inspire and empower the female inmates. These activities provided a platform for learning, personal growth, and the development of talents that can enhance the prospects of inmates upon their reintegration into society.


‎The celebration concluded with renewed commitment by officers and stakeholders to continue supporting programmes that promote the rehabilitation, dignity, and empowerment of women in custody.

RAMADAN LECTURE AT NEW ILORIN CUSTODIAL CENTER, MANDALA, KWARA STATE

Mojere Tidibodo Islamic Foundation, led by Alhaji Ibrahim Adisa Olarewaju Tidibodo, organized a Ramadan Lecture at the New Ilorin Custodial Center, Mandala, Kwara State on Sunday, 8th March, 2026.

Theme: "Finding Solace and Redemption: The Power of Forgiveness in Ramadan"

RETIRED DCC ABOSEDE OLUFUNKE BAMIDELE LAID TO REST IN ILORIN

The remains of Retired Deputy Controller of Corrections (DCC) Abosede Olufunke Bamidele, a pioneer Officer-in-Charge of the Non-Custodial Service in the Kwara State Command of the Nigerian Correctional Service, were laid to rest on Friday, 23rd January 2026, at her residence in the Sapati-Ile area of Ilorin, Kwara State.

Late DCC Bamidele passed away on Saturday, 6th December 2025, at the age of 63.

She is survived by three children and a granddaughter.

The burial ceremony was attended by several dignitaries within and outside the Service, including the Controller of Corrections, Kwara State Command, CCS Tolorunshagba Femi Emmanuel, Deputy Controller-General of Corrections, DCG Timothy Olumide Tinuoye (rtd), CC Fatai Lawai Aderibigbe Retired, CC Aliu Baba Usman Retired, CC Tijani Ayinla retired,,CC Alabi Folorunsho Owolabi retired , DCC Jayeola Emmanuel Omoniyi retired: as well as serving and retired officers of the Nigerian Correctional Service.

DCC Abosede Olufunke Bamidele will be fondly remembered for her dedication to duty, compassion for humanity, and outstanding contributions to the growth and implementation of the Non-Custodial Service in Kwara State.

The Nigerian Correctional Service, Kwara State Command, extends its heartfelt condolences to her family, colleagues, and loved ones.

May her soul rest in perfect peace.

Meet Offa-Born Newly Promoted Deputy Controller of Corrections, Okunola Adebayo Musbau

The Nigerian Correctional Service has again recorded a landmark elevation with the recent promotion of Offa-born correctional administrator, Okunola Adebayo Musbau to the prestigious rank of Deputy Controller of Corrections (DCC).

This latest promotion comes barely three after he attained the rank of Assistant Comptroller of Corrections (ACC) in June 2023.

Okunola hails from Ile-Eesa in Offa, Offa Local Government Area of Kwara State.

He was born on January 1, early 1970s, in Offa.

His rise to the upper echelon of the Nigerian Correctional Service reflects decades of discipline, intellectual depth and devoted public service.

Early Education and Academic Pursuit

DCC Okunola Adebayo Musbau began his educational journey at Ebire Nursery and Primary School, Felele Layout, Ibadan (1975–1980).

He proceeded to Government Secondary School, Ipee, and later Ojoku Grammar School, completing his secondary education between 1981 and 1987.

He obtained his Advanced Level Certificate from Kwara State Polytechnic (1987–1989) and later earned a Bachelor’s degree in Psychology from the University of Ibadan (1990–1994).

He also acquired a Master’s degree from the University of Lagos.

Career and Service in the Nigerian Correctional Service

Before joining the Nigerian Correctional Service, Okunola served as a Student Affairs Officer at the Federal Polytechnic, Offa (1999–2000).

He enlisted into the Nigerian Correctional Service on December 18, 2001, and has since served in various strategic positions nationwide, including: Kuje Prison (2001–2003); Agodi Prison (2003–2005); PRO, Ogun State Command (2005–2012); PRO, Kwara State Command (2012–2014); PRO Unit, National Headquarters (2014–2016); Second-in-Command, Protocol Unit, National Headquarters (2016–2018); Officer-in-Charge, Operations Unit (2018–2022); Second-in-Command, Non-Custodial Unit (2022–2023); and Officer-in-Charge, Non-Custodial Unit (2023–Till Date).

Professional Development and International Exposure

DCC Okunola Adebayo Musbau attended the ASC Basic Course and DSC Developmental Course at the Prison Training College, Kirikiri, Lagos, and the CSC Developmental Course at the Prison Staff College, Barnawa, Kaduna.

In 2015, he participated in an international training programme at the Prince George’s County Correctional Center, Maryland, United States.

He also attended the Defence and Development Resource (DDR) Course at the Armed Forces Command and Staff College, Jaji, Kaduna, in 2017.

Academic Contribution

In 2021, he joined the Department of Psychology, University of Ilorin as an Adjunct Lecturer, where he continues to mentor and inspire young scholars.

Family Life

Deputy Controller of Corrections, Okunola Adebayo Musbau, is happily married to Mrs. Okunola Halimat, and their union is blessed with children.

His promotion to DCC is not only a personal milestone but also a collective pride to the people of Offa and Kwara State, serving as a living testament to diligence, professionalism and patriotic service.

‎‎HISTORY MADE: Controller Tolorunshagba Femi Emmanuel Constructs 1st Photo Stand for NCoS Kwara Command.

‎The Controller of Corrections, Kwara State Command, CC Tolorunshagba Femi Emmanuel has made history by constructing the Command's first photo stand, that was commissioned, by the retired Controller General of Prison, Gabriel Olaniran Aluko, today, 6th of January 2026, which serves as a testament to his innovative spirit and dedication to excellence. This remarkable achievement showcases his commitment to enhancing the Command's facilities and promoting a positive image.

‎The photo stand is expected to serve as a valuable tool for capturing memorable moments and milestones, further enriching the Command's history. This selfless act has been widely praised by colleagues and superiors alike, cementing CC Tolorunshagba's legacy as a champion of progress and innovation.

‎CC Tolorunshagba expressed his gratitude to the Controller General of Corrections Sylvester Ndidi Nwakuche, MFR, mni, for the enabling environment endowed on him for the completion of the task. NCoS DECORATES 391 NEWLY PROMOTED OFFICERS & COMMISSIONED PHOTO STAND IN KWARA COMMAND.

The Nigerian Correctional Service (NCoS), Kwara State Command, on Tuesday, 6 January 2026, decorated 391 newly promoted officers and the commissioning of the first photo stand , held at the Command Headquarters office, Flower Garden Area, Ilorin.

The decoration followed the recently approved promotion exercise and cut across senior and junior cadres, marking the largest promotion exercise in the history of the Command.

The promotion breakdown is as follows:
1 officer promoted to the rank of Deputy Controller of Corrections, 5 officers to Assistant Controllers of Corrections, 14 elevated to the rank of Chief Superintendents of Corrections, 25 to Superintendents of Corrections, 91 to Deputy Superintendents of Corrections, 74 to Assistant Superintendents of Corrections I, 54 promoted to Assistant Superintendents of Corrections II, 13 to Inspectors of Corrections, 30 to Chief Correctional Assistants, 44 to Senior Correctional Assistants and 40 to Correctional Assistants I respectively.

The ceremony was presided over by the Controller of Corrections, Kwara State Command, CC Tolorunshagba Femi Emmanuel, and was attended by representatives of sister security agencies, heads of government parastatals, officers-in-charge of custodial centres, retired officers, as well as families of the promoted officers.

In his address, the State Controller congratulated the officers and charged them to justify their elevation through enhanced professionalism, discipline, and commitment to the core mandate of the Service.

He expressed appreciation to the Honourable Minister of Interior, Hon. Olubunmi Tunji-Ojo, and the Controller-General of Corrections, Sylvester Ndidi Nwakuche, MFR, mni, for their leadership and sustained commitment to staff welfare and institutional development.

The ceremony concluded with goodwill messages and group photographs.

KWARA FIRST LADY EXTENDS YULETIDE GOODWILL TO INMATES IN TWO CUSTODIAL CENTRES.

The Wife of the Executive Governor of Kwara State, Her Excellency the First Lady, Ambassador Professor Olufolake Abdulrazaq, today, Friday, 19th December 2025, visited the Old Ilorin Custodial Center Okekura and the New Custodial Center Mandala, in Kwara State Command to extend Yuletide goodwill and compassion to inmates as part of activities marking the Christmas season.

As founder of Ajike People Support Centre, Ambassador Abdulrazaq showcased her commitment to humanitarian work and rehabilitation, empowering women, youth, and vulnerable groups through skills training, health outreaches, and advocacy against gender-based violence. Her efforts have earned her the Zik Prize in Humanitarian Leadership.

Speaking during the visit, Her Excellency the First Lady, who was accompanied by the State Commissioner for Social Development, Dr Nnafatima Imam urged the inmates to remain hopeful and embrace positive change, assuring them that their present circumstances do not define their future. She emphasized the importance of moral reformation, vocational engagement, and education as pathways to personal development and reintegration

In his remarks, the State Controller of Corrections, Tolorunshagba Femi Emmanuel, expressed gratitude to the First Lady on behalf of the Controller General of Corrections, Sylvester Ndidi Nwakuche MFR mni, saying, "her visit reminds us that we are not forgotten and gives hope for a brighter future. We appreciate her commitment to the Service, especially in the provision of the Solar borehole we are enjoying in the Old Ilorin Custodial Center in Okekura and other assistance she has been rendering to the Service."

The First Lady presented welfare items to the inmates, noting that the gesture was aimed at easing their stay and reminding them that they are not forgotten.

The visit climaxed with goodwill interactions and words of encouragement, reinforcing the message of compassion, forgiveness, and renewed hope that the Yuletide season represents.

NIGERIAN CORRECTIONAL SERVICE KWARA STATE COMMAND, ATTENDS QUARTERLY NORTH CENTRAL ZONAL SECURITY CONFERENCE IN ILORIN

The Correctional Service, Kwara State Command, under the leadership of the State Controller, CC Tolorunshagba EF, participated in the quarterly North Central Zonal Security Conference in Ilorin on Thursday, 18th December 2025. The State Controller was ably represented by ACC Abdulhamid Raji. The event took place at the Ilorin Innovation Hub.

The conference convened state governments, security agencies, and community stakeholders to address pressing security challenges, including banditry, kidnapping, and communal conflicts over land and resources. Discussions centered on strengthening inter-state and inter-agency collaboration through joint operations, intelligence sharing, and coordinated responses to cross-border crimes, while also promoting community engagement and policy support to enhance peace and stability across Kwara, Niger, Kogi, Nasarawa, Benue, Plateau, and the FCT.
