KADUNA STATE GOVERNMENT FLAGS OFF NIGERIA’S FIRST SECTIONAL TITLING INITIATIVE AS KMDMC PARTNERS KADGIS TO STRENGTHEN COMMERCIAL PROPERTY OWNERSHIP
The Kaduna Markets Development and Management Company (KMDMC) has welcomed the official flag-off of the Kaduna State Government’s Sectional Titling initiative, describing it as a landmark reform that will transform ownership and investment in shops and other commercial premises across the state.
The initiative, implemented through a strategic partnership between KMDMC and the Kaduna Geographic Information Service (KADGIS), enables owners of eligible commercial units within markets, shopping malls, plazas and other multi-unit commercial developments to obtain Certificates of Occupancy for their individual properties. The reform provides legal recognition of ownership, strengthens tenure security, enhances the value of commercial assets and improves access to financing by allowing titled properties to serve as bankable assets.
Speaking at the flag-off ceremony, the Managing Director of KMDMC, Alhaji Ahmed Shehu Haruna, described the initiative as a major milestone in the modernization of commercial property administration in Kaduna State. He commended the Director General of KADGIS, Dr. Bashir Garba Ibrahim, for conceiving and driving the initiative to fruition, noting that the reform represents years of commitment to improving land administration and expanding opportunities for property owners.
The Managing Director also expressed profound appreciation to the Executive Governor of Kaduna State, Senator Uba Sani for providing the vision, political support and enabling environment that made the implementation of the initiative possible. He observed that while previous attempts to introduce sectional titling had not materialized, the present administration demonstrated the resolve required to deliver the reform.
The ceremony also witnessed the presentation of the first Certificates of Occupancy issued under the Sectional Titling scheme to pioneer beneficiaries, marking the commencement of a new era in commercial property ownership in Kaduna State.
KMDMC believes the initiative will significantly boost investor confidence in the state’s commercial real estate sector by providing greater certainty of ownership, facilitating access to credit, encouraging private investment and unlocking additional economic value from existing commercial developments.
The Company therefore encourages owners of eligible shops and other commercial units within markets, shopping centres, plazas and similar developments to take advantage of the programme by commencing the process of obtaining legal titles for their individual properties through the established procedures.
KMDMC remains committed to working closely with KADGIS and other relevant stakeholders to ensure the successful implementation of the initiative and to deepen reforms that promote investment, improve market infrastructure and strengthen the commercial ecosystem in Kaduna State.
