A TEXT OF A MAIDEN SPEECH PRESENTED BY THE CHAIRMAN KWAYA KUSAR LGC AT THE RECEPTION IN HIS HONOURED AND THE ELECTED COUNCILLORS AFTER TAKING OVER OF OFFICE AT THE GOVERNMENT LODGE KWAYA KUSAR ON THE 1ST-O2-2026
It is with a deep sense of humility and responsibility that I humbly stand before you today as the executive chairman entrusted with the enormous task of the leadership of our LGC. The elected local government council has already been inaugurated, the VC and the elected councillors has been sworn in, signalling the beginning of the new dawn. I on this trust and believe sincerely thank his Excellency our Executive governor Proff Babagana Umara Zulum MNI, FNSE, CON, for giving us this rare privilege to serve our dear LG in this capacity, may Allah SWT in his infinite mercy continue to shower his guidance blessings and protections on him and his family.
Today, a very rare history is made, to the people of kwaya that the sincere leadership of Proff Babagana Umara Zulum believes wealth and material cannot prevail over equity and justice For the people. Distinguish guest, on this mandate, I Hon Dahiru Hamma alias pick 2, strongly stand firm on this believe and that I will work harder and collectively propel the councils to justify the rare confidence reposed in me by this exceptional leader who is today nationally recognised as a true leader worthy of emulation.
I wish to publically make it in a clear term that our loyalty stand with him and to our great party the APC, the platform that we were all elected, no doubt, I understand they could be some challenges in every dawn as it is common in human life but with our sincere commitment to service and working together as a united family, we shall succeed, I wish my administration will carry everybody along and that the concerns of any aggrieved members of our great party will be addressed but be informed that we will not be held back by anyone who refuses to cooperate with us and we shall not spare those who deliberately work surreptitiously to undermine the effort of our administration because of their personal interest, however we shall welcome and support any positive contributions that will genuinely promote the development and welfare of the people of kwaya kusar where ever they are, and at all times I earnestly call on our stakeholders of kwaya to join hands with us to build a prosperous and harmonious kwaya kusar, let us work together irrespective of our difference to create a brighter future for our self our children and the generation yet unborn.
THE POLICY OF MY ADMINISTRATION
* SECURITY
It will indeed be absurd for me to publically disclose the security plan or policy of my administration, but I wish to recall that 2 years ago during my last 3 months stay in office as the C.T.M.C.C, We have been so conscious and very much aware that the livelihood of our people can be guaranteed when farming and animal rearing is secured and made free from any security threat, yes we took office then at a pick time of the harvesting period of the rainfed season coinciding with the farmers and herders clashes particularly at the ndivana farms, we made a concerted effort with the security agencies and the M.O.A to secure the Ndivana farms from the destruction of the cattle herders and indeed any form of security threat to our farmers and farms, when the 3 months sweet tenure of our administration ends.
Today with the coming on board and the inclusion of the new forest guard into the LG security operations, this new administration will review and re-strengthen the harmonious working synergy of all the security agencies of the LG for an optimal performance, a performance that will Insha Allah guarantee the full protection of the life and property of our citizens.
I wish to assure the citizens that my administration will give full support to the security agencies and will never seek/support the agencies to spare any criminal no matter the placement of the culprits or his relationship with us as government, the people, the LG infrastructure must be protected, yes we have the knowledge that our stadium has been vandalised, our solar light has mostly been stolen and yet the watching dogs of the society could not find or arrest the perpetrators of this criminal act, we have a duty and to no excuse that our offices, our stores, our schools, our markets should be protected with no excuse. Be rest assured that this administration will by the wish of Allah sustain the security operations put in place to secure our farms and protect our farmers particularly at the Ndivana, Pamin, and Tawasu areas and that no benefiting Farmers will be asked to pay for any form of support, monetary materials as compensation or reward as was the practice in the past. My administration will Insha Allah take fullest responsibility of protecting the life and property of the people.
* EDUCATION
You will all believe with me that education is the bedrock and key to the development and progress of any society, our stakeholders will recall that during the visit of his excellency on 8th- 1-2026, he made it very clear at the meeting with the doers that KKLG is lacking or trailing behind educationally and that there is the strong need and advocacy to change this ugly narrative to the future of our education, I wish to assure kwaya citizens that a sincere effort will be made educationally to push kwaya forward, we have benefited from education, my administration will never fail the younger generations to the access of better education.
We are going to invest much in the education sector through the procurement and supply of enough teaching and learning materials to our schools and we hope to maintain continues supervision and visit to schools. We shall also key into the state government 10 year strategic plan, there will also be engagement of volunteer teachers to our schools and will be place on monthly stipend before their fullest absorption into the full scheme of service as permanent teachers.
* AGRIC
Dear kwaya citizens, invited guest, you will all recall that during my 3 month stay as a caretaker management committee 2 years ago, we, in good faith, key into the state government 25 years development plan in agriculture, the rehabilitations of the jaffi free flow irrigation scheme a reality, this is a project that was abundant for over 40 years ago. Today I am happy and proud to say since then over 153 farmers has continues irrigation farming activities on this irrigation scheme, we shall continue to support our farmers through the procurement of fertilizer, insecticide, and other farming inputs, other irrigation centres like the yimirdalang, jawi irrigation, kwarin peta irrigation, biladzi irrigation, and the wada farming irrigation will be supported with more irrigation machines, seedlings, and other related farm inputs.
* ENVIRONMENT
Today, we all witness and understand that global warming is the greatest effect on the earth climate system and it is world widely recognised as the major challenge to our environment, our administration will key in the 25 years development plan of the state government on environment protection, we shall stand to protect our forest and stop deforestation by the bad elements in our society whose daily activities is to cut down trees for charcoal business and burning or clearing our forest, this illegal activities in our society must stop, my administration will liaise with the ministry of environment to protect and preserve all our forest reserve and to protect our environment habitable, we have plan to raise 30,000 seedlings this year to be planted and will be monitored to ensure their sustainability for the target.
* WORKS
Subject to the provisions in the 2026 budget. there may be necessary renovations, On this area and in the opinion of the people, I have considered and recognised best the renovation of the dilapidated LG staff quarters and the chairman official residence, opposite the ECWA church kwaya, whom our past chairman live, needed best to be renovated, even by the past administrations whose desires felt this is not necessary, this act of negligence is indeed a great embarrassment to our leaders, the new council will insha Allah took into the possibility of renovating them and constructing an additional block on the plots, we shall also look at the possibilities of constructing 2 additional chalets in the Government lodge.
As the state government planned to add and support LG in the state with additional housing or quarters be informed that most of the government land by the main road will be cited for the construction of such projects and this may likely require revocations of some plots allocated where necessary, we therefore appeal and advice to aggressive land/plot purchasing business men to be extra careful not to be coned. In another happy moment for the people of kwaya, the ministry of agric in its desire to empower the youth has also granted our LGA with an M1 rice milling machine and we hope this machine will be sited and mounted on those locations for operations, A kwaya propose eastern and western bypass feeder road may also touch those locations and this may affect some plots.
* REVENUE
In our unwavering commitment to security, health, education, agriculture, and infrastructural development our revenue most work and be accountable, on this I have directed that the revenue task force committee constituted by the former administration is hereby dissolve and indeed all other appointment herewith is also dissolve. The Borno state revenue task force will immediately take over all revenue generation from either our markets, tractor hiring, land, shops, slaughter slab, indigene letters, sand and gravels, auctions, etc and henceforth, all internally generated revenue fund are to be remitted directly into the LG designated account, this is aimed to coup leakages. The revenue generated internally from our tax payers will sincerely be used to fund infrastructure in our markets, volunteer teachers and the volunteer personnel of the PHC that will soon be recruited and indeed all revenues generated will be deliciously used for the benefit of our people.
* PHC
The PHC is one of the sector that has greatly received the most needed attention by the state government, governor Zulums infrastructural development of our primary health centres in the state is unprecedented, almost all the Primary health centres of our LG has completely been renovated and upgraded to a world class standard living the LGC with little work or infrastructural development in the health centre, I wish to must sincerely recognise and commend the effort of the staffs of the PHC of our LG, Last year the PHC development agency awarded and commended this dedicated staff as one of the best in the state, I have personally attested to this remarkable remark during my 3 month stay in office as a C.T.M.C.C, I hope and believed the effort and such unwavering commitment to service will be sustained and to further assure you, my administration will insha Allah from time to time reward excellence and give necessary support to the staffs, I will also exercise support on the areas of engaging more volunteer personal staff that will support the man power of the department and they will be placed on a monthly stipend, procurement and supply of drugs and other necessary related facilities, this administration will insha Allah consider renovating the following dispensary, Bahai dispensary in yimirdlang, kogu magira dispensary in wada ward, kwardum dispensary in kubuku ward, and savira dispensary in guwal ward. We shall also look at the possibilities of constructing additional (5) new dispensaries in some villages of our LG.
THE APC E-REGISTRATION AND INEC VOTER REGISTRATION
The e-registration of our party and the INEC voter registration in another face is back, we have asked the party chairman to direct all our party officials from the poling unit and all villages to come out and mobilize our party members to come out and register, the registration officials will be mobilized to seriously go for the exercise, this is necessary because the party has announced that henceforth appointment and elective posotions will be determine and supported by the number of registered members from the polling unit to Ward, local government, state, zones and the national, in view of this and in advice to a committed member of a party, we urge every member of the APC to register. As regard to the voter registration, we also urge all citizens of kwaya to register. without the voters card registration you cannot get the power to vote in any election. Therefore any person at the age of 18 are advice to register, if you are a member of a political party and you failed to register that means you have no value to your party as you cannot vote.
Our LG electoral officer has design a 5 days for each ward rotational schedule for the voter registration exercise starting from Gondi ward tomorrow. All other details will be announce when we come out for monitoring and supervision.
