*Curbing Terrorism, Kidnapping &
Banditry In Nigeria and Africa at Large*

To end the scourge of terrorism in Nigeria, the
federal government needs to come up with a lake
Chad Basin Development Plan that will create
some economic activity in an area riven with poverty .

First of all, the federal government needs to
licence local vigilante groups in all 774 local
government areas of the country to ensure
uniformity .
This way , they will all be signed up to
uniform standards of operation. Those
operating in the northeast will obvioulsly be the
busiest and will have the largest budget.

· Then, the federal government needs to establish
20 battalions of the Nigerian Army in strategic
towns across the north east. Maiduguri, Dikwa,
Bama, Mafa, Biu, Gwoza, Chibok, Dambo,
Kukawa, Monguno, Magumeri, Damaturu,
Geidam, Potiskum, Nguru, Fika, Gombe,
Nafada, Kaltungo, Dukku, Kumo, Jalingo,
Bauchi, Y ola, Gashaka, Wukari, Ganye, Mubi,
etc, all need military bases.

· President Tinubu then needs to get the Nigerian
Army to plant rows of trees along the country's
borders with Chad, Cameroon, Niger and Benin
Republic to actually tell us where Nigeria starts.

They should be painted green-white-green.
Plateau, Benue, Katsina,
Zamfare and other affected
areas must engage the locals
through the religious and
chieftaincy leaders in their
states to engage a better ethnic
and religious conflict resolution
time to time using non
government al and professional
bodies in form of youth
trainings for a stable and
sustainable peace.

· In Borno, Yobe and Adamawa states, the
governors need to offer free uniforms and school
meals to all youths to encourage education. An
emphasis should be placed on training wildlife
rangers, veterinary doctors, meat processors,
leather goods manufacturers and animal
specialists.

· Under a United Nations programme, we then
need to get the Lake Chad Basin Authority to
create 30,000 jobs in the northeast. This will be
achieved by turning the lake into a major tourist
attraction similar to say Niagra Falls, building a
mega solar farm in Borno State and also opening
the world's largest cattle ranch in Sambisa
Forest.

· Our federal government then needs to build six
special high security prisons for Boko Haram
fighters where they can be trained and equipped
with vocational skills.

· Nigeria then needs to ask its military partners like
the US, UK, Germany , France, Russia, etc to help
her establish a special paramilitary force which
will be trained in rescue missions to deal with
matters like the Chibok girls.

We need a battalion
similar to the US Navy Seals or the British SAS.

· Our federal government then needs to establish a
special anti-terrorist brigade in say Damaturu.
No armed group should be able to hold the
country to ransom as herdsmen, kidnappers and
bandits are currently doing.

· President Tinubu should then double soldiers
allowances and offer a special bonus to anyone
asked to serve in the north east.

· Then President Tinubu should designate Taraba
State as an ecological national park. We should
aim to make it the world's largest wildlife zone
bigger than the Serengeti and the Maasai Mara.

· Plateau, Benue, Katsina, Zamfare and other
affected areas must engage the locals through the
religious and chieftaincy leaders in their states to
engage a better ethnic and religious conflict
resolution time to time using non government al
and professional bodies in form of youth
trainings for a stable and sustainable peace .

· Whistle blowing must be encouraged through
rewards to whistle blowers on activities of bandits
and terrorists. Community engagement must be
the tool to involve the grass root.

The banditry problems in the northwest could be addressed with the introduction of a Nigerian Textile Industry Resuscitation Bill that will employ millions of youths

Cotton production is to be expanded to match Pakistan’s 2.3m tonnes through the provision of single digit loans and hybrid seedlings to farmers. Nigeria currently produces only 105,000 tonnes which is not enough to sustain a local manufacturing industry.

A Nigerian Tailors Guild will be formed as part of a regulatory regime. Only registered members will be authorised to sew clothes for members of the public. It will also offer loans to its members to expand as and when necessary.

In every state, the Nigerian Tailors Guild chapter will be encouraged to open cotton ginning plants which convert raw produce into finished material.

A Cotton Farmers Association will also be formed. In conjunction with the Nigerian Tailors Guild, it will create a cooperative that will act as a private sector investor in the textile industry. This body will be given a name like the Nigerian Textile Cooperative.

This Nigerian Textile Cooperative will be given first right to take over the current comatose textile mills in the country. They will be encouraged to seek venture partners both locally and internationally.

All major fashion designers will have their goods subjected to a 500% import tax. If they want to avoid paying this, all they have to do is invest in the local industry and begin producing in Nigeria.

Nigeria’s trade and industry minister will offer a five year tax holiday to the likes of Hermes, Louis Vuitton, Zara, Gucci, Armani, Fendi, Versace, Ralph Lauren, Hermes and Dolce & Gabbana if they open production plants in Nigeria.

These global fashion companies will be encouraged to float a local joint subsidiary that manufactures African attires. It will carry out an aggressive global marketing campaign to make items like the agbada and head tie mainstream fashion accessories worldwide like the Chinese are doing to market Adire .

A national vocational City & Guilds certificate will be awarded to all qualified tailors, farmers and textile manufacturing staff after their training.

Every local government area will be encouraged to open at least one textile dyeing pit where fabrics can be coloured.
