NSERC Holds Mediation Meeting with Nigeria Correctional Service Over Energy Theft and Bypass at Tunga, Minna

The Niger State Electricity Regulatory Commission (NSERC) held a mediation meeting with the Nigeria Correctional Service (NCoS) to address concerns surrounding electricity bypass, energy theft, and the obstruction of personnel of the Niger Electricity Distribution Limited (NEDL) at the Correctional Service Quarters in Tunga, Minna.

The meeting, which was convened as part of NSERC’s regulatory intervention, aimed to resolve issues affecting electricity supply and revenue collection within the quarters, while promoting compliance with applicable electricity regulations and fostering a better relationship between the distribution company and consumers.

The meeting also addressed concerns regarding the obstruction of NEDL personnel in the course of carrying out their official duties. Participants were encouraged to work collaboratively to ensure that authorised personnel are granted access to meters and other relevant electricity infrastructure for inspection, maintenance, metering, and other legitimate operational activities.

Speaking during the meeting, the Chairman of NSERC, Engr. Mohammed Sharu, FNSE, emphasised that NEDL cannot be expected to sell electricity at a loss, noting that the distribution company procures electricity from the national grid and incurs costs in delivering power to consumers. He stressed that every electricity consumer has an obligation to pay their electricity bills as and when due.

Engr.Sharu further condemned practices such as electricity bypass and energy theft, stressing that such activities negatively affect the sustainability of the electricity market and undermine efforts to improve reliable power supply.

The Commissioner for Licensing and Regulation, Dr. Amin Shakur, also emphasised the importance of consumers meeting their financial obligations. He stated that the Correctional Service Quarters, as electricity consumers, should be able to settle their electricity bills and ensure that their electricity consumption is properly accounted for.

Speaking on behalf of the Nigeria Correctional Service, Assistant Superintendent of Corrections (ASC) Rabiu Shuabu appreciated the Chairman, Engr. Sharu for facilitating the mediation over the electricity-related dispute at the Correctional Service Quarters.

ASC Shuabu commended the Commission for providing a platform for constructive dialogue, which resulted in an understanding between the parties to address the outstanding electricity obligations and maintain peaceful engagement going forward. He thanked NSERC for its intervention and commitment to achieving an amicable resolution.

At the end of the meeting, NSERC reaffirmed its commitment to ensuring a fair, transparent, and sustainable electricity market in Niger State, while protecting the rights and responsibilities of both electricity consumers and the distribution company.

The Chairman urged all parties to embrace dialogue, comply with regulatory requirements, and work together towards resolving outstanding issues and improving electricity service delivery at the Correctional Service Quarters .

AEDC Managing Director Pays Courtesy Visit to NSERC, Strengthens Commitment to Regulatory Collaboration

The Managing Director of Abuja Electricity Distribution Company (AEDC), Engr. Chijioke, paid a courtesy visit to the headquarters of the Niger State Electricity Regulatory Commission (NSERC) as part of efforts to strengthen institutional collaboration and foster a better understanding of the regulatory landscape in Niger State.

The visit was aimed at familiarizing the AEDC management with the operations and mandate of NSERC, while exploring areas of mutual collaboration among AEDC, Niger Electricity Distribution Limited (NEDL) and NSERC.

Areas discussed during the engagement included improving revenue generation, strengthening stakeholder engagement, enhancing customer service delivery, and promoting a smoother relationship between the electricity distribution companies, regulators, investors, and other key stakeholders in the electricity sector.

The meeting also provided an opportunity for the parties to identify practical ways of addressing challenges within the electricity market and creating a more coordinated approach to regulatory compliance, investment facilitation, and sustainable electricity service delivery across the state.

In attendance at the meeting were the Chairman of NSERC, Engr. Mohammed Sharu, FNSE, the Managing Director of NEDL, Engr. Sam Odekina,the Managing Director of AEDC, Engr. Chijioke Okwukenye and other members of the respective management teams.

The Chairman of NSERC ,Engr Mohammed Sharu FNSE, welcomed the AEDC delegation and reaffirmed NSERC commitment to maintaining an open, collaborative and stakeholder regulatory environment that supports investment, protects electricity consumers, and promotes efficiency within the electricity market.

The engagement further underscored the shared commitment of AEDC, NEDL, and NSERC to building stronger institutional relationships and developing sustainable strategies that will contribute to improved revenue performance, enhanced stakeholder confidence, and better electricity service delivery to customers in Niger State.

NSERC Participates in FCCPC Stakeholders’ Engagement on Consumer Protection and Regulatory Cooperation in Electricity Sector

The Niger State Electricity Regulatory Commission (NSERC) participated in a stakeholders’ engagement meeting organised by the Federal Competition and Consumer Protection Commission (FCCPC), bringing together State Electricity Regulatory Commissions (SERCs), the Nigerian Electricity Regulatory Commission (NERC), and other key stakeholders in the electricity sector.

The engagement, themed “Consumer Protection and Regulatory Cooperation in the Electricity Sector,” focused on strengthening coordination, collaboration, regulatory enforcement, and consumer protection within Nigeria’s evolving electricity market.

A major outcome of the meeting was the call for the establishment of a structured regulatory cooperation framework among the FCCPC, NERC and SERCs to ensure greater coordination in the regulation of the electricity sector and protection of consumers.

Participants also emphasised the need for stronger collaboration in regulatory enforcement, including joint investigations into complaints and issues affecting electricity consumers and market operations. The meeting further highlighted the importance of continuous consumer education and awareness to ensure that consumers understand their rights, responsibilities, and available channels for seeking redress.

The stakeholders also resolved on the need to develop a standard template and Memorandum of Understanding (MOU) to guide third-party investments in the networks and infrastructure of electricity distribution operators.

Discussions further focused on the importance of data-driven tariff setting, with regulators encouraged to rely on accurate customer data, reliable intelligence, and electricity operators’ customer databases in developing appropriate tariff structures.

The State Electricity Regulatory Commissions also called for their inclusion in Federal Government metering intervention programmes to enhance coordination and ensure effective implementation at the sub-national level.

Other key areas discussed included the establishment of clear, transparent, and predictable licensing processes for electricity sector operators, as well as strengthened collaboration between the FCCPC and electricity regulators in addressing consumer protection challenges and resolving complaints and disputes.

The engagement reaffirmed the commitment of stakeholders to greater regulatory cooperation and a coordinated approach towards building a more transparent, efficient, responsive, and consumer-focused electricity market in Nigeria.

NSERC’s participation shows the Commission’s commitment to effective regulatory coordination, consumer protection and the development of a sustainable electricity market that delivers improved services to consumers across Niger State.
