2-day stakeholders’ workshop on sensitization and awareness of Low Volume Road Manuals and improved rural mobility held on Tuesday and Wednesday, 25th and 26th August, 2020 at Ulli Beier Hall, Centre for Black Culture and International Understanding, Osogbo.

The Governor, State of Osun, Adegboyega Oyetola has expressed his unalloyed support at a two-Day workshop on sensitization and awareness for the Stakeholders organised by Osun Rural Access and Mobility Project (Osun RAMP) held on Tuesday and Wednesday, 25th and 26th August, 2020 to promote and disseminate Low Volume Road Manuals and improved rural mobility held at Ulli Beier Hall, Centre for Black Culture and International Understanding, Osogbo.
Governor Oyetola who was represented by the Commissioner for Local Government and Chieftaincy Affairs, Prince Adebayo Adeleke, disclosed that RAMP has improved the transportation and marketing of farm produce thereby reduced the trauma being experienced by the rural dwellers especially the participant groups otherwise known as direct and indirect beneficiaries; the project has indeed reduced rural-urban migration because farmers are now staying where their jobs were thus increased productivity. He went further to state that the cost of transportation and vehicular maintenance has equally reduced compared with what was available in the past when the roads were in deplorable conditions.
The Project Coordinator, Prince Adesola Adewumi presented the welcome address and explained that RAMP is established to ensure that rural dwellers have easy access to their communities especially their farmlands as well as accessing the nearby markets for the purpose of reaping the fruit of their labour. He emphasised further that the workshop will help the farmers to understand the essence of Low Volume Road Manual as a tool for the planning, management and maintenance of the access created. It will equally help the stakeholders to know that the manuals were available for their use. The improved rural mobility is another major aspect of the project that will ensure the optimal use of the created access in relations to relevance, efficient, effective and available Intermediate Means of Transport that could stand the test of time in the rural areas. He therefore enjoined the participants to make use of the opportunity of the workshop to brainstorm and bring out the best options on how to achieve the main objectives of the workshop.
The National Coordinator, Second Rural Access and Mobility Project, Engr. Ubandoma Ularamu representing the Federal Government while presenting his keynote address commended Governor Adegboyega Oyetola led administration for being proactive and alive to the requisite conditions provided by the Project. He stated that Osun is second State to conduct this important workshop among the RAMP participating states to disseminate the rural road manuals which would served as a tool and a guide for Engineers and other stakeholders in planning, designing, implementing usage and maintaining the rural roads in Nigeria in general and particularly in the State of Osun.
In his speech he maintained that “the need to promote rural mobility cannot be over-emphasized due to the fact that the created access has snowballed into an unprecedented growth in agricultural activities which has hitherto led to increased economic and social activities.
“Under populated areas have suddenly become populated with more homestead on the increase. Good agricultural lands previously lying unutilized have become viable and are being cultivated and made productive.
“Social service points such as clinics, Schools and so on are now accessible and new ones have been erected. Several developmental projects are springing up in all the areas where the project exists thus bring life. Farmers move their produce to markets and processing Centers and by this, post-harvest losses have reduced to the barest minimum while employment opportunities are on the increase.
Engr. Ubandoma however encouraged the State Government to key into the new RAAMP having constructed about five hundred and twenty-two kilometres (522km) of rural roads with twenty- six river crossings across the nooks and crannies of the State which in addition has agro-logistics as another component in its mandate.
Buttressing the speech of the National Coordinator, the Consultant, Prof. M.K. Yahaya stated that Osun RAMP has been up and doing in the last five years to bring succour to the teeming population in rural areas across the State with Low Volume Road (LVR) to alleviate the transportation burden of the society.
He explained further, ” Osun RAMP activities across the State can be described as a proverbial “golden fish that has no hidden place”. This directly addresses the second leg of these activities, which is to sensitize and mobilize stakeholders in order to improve transport condition and bring sustained access to the rural populace through rehabilitating and maintaining key rural transport infrastructure in a sustainable manner in Osun”. He said.
Prof. Yahaya therefore said, to further deepen the activities Osun RAMP, the project is already prospecting for possible further assistance that will be all encompassing like establishment of agricultural hubs, buffer stocks, farmers market as well as enhancement of several livelihood enterprises across the Senatorial Districts of the State.
Papers were presented at the workshop on achievements of Osun RAMP, Low Volume Road Manuals, Improved Rural Mobility and others. Participants were divided into syndicates with three major issues given to them for brainstorming, comments and suggestions for the purpose of arriving at a conclusion. Recommendations were made for the further implementation and management.

OYETOLA HONOURS OSUN RAMP WITH AWARD OF EXCELLENCE IN RURAL INFRASTRUCTURE DEVELOPMENT

The Executive Governor of the State of Osun, His Excellency, Alhaji Isiaka Adegboyega Oyetola honours Prince Adesola Adewumi, the Project Coordinator, with Award of Excellence in Rural Infrastructure Development at the final event of one year anniversary of his administration held on Wednesday, 27th November, 2019 at Aurora Event Centre Osogbo, Osun State.

The Award came on the recognition of the activities of the Project at bringing relief to the life of rural dwellers in terms of infrastructural development which create easy accessibility to the rural poors thereby increase their livelihood. Not only this, the Project equally creates job for the people living on the corridor of the roads through Community-based Road Maintenance activities. The achievement made by the Project exceeded the target in terms of mandate given to it.

The Project Coordinator, Prince Adesola Adewumi, while responding to the honour accorded him appreciated the Chief Executive of the State of Osun, His Excellency, Alhaji Adegboyega Oyetola. In his words, he said “I am greatly happy for the award given to me by Mr Governor in recognition of our activities in developing the rural areas.
Infact, this would not have been possible if not by the support and cooperation that the Project is enjoying from the State Government.”

WORLD BANK RATES OSUN RAMP-2 THE BEST IN COUNTERPART FUNDING PERFORMANCE RATING

Osun RAMP-2 on Thursday, 3rd October, 2019 is rated the best among the participating States in the prompt payment and release of over 2.5billion Naira Counterpart funding expected in fulfillment of her implementation condition by the World Bank RAMP-2, Task Team Leader Engineer Olatunji Ahmed.

The Task Team Leader’s commendation came through an e-letter written to the Project Coordinator, Prince Adesola Adewumi to the Government of the State ably led by His Excellency, Alhaji Adegboyega Oyetola, on the fulfillment of the obligatory conditions, among which is prompt payment and release of counterpart funding. In his words which states as follows: “Osun State, State Government had met her obligations on counterpart funding payment which is one of the key criteria to possible migrate to the next project.” He thanked the Government of the State of Osun for being alive to her responsibility in this regard.

The Project Coordinator, Prince Adesola Adewumi, while appreciating the administration of His Excellency, Alhaji Adegboyega Oyetola for being the pillar behind the success and accolade received by the Project from the World Bank, he promised that the Project, under his watch, would work assiduously to achieve the best feat in order to get to the next level. He said, “ I am gratefully thanking His Excellency, Alhaji Adegboyega Oyetola for his unparallel and unflinching support the Project is receiving from the administration and promised that the Project would continue to strive hard and work assiduously to take the project to the next level.”

RAMP-2 is expected to pay an agreed total counterpart fund of 2.06 billion Naira at Appraisal period, the total counterpart fund needed after the appraisal is 2.50 billion Naira when the Project became effective to date the Government of the State of Osun has paid 2.52billion Naira. This commitment is second to none and therefore the administration of Alhaji Adegboyega Oyetola is sincerely appreciated to meeting the necessary condition.

THE WORLD BANK DECLARED THE STATE OF OSUN AS BEST NIGERIA PORTFOLIO PERFORMANCE AWARD:

The World Bank Country Director for Nigeria, African Region, Rachid Banmessaoud, declared the State of Osun as the best performing State in Nigeria and also emerged the best among the participating States in Nigeria in the World Bank Rural Access and Mobility Project II (RAMP-2) at a ceremony held on 25th September, 2019 at the World Bank Country Office. He commended the high sense of diligence and commitment displayed by the State Government which according to him, earned it the award.

In his words in the letter written to the State Government, “This is to appreciate your support and state’s participation in the just concluded Nigeria Portfolio Performance Awards ceremony hosted by the World Bank Country Office in Abuja, and to congratulate you on your state’s commendable performance which led to the winning of the best performing state under the Rural Access and Mobility Project 2 (RAMP-2).”

Osun has also been recognized by the World Bank Task Team Leaders as a strong performer in project implementation.

AREGBESOLA COMPENSATES PROJECT AFFECTED PERSONS ON 308KM RURAL ROADS

Osun State Governor, Ogbeni Rauf Adesoji Aregbesola on Monday, 17th September, 2018 flagged-off the payment of about N40m compensation to the Project Affected Persons (PAPs) on the corridor of 308km rural roads being rehabilitated/constructed by Osun Rural Access and Mobility Project at Aurora Conference Centre, Osogbo.
Mr Governor, reiterated his commitment to make life easy for the people at the grassroot through provision of the rural roads which would enable them to perform their economic and social activities without hinderance.
According to Mr Governor, “Today the payment of compensation is also being flagged-off to pay those whose farmland or belongings would be affected by the 2nd phase of the rehabilitation/construction of the 308km of roads being implemented. As a responsible government and in keeping up with global best practices and guidelines of our development partners, this process is necessary so as to mitigate any negative impact of the project on the project beneficiaries, hence the need to resettle the Project Affect Persons (PAPs) by paying compensation to them and constructing new buildings in place of those to be demolished’”
He also emphasised that the same activity was carried out on 20th June, 2016 when the Project Affected Persons (PAPs) in the first phase of the project were compensated.
Earlier, Engineer Nurudeen Adeagbo, the Permanent Secretary, Ministry of Works and Transportation and Chairman, State Project Monitoring Committee (SPMC) welcome Mr Governor, Ogbeni Rauf Adesoji Aregbesola, and all the Government Functionaries as well as the invited guests including the Traditional Rulers, Opinion Leaders and Clergy men and the beneficiaries present at the programme. He maintained that without the support of the Government of the State of Osun the programme could not had been possible.
Also, Honourable Jonn Babatunde Ibirogba, Special Adviser on Water Resources, Rural Development and Community Affairs gave the goodwill message. He eulogised the support given to the project by the present administration; he also appreciated the contribution being made by the Donor Partners to the Development of the State and expressed his goodwill message to the beneficiaries for their endurance.
Engineer Adelere Adeyemi Oriolowo, the Project Coordinator, Osun RAMP, gave the vote of thanks Mr Governor and the State Executive Council and all invited guests that witnessed the occasion. He promised that Osun RAMP would continue to keep up with the mandate given to it and would not rest on its oars in ensuring that the projects are completed as quickly as possible in line with the laid down rules and regulations.

FLAG-OFF OF THE CONSTRUCTION/REHABILITATION OF 308KM 2ND TRANCHE RURAL ROADS AND COMMISSIONING OF 26 NOS. RIVER CROSSINGS CONSTRUCTED ACROSS THE STATE BY OSUN RURAL ACCESS AND MOBILITY PROJECT ON MONDAY, 13TH AUGUST, 2018 ILA-ORANGUN AND OYI ADUNNI.

Ogbeni Rauf Adesoji Aregbesola, the Governor of the State of Osun, performed the flag-off ceremony of the construction/rehabilitation of the 308km 2nd Tranche rural roads and also commissioned the completed 26Nos of River Crossings including four bridges constructed by Osun Rural Access and Mobility Project on Monday, 14th August, 2018 at Ila-Orangun and Oyi-Adunni respectively.
Mr Governor, emphasised that his administration fulfilled his promise made in 2014 when the first phase of the project was flagged-off at Ira in Oriade Local Government that those areas that had not enjoyed the facility would have their own share in the second phase. He also maintained that the Project provided indirect jobs for some people at the grassroot through Community-based Road maintenance which the State is being piloted and implored the people to continue enjoy the dividend of democracy that the RAMP. He emphasised that the 2nd phase of the project also cut across the nooks and crannies of the state and that beneficiaries should be willing to be catalyst of change by taking the ownership of the project.
Corroborating Mr Governor’s speech the National Coordinator, Engineer Ubandoma Ularamu expressed the Federal Government’s and the Donor Partners’ appreciation to the Government of the State of Osun for the unflinching support given to the project in all ramifications to operate.
The Project Coordinator, Engineer Adelere Adeyemi Oriolowo, welcome all the dignitaries to the programmed and promised that Osun RAMP will continue to carry the flag high all the time.
In his Goodwill message, Honourable Babatunde Ibirogba, the Special Adviser to Mr Governor on Water Resources, Rural Development and Community Affairs appreciated the Government of the State Osun led by Ogbeni Rauf Adesoji Aregbesola for his support in all the activities of the Project which in no small has contributed to good living standard and livelihood in the rural areas. He also enjoined the beneficiaries to take good care of the government in their areas.

The Project Coordinator, Engineer Adelere Adeyemi Oriolowo, in continuation of flagging off the commencement of the rehabilitation/construction of 307km rural roads phase 2 of the project at Ifon in Egbedore Local Government Area on Friday, 28th June, 2018.

Engr. Oriolowo, the Project Coordinator who was represented by members of the State Project Implementation Unit (SPIU) at the handing-over of site to the Contractor, Bon Qualite Limited, with Engr. Sahee Al Hage, Team Leader, was witnessed by the Supervision Consultant, Advance Engineering Consultant (AEC) led by Engineer Adekunle Ganiy, the Community Leaders on the corridor of the roads and the Chairman, Egbedore Local Government Hon Adekunle Benson in attendance.

The Stakeholders, especially, the Community Traditional Rulers, some of their subjects and the Local Government functionaries were admonished to cooperate with the contractors on the issues of Borrow pit, information sharing that could help the successful implementation of the project, maintenance of law and order; provision of necessary security to both the personnel and the equipment of the Supervision Consultant and the Contractor. While imploring them to ensure that the monitoring of the project should be paramount in their minds, they were also educated to warn their female children to avoid unnecessary relationship that could lead to catching of dangerous and deadly disease.

Responding, the Chairman, Egbedore Local Government Area, Honourable Adekunle Benson, expressed their joy to the Government of the State of Osun for including them in the scheme of the project and promised the support of the LGA. Lending his support to the promise made by the Chairman, the His Royal Highness, Oloja of Aajo, gave kudos to the Government of the State of Osun and Osun RAMP for the opportunity given them and tasked all community members on the corridor of the roads to support the Consultant and the Contractor on the implementation of the roads so as to get the best result.

Adelere Adeyemi Oriolowo, the Project Coordinator, on behalf of the Government of the State of Osun, flagged off the commencement of the rehabilitation/construction of 307km rural roads phase 2 of the project at Apomu in Isokan Local Government Area on Friday, 28th June, 2018 in the presence of major stakeholders.

The Project Coordinator represented by members of the State Project Implementation Unit (SPIU) at the handing-over of site to the Contractor, Tage Engineering Resources Limited, with Engr. Hassan Awada, Team Leader, was witnessed by the Supervision Consultant, Advance Engineering Consultant led by Engineer Adekunle Ganiy, the Community Leaders on the corridor of the roads and the Chairman, Isokan Local Government Hon Akeem Oladeni Badiru in attendance.

The Stakeholders, especially, the Community members and the Local Government functionaries were tasked to cooperate with the contractors in the areas of Borrow pit, information sharing among themselves, maintenance of law and order; provision of necessary security to both the personnel and the equipment of the Supervision Consultant and the Contractor alike. Adelere Adeyemi Oriolowo, the Project Coordinator, on behalf of the Government of the State of Osun, flagged off the commencement of the rehabilitation/construction of 307km rural roads phase 2 of the project at Idi-Araba village in Iwo West Local Development Council Authority (LCDA) on Friday, 22nd June, 2018 in the presence of major stakeholders.
The Project Coordinator ably represented by members of the State Project Implementation Unit (SPIU) at the handing-over of site to the Contractor, Waterstone Project Limited, with Engineer Bello Abdul-Raufu, Team Leader, was witnessed by the Supervision Consultant, Advance Engineering Consultant led by Engineer Adekunle Ganiy, the Traditional Rulers on the corridor of the roads as well as the Chairman, Iwo West LCDA, Honourable Adedibu Ezekiel Adeyemo and the major functionaries.
The Development Communication Specialist of the Project, Prince Oladoja Adedokun, while speaking to the gathering, charged the stakeholders especially the Community members and the LCDA members to cooperate with the contractors in the areas of Borrow pit, dissemination of information, maintenance of law and order; provision of necessary security to both the personnel and the equipment of the Supervision Consultant and the Contractor. Osun State Broadcasting Corporation (OSBC) honours Engineer Adelere Adeyemi Oriolowo with Achiever Awards
Osun State witnessed another landmark in the history of the state with the award of outstanding grassroots developer in the year 2017 to The Project Coordinator, Osun Rural Access and Mobility Project, Engineer Adelere Adeyemi Oriolowo, FNSE, by the Osun State Broadcasting Corporation (OSBC) at Adebimbe Event Centre, Omo West, Osogbo on 21st December, 2017.
Apart from being an awardee, he was also the Chairman of the occasion which was attended by people from all walks of life among others were the captains of industries, contractors, businessmen and women, the market women, Head of Agencies and Parastatals, etc.
While addressing the gathering, the Chairman of the occasion, Engineer Adelere Oriolowo, FNSE, lauded the administration of Ogbeni Rauf Adesoji Aregbesola for the opportunity given him to serve as the Project Coordinator of Osun Rural Access and Mobility Project, the activities of whose is centred on the development of grassroot through provision of rural roads. He emphasized that without the opportunity to serve in that capacity, he would not have had the privilege of the being selected as one of the awardee, or the Chairman of the occasion. He gave kudos to the organiser of the programme for the honour accorded him and others; and promised that he would continue to use his professional experience and technical knowledge to improve the grassroots because of its importance to the general populace.
Earlier in his Opening Remarks, the Director General, Osun State Broadcasting Corporation, Mr Wale Idowu, appreciated the people for honouring their invitation and explained that the programme has been in existence for some time now; the Director of the Administration, Alhaji Rasheed Folaranmi, in his own address spoke on the purpose of the programme which was centred at appreciating those sons of daughters who have proved their mettle in their various fields of endeavours.
The conferment of Awards was preceded with the Citation of each Awardee. Other awardees were Dr S.A. Adegoke, The Rector, Osun State College of Technology, Esa-Oke as the Most outstanding Technology and innovative institution in the South West, Dr Jacob Agboola, Rector, Osun State Polytechnic, Iree as Most Outstanding Rector of the year, Dr Adeniyi A. Nothing succeeds like success: Nigerian Society of Engineers conferred Engineer Adelere Adeyemi Oriolowo with the highest professional honour in Engineering – Fellow.
Engineer Adelere Adeyemi Oriolowo was conferred with the Fellow by the Nigerian Society of Engineers at its 6th fellowship Conferment ceremony held at Banquet Hall, NAF Conference Centre and Suites, Kado District, Abuja on Friday, 15th December, 2017.
While welcoming the guests and the conferee, the Chairman, Board of Fellows, Engr (Sir) Chris Okoye, FNSE, FASCE, FNIHTE expressed his gratitude to God for the opportunity given them to host the programme in year 2017. This was followed by the Special presentation on Nigerian Content Oil and Gas Act: Extending the Act to cover other sectors of the Economy by Engr Onochie Anyaoku, FNSE, FNSChE.
Immediately after the presentation, the President, Engr Otis Anyaeji, FNSE, FAEng made his address where he appreciated the roles of engineering the development of a Nation.
The conferment ceremony was preceded with citation of Engineer Adelere Adeyemi Oriolowo and followed with the award of honour. This programme was attended by different people from all walks of life.

OSUN RAMP - AREGBESOLA FLAGS OFF 1.4KM OLUMIRIN WATER FALLS ACCESS ROAD TO IMPROVE ACCESSIBILITY AND ECONOMY

Governor of the State of Osun, Ogbeni Rauf Adesoji Aregbesola has stressed his commitment towards making life more meaningful to people in a bid to making tourism a money spinning and eco-tourism accessible to tourists all over the world and to boost the economy of the host community in particular and the State in general.

Ogbeni Aregbesola, represented by Special Adviser on Culture and Tourism, Mrs Taiwo Oluga, made this remarks at Erin-Ijesa during the flag off ceremony for the construction of 1.4km access road to Olumirin Water Falls being sponsored by the Government of the State of Osun with its implementation to be carried out by Osun Rural Access and Mobility Project (Osun RAMP).

The Governor explained that provision of access road is a major impetus for consideration before a tourism site is recognised and when the road is completed, a lot of unimaginable transformation will definitely come to Erin-Ijesa and its environment in terms of socio-economic and cultural-tourism activities.

Ogbeni Aregbesola said that his administration has eased the task of tourists at Olumirin Water Falls by constructing the pedestrian bridge to facilitate easy movement of visitors, researchers and holiday makers as well as tourists who might be willing to visit the water falls.

The Governor maintained that this is happening at a time when MKO Abiola International Airport Ido-Osun is being put into effectiveness thereby making arrival of tourists to Olumirin Water Falls from around the world an easy task.

He expressed his appreciation to the Management of International Breweries Plc, Ilesa for the construction of Garden Parks at the site as part of her Corporate Social Responsibility; he also appealed to the people to pay their taxes and other levies so as to assist government in providing more infrastructural facilities to the state.

Also speaking, Chairman Osun State House of Assembly House Committee on Home Affairs, Tourism and Culture, Hon Olasunkanmi Akinola, Chairman House Committee on Finance and Appropriation, Hon Kamil Oyedele and Hon Israel Aloba appreciated government gesture and appeal for continue support to Aregbesola's administration.

Earlier in his welcome address, Chairman Osun Tourism Board and Authority, Engr Abimbola Daniyan thanked Mr Governor for his commitment to tourism development in the State.

In his brief on the project, the Project Coordinator, Osun Rural Access and Mobility Project, Engr. Adelere Oriolowo said that the intervention of RAMP in the areas of construction/rehabilitation of rural roads, river crossings as well as Community-based Road Maintenance is making life more meaningful to rural dwellers and has also affected the life of the citizenry positively in the area of evacuation of the farm produce to the nearest market, reduction in travelling time, reduction in the cost of transportation, number of vehicles plying the roads, etc. This is made possible through the commitment of Mr Governor, Ogbeni Rauf Aregbesola. He then assured the people at the ceremony that the road will be completed by January, 2018; he assured all the stakeholders that the culverts will be done to standard with good specifications and asphaltic lane. He therefore enjoined all stakeholders to join hands with Osun Rural Access and Mobility Project in ensuring timely completion of the work.

In his address, the Royal host, Oba (Dr) Engr Isaac Adeyeba Ayeni, Okin Oloro 2nd of Erin -Ijesa who was elated and thanked Mr Governor, Ogbeni Rauf Aregbesola for his support and commitment to making Olumirin Water Falls a desire place for every tourist . He did not forget to appeal to the government to provide security post and health centre at the site for the safety of visiting tourists.

Highlights of the event were cultural entertainment by Osun Cultural Troupe and visit to the project site by the Stakeholders.
