HOW DR. AMINU YUSUF DIGITIZED NIGERIA'S CIVIL REGISTRATION AND VITAL STATISTICS SYSTEM

In the vast, often uncelebrated corridors of Nigeria's National Population Commission (NPC), a quiet revolution has been unfolding since December 2025. The man at the helm? Dr. Aminu Yusuf, known across the country by his traditional title, Talban Wushishi, but increasingly recognized by a newer, more telling nickname: the "Capacity Chairman." It is a name earned, not given.
When Dr. Yusuf assumed leadership of the NPC, he inherited a system that had long resisted full transformation. For decades, Nigeria’s Civil Registration and Vital Statistics (CRVS) system operated largely through manual processes - paper forms, physical files, slow verifications, long queues, and limited accessibility. The CRVS system, the backbone of any nation's identity infrastructure had been stuck in a frustrating limbo: part-digital, part-manual, and wholly inadequate for a country of over 238 million people.
Efforts had been made by successive administrations to modernise the system. The immediate past Chairman, Hon. Nasir Isa Kwarra, had even secured a presidential launch of the VitalReg platform and the inauguration of a National Coordination Committee on CRVS in November 2023. Yet despite those commendable efforts, full transition remained incomplete. The manual registers remained open. Manual and digital processes continued to operate side by side. The system was partially modernised, but not fully transformed. That was the challenge Dr. Aminu Yusuf inherited.
Immediately upon assumption of office, Dr. Yusuf unveiled his 7-Point Strategic Agenda. The Civil Registration and Vital Statistics system full digitization stood prominently as Agenda 3.
Dr. Yusuf studied the terrain. He examined the internal inertia, the external skepticism, the technical debt, and the legislative hurdles that had tripped up every previous attempt. So he did what great leaders do: he went to the source.
First, he convened a joint retreat with the NPC's technical partner, Barnksforte Technologies Limited, drilling deep into the architecture of the challenge. Then, he convened the second meeting of the National Coordination Committee on CRVS, drawing in stakeholders from across government, civil society, and the private sector to hear their concerns, incorporate their insights, and build a coalition for change.
Dr. Yusuf, also understood that technology without legal backing is a house built on sand. He moved swiftly to fast-track the review and harmonization of the Births and Deaths Registration Act and the NPC Act before both Chambers of the National Assembly, to ensure that the new electronic CRVS framework would rest on solid legislative footing.
And then, with the patience of a strategist and the resolve of a reformer, he did the hardest part: he convinced people. Federal Commissioners, Management staff, Registrars, Policymakers, Development partners, LGA Chairmen, and Traditional leaders. He made them see not just the what of digital CRVS, but the why, and the why now. It was methodical. It was consultative. It was strategic.
On 1st July 2026, the mission became reality. The NPC officially commenced the mandatory nationwide rollout of the VitalReg Application as the sole platform for Civil Registration and Vital Statistics in Nigeria.
At the press briefing announcing the launch, Dr. Yusuf laid out what this means for ordinary Nigerians:

🎯 Interoperability with other government systems - one identity, many services.
The VitalReg platform is not just a database. It is a digital public infrastructure, designed to plug into Nigeria's broader digital transformation agenda and to strengthen the national identity management system. Operated under a Public-Private Partnership with Barnksforte Technologies Ltd, it combines public mandate with private-sector agility and innovation.
The platform is live. The services are real. And they are designed for every Nigerian:

This is not just digitization. It is democratization of access.
Nigeria records over 5 million births every year. Yet birth registration coverage stands at just 57%. That means millions of Nigerian children grow up without legal identity and unable to access education, healthcare, or citizenship rights.
Death registration is even more dire: below 20% coverage. Unregistered deaths distort everything from pension planning to public health policy. They erase lives from the national record, leaving families without closure and the state without data.
Dr. Yusuf's digital CRVS system is designed to change this. By making registration accessible, convenient, and digital, the NPC is not just counting people. It is counting them in. Every birth registered is a child who can claim their rights. Every death recorded is a life acknowledged, a family protected, a policy informed.
In the end, this is not a story about software. It is a story about leadership, about a chairman who saw a problem that had defeated his predecessors, mapped its contours, built a coalition, changed the law, and delivered.
Dr. Aminu Yusuf has not merely digitized a system. He has rewritten the history of civil registration and vital statistics in Nigeria. He has taken a process that was slow, opaque, and exclusionary, and made it fast, transparent, and universal. The story of Nigeria’s CRVS reform will now be told in two phases: before July 1, 2026, and after July 1, 2026.
