NOA ABIA STATE PARTICIPATES IN TRAINING FOR MEMBERS OF ABIA STATE HOUSE OF ASSEMBLY, CIVIL SOCIETY, THE MEDIA AND OTHER STAKEHOLDERS.

1) INTRODUCTION:
The NOA Abia State Director, Mr. Chidi Unobagha participated in a training programme for members of Abia State House of Assembly.

2) VENUE:
Bishop Anthony Nwaedo Pastoral Centre, Umuahia.

4) THEME:
Training Of Legislators On Mainstreaming Human Rights Into Legislative Process and Legislation.

The National Human Rights Commission organized the programme to enable Abia State House of Assembly members mainstream Human Rights into legislative process and outcome.

The programme slated to commence at 9.00 am, eventually started at 11:20am with a welcome address of the Executive Secretary of The Commission, delivered by the Abia State Coordinator of the NHRC, Barr Uche Nwokocha.

The Training commenced shortly after by the facilitator/resource person: Barrister Okwa Morphy.

5) THE TRAINING:
The training covered the following areas;

i) International, Regional and National Frameworks Supporting Human Rights Impact Assessment.

ii) Mainstreaming Human Rights Into Legislative Process.

iii) Human Rights Impact Assessment.

iv) The Role Of Legislators In Advancing Human Rights Through Legislation, Oversight, Representation and Budget Approval.

v) Legislative Process In Nigeria: Systemic Barriers To Mainstreaming Human Rights & HRIA.

6) The Remarks of The NOA Abia State Director:
In his remarks, the State Director, represented by Deputy Director, Mr Endee Anozie, thanked the organizers for such an important programme meant to enhance citizen confidence in governance processes but observed that the target audience, the legislators themselves, were absent.
He noted that the training programme was too important for the legislators to send three non legislative representatives who came towards the end of the programme.
He advised the organizers to perhaps take the training to them at their legislative chambers at a later date, to underscore the importance of the programme.

7) PARTICIPANTS included NOA, Some Civil Society Organizations, The Media, Private Citizens and Staff of NHRC.

8) Conclusion:
The training came to an end after a late lunch by 5:20 pm, with some networking.

*NOA ABIA STATE CALLS FOR ACCOUNTABILITY AND JUSTICE FOR VICTIMS OF HUMAN RIGHTS ABUSES*

The Abia State Directorate of the National Orientation Agency (NOA) has called for greater accountability, justice, and institutional action to protect victims of human rights abuses perpetrated by both state and non-state actors.
The State Director of NOA, Abia State, Mr. Chidi Unobagha, made the call during a programme organised by Amnesty International on the theme, “A Decade of Impunity: Attacks and Unlawful Killings in South-East Nigeria.” The programme was held on Thursday, 20 August 2026, at Unique Life Continental Hotel and Suites.
In her opening remarks, the Lead of Amnesty International, Mrs. Benedicta Ofili, emphasised the urgent need to strengthen relevant institutions to effectively investigate human rights violations and ensure that perpetrators, particularly state actors, are held accountable. She also called on citizens to actively lend their voices to the protection and promotion of human rights.
In his presentation, Mr. Morris explained that the report examined cases of human rights violations recorded between 2021 and 2024 and involving both state and non-state actors. State actors identified in the report included the Police, Department of State Services (DSS), and the Military, while non-state actors included alleged unknown gunmen, the Eastern Security Network (ESN)/IPOB, Ebube Agu, among others.
He noted that the research adopted various methods of data collection, including interviews with victims and affected persons, written statements, and contributions from legal representatives and other relevant stakeholders.
In a goodwill message, the Attorney-General of Abia State and Commissioner for Justice, represented by Barr. Chinonyerem Patience Onyemenonu, reaffirmed the commitment of the Abia State Government and the judiciary, under the leadership of His Excellency, Dr. Alex Chioma Otti, to addressing human rights violations and promoting justice and the rule of law.
She urged individuals with legitimate complaints or claims of human rights violations to approach the Ministry of Justice for appropriate support and guidance.
Speaking at the event, the State Director of NOA, Mr. Chidi Unobagha, stressed that society must move beyond merely condemning human rights violations and begin to ask fundamental questions about the persistence of impunity. He identified some of the critical questions that require urgent attention:
Why does impunity persist despite repeated allegations of human rights violations?
Why do citizens continue to face difficulties in accessing justice?
What institutional weaknesses enable the abuse of human rights?
What concrete measures must be taken to bring about sustainable change?
Mr. Unobagha noted that the protection of human rights is a collective responsibility that requires the active participation of all sectors of society. He emphasised that civil society organisations, the media, traditional and religious institutions, community leaders, and young people all have important roles to play in promoting peaceful engagement, accountability, responsible citizenship, and respect for the rule of law.
The event also featured goodwill messages from the Honourable Commissioner for Youth and Sports, represented by Hon. Chima Raymond Ukwa; the Zonal Coordinator, South-East Disability Community, represented by Mr. Eze Urasi; and Mrs. Oji Nwakego of the Ministry of Tertiary Institutions.
One of the most poignant aspects of the programme was the testimony of families of victims who had been killed or reported missing. The affected families shared deeply distressing accounts of their experiences and made passionate appeals to the government, justice institutions, civil society organisations, and other stakeholders to investigate the circumstances surrounding the deaths and disappearances of their loved ones and ensure that justice is served.
The programme provided an important platform for dialogue on the need to end impunity, strengthen institutions, protect citizens' fundamental rights, and ensure accountability for human rights violations in South-East Nigeria.
The discussions further underscored the need for sustained collaboration among government institutions, security agencies, civil society organisations, the media, communities, and citizens to build a society where human rights are respected, justice is accessible, and no individual or institution is above the law.

SUMMARY OF ACTIVITY CARRIED OUT
The State Director, National Orientation Agency, Abia State Directorate, Mr Chidi Unobagha, participated in The First Abia North Step- Down Training (Train the Trainers) organised by EWER Conflict Monitors Initiative.
Representing the State Director at the event was Mr Ude Kalu Imeri, COMO Ohafia LGA, Abia State Directorate.
In his address, The State Focal person of EWER Conflict Monitors Initiative, Rev. Theophilus Ndukwe Torty emphasize the need for people to know that every conflict has warning signs, every community has voices that can identify those signs, and early warning deserve a timely and responsible response. That the mission is to see the warning, understand the risk, mobilize the right response and help prevent conflict from becoming violence.
In response to the speech presented by Ohafia LGA Focal person, Mr Ifeanyi Chibuzo Kalu, Mr Ude Kalu Imeri, used the opportunity to sensitized the audience on National Identity Project under National Value Charter "7 for 7" which is a two way social contract between government and the Citizens. He also enlightened them to say something if they see something in any where they are. He assured that NOA will take the message communities during sensitization and enlightenment programmes.

The participants are happy with the training initiative but are afraid of taking bull by the horn in exposing the causes of conflict in some communities.

REPORT ON “WORK ETHICS 1.0”

Theme: Promoting Professionalism, Integrity and Productivity in Public Service

1.0 Introduction

The Abia State Orientation Agency (ABSOA) organized a capacity-building programme titled “Work Ethics 1.0”, with the theme “Promoting Professionalism, Integrity and Productivity in Public Service.” The programme was designed to strengthen the capacity of Public Relations Officers (PROs) and Information Officers (IOs) in the Abia State Public Service, while reinforcing the principles of professionalism, integrity, accountability, productivity and effective communication.

The programme provided an important platform for participants to reflect on their responsibilities as public servants and communicators, acquire contemporary knowledge and skills, and examine practical ways of improving information dissemination and public engagement. Particular attention was given to the effective use of new media, artificial intelligence (AI), timely reporting, combating misinformation and hate speech, continuous professional development, and the need for stronger collaboration among Ministries, Departments and Agencies (MDAs).

The event brought together relevant stakeholders and senior government officials who shared their experiences, expectations and professional insights with participants.

2.0 Address by the Director-General, Abia State Orientation Agency

The Director-General of the Abia State Orientation Agency, Lady Ure Abazie, emphasized the importance of cultivating strong and positive work ethics among civil servants, particularly Public Relations Officers and Information Officers whose responsibilities place them at the forefront of government communication and public engagement.

She noted that the quality of information disseminated by government institutions has a significant impact on public perception, trust and confidence in government. She therefore encouraged PROs and IOs to demonstrate professionalism, integrity, diligence, responsibility and commitment in the discharge of their duties.

The Director-General commended the performance of the Governor of Abia State, Dr. Alex Chioma Otti, and urged the participants to emulate the administration’s commitment to service delivery by improving their own professional performance. She stressed that government communicators must be proactive, accurate, timely and responsive in communicating government policies, programmes and achievements to the public.

She further encouraged participants to regard their roles not merely as routine assignments but as strategic responsibilities that contribute to the overall success of government.

3.0 Remarks by the Honourable Commissioner for Information

The Honourable Commissioner for Information, Abia State, Prince Okey Kanu, challenged Public Relations Officers and Information Officers to distinguish themselves through timely, accurate and effective information dissemination.

He emphasized the importance of ensuring that members of the public receive relevant government information promptly and in a manner that is clear, accessible and understandable. He urged participants to take personal development seriously, noting that continuous learning and professional improvement are essential for anyone who intends to excel in the field of public communication.

The Commissioner encouraged the participants to keep pace with emerging communication trends and technologies and to develop the capacity to effectively communicate the policies and programmes of government in a rapidly changing information environment.

4.0 Remarks by the Head of Service

The Head of Service, who was represented by Mrs. May, reiterated the importance of productivity and efficiency in the public service.

She stressed that civil servants must continuously evaluate their performance and identify areas requiring improvement. According to her, productivity should not be measured solely by the volume of work completed but also by the quality, timeliness, relevance and impact of the services rendered.

She therefore encouraged participants to cultivate a culture of continuous self-assessment, responsibility and commitment to duty, noting that improved individual performance would ultimately contribute to a more effective and result-oriented public service.

5.0 Presentation by the Senior Special Assistant to the Governor on New Media

The Senior Special Assistant to the Governor on New Media, Comrade SOB Igwe, highlighted the growing importance of new media tools in modern government communication.

He explained that digital platforms provide PROs and IOs with opportunities to prepare, disseminate and present information more rapidly and efficiently. He encouraged participants to acquire the necessary digital skills to enable them to produce timely, accurate and engaging reports and presentations.

He also addressed the challenges posed by fake news, misinformation, disinformation and hate speech. He emphasized the need for government communicators to verify information before publication and to respond strategically and responsibly to false or misleading narratives.

He urged participants to use new media platforms professionally and ethically, emphasizing that the speed and reach of digital communication must always be matched by accuracy, responsibility and sound judgment.

6.0 Remarks by the Chairman, Abia State Civil Service Commission

The Chairman of the Abia State Civil Service Commission, who was represented by Hon. Commissioner I, Mrs. Chioma Orikara, stressed the importance of commitment, dedication and professionalism in the public service.

She encouraged PROs and IOs to take their responsibilities seriously and demonstrate measurable improvements in their various offices. She noted that commitment to duty and excellence could open up opportunities for career progression and greater responsibilities within the service.

She further encouraged the participants to raise the standard of their work and expressed optimism that increased professional performance could produce more Information Officers capable of attaining senior positions, including the position of Permanent Secretary.

7.0 Remarks by the State Director, National Orientation Agency, Abia State

The State Director of the National Orientation Agency (NOA), Abia State, Mr. Chidi Unobagha, commended the Director-General of the Abia State Orientation Agency for organizing what he described as a laudable and timely programme.

He observed that the rapidly changing communication environment made continuous training and retraining indispensable for Public Relations Officers and Information Officers. According to him, regular capacity-building programmes would equip public servants with the knowledge, skills and professional competence required to effectively perform their responsibilities.

Mr. Unobagha urged the Director-General of the Abia State Orientation Agency to consider involving NOA Community Orientation and Mobilization Officers (COMOs) in subsequent editions of the training programme. He noted that greater collaboration between the two agencies would enhance knowledge-sharing, strengthen institutional cooperation and improve the effectiveness of their respective mandates.

He encouraged the participants to rise to the occasion and maximize their professional responsibilities, particularly at a time when the current administration is implementing policies and programmes aimed at improving the lives of citizens across different sectors.

He further drew attention to the relationship between the objectives of the programme and the National Values Charter, particularly in the areas of discipline, leadership, accountability and resilience. He noted that these values, as championed by the Director-General of the National Orientation Agency, Mallam Lanre Issa Onilu, remain essential to building a responsible, productive and citizen-focused public service.

8.0 Keynote Presentation

The Keynote Speaker, Mr. Mark Igwebuike, delivered an extensive presentation on the effective use of new media and emerging technologies in modern information management and reporting.

He highlighted the transformative role of digital communication platforms in public-sector information dissemination and encouraged participants to leverage available technologies to improve the quality and timeliness of their work.

A significant aspect of his presentation focused on the use of Artificial Intelligence (AI) tools to support effective reporting, research, content development and presentation. He explained that when properly used, AI can assist communicators in producing concise, well-structured and timely reports while improving efficiency and productivity.

However, he emphasized the importance of professional judgment, accuracy, verification and ethical considerations when using AI-generated content. He encouraged participants to see AI as a productivity-enhancing tool rather than a substitute for professional responsibility and human judgment.

9.0 Remarks by the Permanent Secretary, Ministry of Information

The Permanent Secretary, Ministry of Information, Sir Chris Onwuegbu, called for closer monitoring, stronger inter-ministerial collaboration and continuous assessment of activities to ensure that government communication objectives are achieved.

He stressed the need for effective coordination among Ministries, Departments and Agencies, noting that collaboration would help reduce information gaps and improve the consistency and effectiveness of government communication.

He further encouraged participants to continuously assess their strategies, identify areas of weakness and make necessary improvements to ensure that the information function of government remains responsive to the needs of the citizens.

10.0 Key Issues and Lessons from the Programme

The programme highlighted several important issues relevant to the effectiveness of the public service, including:

1. Professionalism: Public servants, especially PROs and IOs, must maintain high professional standards in the discharge of their duties.

2. Integrity and Accuracy: Government information must be factual, properly verified and responsibly communicated to the public.

3. Productivity: Participants were encouraged to adopt result-oriented approaches and continuously assess their performance.

4. Continuous Professional Development: Regular training and retraining are necessary to keep pace with developments in communication, technology and public-sector administration.

5. New Media Competence: Public communicators must develop the skills required to effectively use digital and social media platforms for public information and engagement.

6. Responsible Use of Artificial Intelligence: AI tools can significantly improve efficiency, reporting and content development when used responsibly and with appropriate human oversight.

7. Combating Fake News and Hate Speech: PROs and IOs must be proactive in identifying, verifying and responding to misinformation, disinformation and harmful content.

8. Inter-Agency Collaboration: Stronger collaboration among government institutions and agencies will improve information coordination and public communication.

9. Accountability and Self-Assessment: Public servants should regularly evaluate their performance and take responsibility for improving their effectiveness.

10. National Values: Discipline, leadership, accountability, resilience and other positive values are essential to building a responsive and citizen-centred public service.

11.0 Conclusion

The “Work Ethics 1.0” programme was a significant capacity-building initiative aimed at strengthening professionalism, integrity and productivity within the Abia State Public Service. Through the contributions of senior government officials, communication experts and other stakeholders, participants were exposed to practical knowledge and contemporary approaches to public-sector communication and service delivery.

Overall, Work Ethics 1.0 provided a valuable platform for reflection, learning and professional renewal. It is recommended that similar programmes be organized periodically, with broader participation from relevant government institutions, to sustain the momentum and translate the knowledge acquired into improved performance and productivity across the public service.

The programme ultimately reaffirmed the principle that a professional, ethical, accountable and productive workforce is indispensable to effective governance and sustainable development in Abia State.

The August meeting of Osisioma LGA commenced at about 11:00 a.m. with the National Anthem and an opening prayer led by a staff of the National Orientation Agency, NOA.

*Key Addresses*

*Mrs. Priscilla Chidinma Otti, Wife of the State Governor*
In her speech, she emphasized the need for grassroots development and its direct impact on maternal and child well-being in the LGA. She highlighted ongoing developmental projects and noted that these interventions have contributed to a reduction in mortality rates, especially among women and children. She further pledged her continued commitment to improving the lives of women across the state.

*Mrs. Nancy Agu, Wife of the Mayor of Osisioma LGA*
She urged women to empower themselves and avoid overdependence on men. She drew attention to various developmental projects executed by the current administration and appealed to the women to give the administration another opportunity to do more. She commended the women for their resilience and for their cooperation with her office.

The State Director of the National Orientation Agency, Mr. Chidi Unobuagha, was represented by Mrs. Agatha Achi, a staff member of Osisioma LGA. The women specifically requested that a fellow mother address them, and she responded accordingly.

In her address, Mrs. Achi educated the women on four major thematic areas:
1. *Dangers of "Get-Rich-Quick" Syndrome*: She cautioned mothers on the negative effects of this mindset on family values and stability.
2. *Civic Participation*: She advised women to obtain their PVCs in order to fully participate in the electoral process.
3. *NELFUND Programme*: She encouraged mothers to take advantage of the NELFUND initiative as schools are set to resume in September and school fees would become a pressing need.
4. *Peace and Security*: She urged women to help maintain peace during the forthcoming elections by engaging their sons and husbands at home.

The women responded with a spontaneous round of applause and appreciation, especially for the NOA officer who addressed them in their local language and dialect.

The State Director of the National Orientation Agency (NOA), Abia State Directorate, *Mr. Chidi Unobagha*, has called on Nigerian youth to embrace mutual tolerance and respect for one another as essential attributes for fostering cohesion and mutual understanding in the country.

Mr. Unobagha made the call while addressing Batch B, Stream l l National Youth Service Corps members posted to Abia State at the NYSC Orientation Camp in Umunna, Bende Local Government Area.

He emphasized the need for Nigerians to understand that the nation’s diversity is a source of strength, not weakness. He stressed that divergent opinions should not lead to hostility or antagonism, but should instead make us a stronger and more resourceful nation.

The NOA Director was represented by *Mr. Goddy Onwuchekwa*, Deputy Director, Media and Communications. He said Nigerians should imbibe the tenets of the *National Value Charter*, which is aimed at reshaping the values, beliefs, and principles that define our national identity. He emphasized that the nation must clearly define its identity and values, and live according to these cherished principles.

Furthermore, he urged Corps members not to allow core values such as love for one another, patriotism, resilience, dignity of labour, and the sanctity of life to be sacrificed on the altar of unrestrained adoption of foreign values.

He reassured the youth that the present administration is working tirelessly to restore the nation to the great heights it deserves. He encouraged them to embrace positive change aimed at transforming the nation and to shun the "get-rich-quick" syndrome.

The 2026 Abia State Traditional Rulers capacity building workshop was held in Abia South Senatorial District by the ministry of local government and chieftaincy affairs .
The programme began on the 12th-13th August 2026 at Aba town hall. The theme was"Strengthening Traditional Institution for Peace Security,Inclusive Governance and Sustainable Community Development"

Dr Joy (First Presenter) spoke on healthy lifestyle and the role of traditional rulers in community health promotion.
Professor Okey Orji(Second Presenter) spoke on strategic role of traditional rulers in inclusive governance and sustainable community development .
The Last Speaker Professor Dilichukwu spoke conflict prevention, resolution and consensus building in autonomous communities

Day 2 commenced a brief opening prayer by Eze Franklin Nwosu The assistant chairman of traditional rulers in Abia state
Professor Gerald Ezirim spoke on institutionalising peace, and mediation framework for effective community governance while Dr Ozo Ferdinand Anike highlighted on ethical leadership,integrity and accountability in traditional institutions.
The Noa team headed by Mrs Nonye Opara enlightened the people on government policies and programs.
