Structure Of The Commision

The highest decision-making body in the National Pension Commission is the Board of the Commission. The Act establishing the Commission provides for a 13 (thirteen) member Board, comprising of a Chairman, a Director-General, four full-time Commissioners and seven part-time institutional representatives of different sectors of the Nigerian economy. The Act also provides

that there shall be 4 (four) specialized divisions in the Commission. Finance and Investment

Each of these divisions is headed by a Commissioner. The Divisions are subdivided into Departments and Units for effective discharge of the mandate of the Commission. The operational structure of the Director-General’s Office and each of the four Divisions is as follows:

The Director General’s Office has six Departments. Legal Advisory Services/Commission Secretariat. This department has three Units:

a. Secretariat & Board Affairs
b. Legal Advisory Services
c. Litigation & Dispute Resolution

2. Internal Audit Department

This department has three Units:

a. Risk Assessment & Compliance
b. Prepayment & Special Audit
c. Special Audit & Investigation

3. Corporate Communications Department. This department has four Units:

a. Planning & Editorial
b. Public & Media Relations
c. Digital & Social Media
d. Protocol

4. Research & Strategy Management Department. Strategy & Performance Management
b. Research & Policy Coordination
c. Project Management Office

5. Corporate Responsibility & ServiCom Department. This department has two Units:

a. Corporate Responsibility
b. ServiCom

6. Procurement Department. Procurement Planning
b. Tendering & Evaluation

The Inspectorate Division has four Departments:

1. Surveillance Department. Authorization
b. Off-Site Analysis
c. Inspection and Investigation

2. Compliance and Enforcement Department. This department has two Units:

a. Compliance
b. Enforcement

3. States Operations Department. Branch Coordination
b. States Pension Schemes

4. Micro Pensions Department. This department has four Units:

a. Awareness
b. Process
c. Platform
d. Framework

The Technical Division has four Departments:

1. Investment Supervision Department. Investment Monitoring
b. Market Analysis & Policy

2. Benefits & Insurance Department. Insurance
b. Retirement Benefit Administration
c. Minimum Pension Guarantee

3. National Databank Management Department. Retirement Savings Account Operations & Administrations
b. Database

4. Contribution & Bond Redemption Department. This department has three Units:

a. Retirement Benefits Administration
b. Contributor Records
c. Computation & Remittance

The Administration Division has three Departments:

1. Management Services Department. Branch Administration
b. Facility Management

2. Information & Communication Technology Department. Database & Support
b. Infrastructure
c. Programmes
d. Application

3. Human Capital Department. This Department has three Units:

a. Internal Manpower Development
b. External Manpower Development
c. Human Resource

The Finance and Investment Division has two departments:

PENCOM ENGAGES BAYELSA STATE ON CPS IMPLEMENTATION

PenCom paid a courtesy visit to the Executive Governor of Bayelsa State His Excellency Senator (Dr) Douye Diri on Thursday, 20 August 2026, to discuss progress and key milestones towards the implementation of the Contributory Pension Scheme (CPS) in the State.

The Director-General of PenCom, Ms Omolola Oloworaran, was represented by the Commissioner, Finance, Dr. Charles Efe Sylvester Emukowhate, who emphasised the importance of fully implementing the CPS in Bayelsa State to enhance workers’ retirement security, strengthen fiscal sustainability and promote transparency in pension administration. He commended the State’s progress and assured the Government of PenCom’s technical support towards achieving full implementation.

Bayelsa State has established a legal framework for CPS implementation and set up an administrative structure to drive the Scheme.

The Governor assured PenCom of the State’s commitment to completing all outstanding milestones required to achieve full compliance. He further disclosed that his administration has paid up to ₦20 billion to settle outstanding pension and gratuity liabilities owed to State retirees since 2007, while pension and gratuity liabilities of the Local Governments have been fully settled.

PenCom commends the Bayelsa State Government for its commitment to pension reform and looks forward to supporting the State in achieving full CPS compliance.
