FERMA MD/CEO PARTICIPATES AT ICTA 2026, ADVOCATES CLIMATE-RESILIENT ROAD MAINTENANCE

The Managing Director of the Federal Roads Maintenance Agency (FERMA), Engr. Dr. Emeka Agbasi, led the Agency’s participation comprising of Engr Dr Daniel Luper Nyihemba Deputy Director and Head PPP/MLS Unit , Engr Victor Ajah, Technical Assistant to the MD and Engr Dr Mansur Hamma Adama at the 11th International Conference on Sustainable Transportation in Africa (ICTA 2026), recently held in Namibia.

During the conference, the MD/CEO presented a technical paper titled, “Building Climate-Resilient Roads: Adapting Road Maintenance to a Changing Climate in Nigeria,” highlighting FERMA’s commitment to developing sustainable and climate-adaptive road maintenance strategies that will ensure the long-term resilience of Nigeria’s federal road network.

In recognition of his expertise and leadership in the transport sector, the MD/CEO also chaired the Concurrent Session on Transport Sector, Governance, Gender-Inclusive Development and Public Health, where he facilitated high-level discussions on sustainable transportation policies and infrastructure development across Africa.

The MD/CEO was supported during the technical sessions by Dr. Daniel Luper Nyihemba,Dr. Mansur Hamma Adama, and Engr. Victor Ajah, whose professional contributions enriched the technical deliberations and strengthened FERMA’s engagement throughout the conference.

As part of efforts to deepen international collaboration and promote institutional learning, the FERMA delegation paid a working visit to the Namibia Roads Authority, where they held productive discussions with the Authority’s Management on strengthening bilateral cooperation, promoting knowledge exchange, and sharing best practices in road asset management, maintenance planning, and sustainable infrastructure development.

The engagement provided a valuable platform for exploring collaborative initiatives aimed at improving road infrastructure management through innovation, capacity building, and the adoption of global best practices.

FERMA’s participation at ICTA 2026 underscores the Agency’s commitment to advancing sustainable road maintenance, fostering strategic partnerships, and embracing innovative solutions that will enhance service delivery and support the development of resilient road infrastructure in Nigeria and across the African continent.

FERMA'S PARTICIPATION AT THE 2ND INTERNATIONAL CONFERENCE ON SCIENCE, TECHNOLOGY AND INNOVATION (STICONF 2026)

The Federal Roads Maintenance Agency (FERMA), participated in the 2nd Edition of the International Conference on Science, Technology and Innovation (STIConf 2026), held from June 16 - 18, 2026, at the T.Y. Danjuma Foundation, Central Business District, Abuja.

The conference, themed “Bridging the Tech Divide: Strengthening Research Institutions – Industry Linkages for Achieving Africa’s Global Competitiveness,” brought together policymakers, researchers, industry leaders, innovators, development partners, and stakeholders from across the science, technology, and innovation ecosystem to deliberate on strategies for accelerating technological advancement and industrial growth in Africa.

The conference aimed to promote stronger collaboration between research institutions and industry players, facilitate knowledge exchange, and foster the commercialization of research outputs.

FERMA was represented by some members of the Agency's Management Team, staff of the Research and Development (R&D) Unit, and officers of the Communications and Public Relations Unit. The Agency's participation underscored its commitment to embracing innovation, research-driven solutions, and emerging technologies in the management and maintenance of Nigeria's road infrastructure.

Throughout the three-day conference, participants engaged in keynote presentations, technical sessions, panel discussions, exhibitions, and networking engagements focused on technology transfer, innovation policies, research commercialization, digital transformation, infrastructure development, and sustainable economic growth. Deliberations emphasized the need for stronger partnerships between academia, research institutions, government agencies, and industry to bridge existing technological gaps and enhance Africa's competitiveness in the global innovation landscape.
FERMA delegates actively participated in the sessions and interactions, gaining valuable insights into emerging technologies and innovative approaches applicable to road maintenance, infrastructure management, data-driven decision-making, and institutional development. The conference also provided opportunities for strategic networking and collaboration with key stakeholders within Nigeria's science, technology, and innovation ecosystem.

The Agency's participation aligns with FERMA's mandate of ensuring sustainable maintenance of the nation's federal road network through the adoption of modern technologies, research-based solutions, and best practices. It further demonstrates FERMA's resolve to leverage innovation and strategic partnerships in delivering efficient and effective road maintenance services to Nigerians.

At the conclusion of the conference, participants expressed optimism that the resolutions and partnerships emerging from the event would contribute significantly to strengthening research-industry linkages, accelerating technology adoption, and advancing Africa's quest for global competitiveness.

The Managing Director/CEO Federal Roads Maintenance Agency, Engr. Dr. Emeka Agbasi, has reaffirmed the Agency’s commitment to strategic partnerships aimed at improving road infrastructure and promoting sustainable bridge development across the country.

Engr. Emeka Agbasi made this known during a courtesy visit by representatives of CENTUNION SA, a leading Spanish engineering and construction company specialized in the design and ex*****on of steel bridges and transport infrastructure projects, to the Agency’s headquarters.

Speaking during the meeting, Engr Emeka Agbasi emphasized the importance of partnerships with reputable engineering firms in addressing the nation’s infrastructure challenges. He noted that sustainable bridge construction remains critical to enhancing connectivity, boosting economic activities, and ensuring safer transportation networks nationwide.

According to him, FERMA, as a 21st-century Agency, remains open to innovative engineering solutions and modern technologies capable of improving the lifespan and resilience of bridges across the country.

In his remarks, the leader of the delegation, Mr Alejandro Vidaurreta, stated that the visit was aimed at exploring potential areas of collaboration in support of Nigeria’s infrastructure development priorities.

He highlighted the company’s expertise in bridge engineering, infrastructure development, and sustainable construction practices, noting that CENTUNION SA has executed projects across several African countries, including Côte d’Ivoire, Kenya, and Angola.

The delegation expressed readiness to collaborate with FERMA in deploying advanced engineering techniques and environmentally friendly solutions for bridge projects in Nigeria.

Discussions also focused on the need for continuous knowledge exchange, capacity building, and the adoption of global best practices in infrastructure delivery.

FERMA and CENTUNION SA further stressed the importance of strengthening public-private collaboration in the road sector to ensure efficient project ex*****on, improved maintenance culture, and the long-term sustainability of critical infrastructure.

Both parties expressed optimism that the proposed collaboration would contribute significantly to national development, improve mobility, and support the Federal Government’s drive towards modern and resilient transport infrastructure.

FERMA to Commence Condition Survey on Bida–Agaye Road.

The Federal Roads Maintenance Agency (FERMA) has commenced steps towards intervention on the Bida–Agaye–Lambatta Road in Niger State. This was disclosed following a meeting involving the MD/CEO of FERMA, Engr Dr Emeka Agbasi, the Honourable Minister of State for Works, Barrister Bello Goronyo, and a delegation from the National Association of Road Transport Owners (NARTO).

The delegation, led by NARTO National President, Othman Yusuf, paid a courtesy visit to discuss the deteriorating condition of the Bida–Agaye section of the road and the urgent need for intervention to improve traffic flow and ensure safety for road users.

Also present at the meeting was the FERMA Board Chairman, Musa Babayo.

During the discussions, stakeholders emphasized the strategic importance of the road corridor to economic activities and the transportation sector, stressing the need for immediate remedial action.

In response, the Honourable Minister directed that immediate measures be put in place to ease traffic flow along the affected section, while FERMA was mandated to commence condition survey activities as part of efforts towards prompt intervention.

The meeting further underscored the importance of collaboration between government agencies and transport stakeholders in addressing critical infrastructure challenges across the country.

FERMA also appreciated NARTO for its continued partnership and commitment towards improving Nigeria’s road infrastructure network.

FERMA DEFENDS N64.88 BILLION FOR 2025 BUDGET

The Federal Roads Maintenance Agency (FERMA), has proposed a total of N64,888,000,000.00 (Sixty-Four Billion, Eight Hundred and Eighty-Eight Million Naira) only for the 2025 budget appropriation. The budget prioritizes major trunk ‘A’ roads within the Six Geopolitical zones, aligning with Mr. President’s development and economic recovery objectives.

The Honourable Minister of State for Works, Muhammad Bello Goronyo, Esq., who is the supervising Minister of the Agency, made this opening presentation today at the budget defence before the joint session of the Senate and House Committees on FERMA. The Hon. Minister assured that FERMA is committed to ensure transparency and accountability, using data-driven decision-making and regular community engagement in road maintenance planning.

He disclosed that in collaboration with the Committees and Key Stakeholders, efforts to reduce the burden on Federal Government maintenance of road assets nationwide is being looked into. “FERMA is in the process of developing, modifying and redefining key policies which will generate resources for the Agency to proactively maintain our roads for ease of movement of people, goods and services."

Goronyo further expressed gratitude to members of the Committees for their unwavering support in ensuring the sustainable development and maintenance of Federal roads infrastructure to enhance infrastructure and transportation as enablers of growth.

In his presentation to the Committees, the Managing Director of FERMA, Dr. Emeka Agbasi, fnse; reiterated the paucity of funds of the Agency, noting that adequate funding is needed to enable the Agency increase its activities in preventive maintenance and other interventions on Federal Roads across the country.

He stressed that the Agency is faced with enormous challenges as a result of low budgetary allocation. He noted that inadequate releases of fund for the 2024 budget, has negatively affected the ability of the Agency to maintain the roads.

Other challenges he enumerated that are facing the Agency includes age factors of the roads. Many of the roads were constructed in the early 70s and they require total rehabilitation. Also, he stressed that abuse of the roads by Nigerians is another factor that is reducing road lifespan.

The Chairman, Senate Committee on FERMA, Sen. Hussaini Babangida, frowned at the practice where we have continuous construction of new roads without adequate measures to maintain existing ones. He noted that the funds for road maintenance is highly inadequate because of the poor conditions of the roads. He is of the view that alternative sources of funding should be explored to increase funding for the road sector.
