Many of you may not have read nor understood our countryโ€™s economic books and statistics. So I thought Iโ€™ll highlight some critical issues, the first one being Debt.

Let me first clarify that Iโ€™m a nationalistic blogger critical about issues of good governance, social justice and economic management of our country. My activism using social media and blogging platforms started over 10 years ago, holding whoever in our Executive Government, power and authority accountable. After all, that is our Constitutional right.

Three (3) years ago, I published an article in the Sunday Chronicle Newspaper titled โ€œAddicted to Debtโ€. At that time, citizens were very critical of then Prime Minister Peter Oโ€™Neill [PMPO] Government for borrowing. At that time, the Fiscal Responsibility Act [FRA] legal limit for borrowing was only 30% of GDP. We activists demonized former PMPO Government for amending the FRA to increase the Debt to GDP ratio to 35%.

We had a change of Government in the May 2019 Vote of No Confidence [VONC]. Citizensโ€™ cries over our โ€œdinauโ€ situation was very critical that the new Government was expected to manage Debt at sustainable levels. What did PM Mar**eโ€™s government do, right after it resumed office?

These are FACTS from the Governmentโ€™s own books:
1. Mar**e Government immediately amended the FRA to increase the Debt to GDP Ratio from the highly criticized 35% to 45%. According to the Treasurer, so it can allow them to borrow more.

2. In 2019, Mar**e Government increased domestic debt from K16.9 Billion to K19.3 Billion and external debt from K9.9 Billion to K14.3 Billion. In just 7 short months, Mar**e borrowed K 8 Billion. Note that this is before Covid19.

3. Note that our total national debt end of 2018 was K25.6 Billion [see Treasury Final Budget Outcome Reports] within a conservative FRA legal limit of 35%.

4. In 2020, Mar**e Government increased domestic borrowing to K21.3 Billion and external borrowing to K18.6 Billion. This is a further increase of Debt by K6.2 Billion. This takes our national debt from K33.6 Billion to K39.8 Billion.

5. In 18 months [May 2019 โ€“ December 2020], Mar**e Government borrowed an extra K14.3 Billion. This increased our Debt from K25.6 Billion incurred by previous regime in 8 years to K39.9 Billion.

6. Before passing the 2021 Budget, the Mar**e Government again amended the Fiscal Responsibility Act to increase the Debt to GDP Ratio from 45% to 60%. This gave the Government the fiscal space to increases our National Debt to K46.5 Billion โ€“ a 51.5% Debt to GDP.

7. The high expenditure 2021 Budget is a K6.6 Billion Deficit Budget. This significant expansion of Debt is planned to be financed through:
(a) External borrowing of K4.6 Billion [of which K2.4 Billion will be on concessional terms and K2.2 Billion โ€œyet to be identifiedโ€]. Treasurer boasts about cheap loans but external financing should be a temporary solution. Note also that conditions for concessional loans are pre-determined.
(b) Domestic borrowing of K2 Billion through issuing of Government securities. As explained in my 2017 article, domestic borrowing comes at high costs as all Government securities must be held to maturity and cannot be traded. Thus, domestic public debt has a narrow investor base confined to the superannuation funds and financial institutions.

8. The costs of borrowing [interest costs] is a further K2.2 Billion, representing 12% of the 2021 Budget.

9. The huge expansion of Debt by Mar**e Government is to fund the re-current expenditure, rather than capital investments in economic projects that would generate economic returns for sustained growth. Long tokpisin bai mi tok olsem โ€œdinau em dai mani โ€“ nogat win moni or profit blo emโ€.

10. We cannot blame the situation on Covid19 alone. First, Covid19 is both an economic and health emergency that did not have an โ€œappropriateโ€ policy. As a result, millions on taxpayer funds or dinau moni which we will repay has been squandered on things like finding a cure, and K600 Million on Covid19. The people of PNG deserve to see proper accountability of Covid19 funds.

11. Covid19 pandemic and the closure of Porgera Mine affected the PNG economy severely, resulting in a negative growth of -3.8% [from a 6% growth rate previously]. Of this, Porgera closure accounted for -1.3% [significant!]. Timing was foolish. Alas, the short term pain has prolonged into months with long-term gain not in sight sooner.

Consequence: The future of PNG children has been mortgaged in huge Debt like never before in PNGโ€™s history. Accumulation of K20 Billion in 36 months, effectively means PNG is incurring K579 million debt every month.

As a person who has been very vocal about the last Governmentโ€™s debt, today I hang my head in shame. The new Government that we had high hopes on has placed us in more devastating debt burdens like never before in PNGโ€™s history.

David Wereh hails from Kuwi village in Kuare LLG in Pangia/Ialibu electorate. Kuare LLG has 17 council wards but 7 council wards are part of Kagua/Erave electorate whilst the other 7 are part of Pangia/Ialibu electorate.

He started his professional career through Department of Works based in Kainantu in 1999 after graduating from University of Technology with a degree in Civil Engineering in 1998. He was a junior officer but through some deals with the former Works Secretary Mr Luma, David got promoted and was posted to Wabag Works in Enga Province in 2003.

He was there until 2009. His uncle Mr Samson Wereh (a failed Primary School Teacher) who was based at Kagua District Office as a junior officer won a place at Ialibu District office so he was posted there. Whilst at Ialibu Mr Samson Wereh made some crook deals with the District Administrator, then was Mr Patrick Rama and made alliances with Peter O'Neill.

Through family connections Mr David Wereh was immediately promoted to Deputy Works Secretary in Port Moresby in 2010. David was only a junior Works Manager in Enga Province and was not capable in managing multi-million kina projects, he lacked experience in major road works, let alone policy development and implementation and other administrative issues.

Right after Peter O'Neill became Prime Minister again in 2012 David was elevated to acting works Secretary and then to full Works Secretary. In fear of his own incompetency David brought his old UNITECH school mate John Kaiyo from Enga. John Kaiyo was working with a English Railway Company. Kaiyo was given the responsibility of taking care of Aid projects, particularly to do with ADB loans and other major projects. David Wereh has become the rubber stamp to promote the daylight robbery of millions of monies earmarked for road and construction projects.

David Wereh just in 2016 bought off a land in Tindua area called Rorana grassland in Pangia/Ialibu electorate the land is located at a savanna grassland but is assumed to have some oil/mineral deposits. He paid for the land with about K300,000.00 and with over 100 pigs. The land mass is around 50 plus hectares. Where did he get all these money to buy this huge land mass?

In December 2016 David Wereh dished out K10,000.00 plus one live cow each to the 7 council wards in Kuare LLG which equates to around K70,000.00 plus funds. Where did he get all this funds from? This is primarily to keep the Kuare LLG 7 council wards intact for Peter O'Neill. He had to be seen to be doing this or he gets the boot from PM.

David Wereh is seen as a very trusted confidant of Prime Minister O'Neill, he has made himself very rich overnight through the various kick-back schemes copying the same format enjoyed by the Minister responsible, Francis Awesa and now Michael Nali.

The house seen on the photo is his residence, built at an amazing cost of over K2 Million kina from money, you guessed it right, kickbacks. If the head-snake is a crook so are the side-kicks.

I am very worried that there is political interference in the ranks of the police force and pressure is being put on police officers to take action for political purposes, or on the other hand, to not to take action against their political masters.

There seems to be a number of clearly questionable arrests in the last two years, but only against those who are perceived to oppose the current government. Two lawyers being George Lau and Greg Sheppard have been arrested on dubious charges seemingly for following their clientโ€™s instructions and filing court proceedings. Every single member of the legal profession should be worried about this.

Of additional concern is that some people seem to be above the law, particularly Bryan Kramer, the same person who claims to be behind the two arrests of two lawyers. So too was Carolyn Blacklock arrested on his complaint โ€“ again for dubious reasons - being for signing a contract provided to her by her employer and for being paid to do the job which NEC appointed her to do.
Most worryingly, the Police appear to not be taking action against the same Minister, despite serious and verified complaints.

The Chief Justice of our Supreme and National Courts, Sir Gibbs Salika, laid a formal complaint against Bryan Kramer on 11 November 2019. It was widely reported in the formal media. But nothing has happened.

The complaint was in relation to a post by Bryan Kramer on his page in relation to the Chief Justice referring a matter for Judge Miviri to deal with in relation to an application for interim stay of an arrest warrant. Bryan Kramer was Police Minister at the time.

Our esteemed Chief Justice said in his complaint โ€œHis article on the page is inciting trouble or tending to cause trouble or ill-feeling among people. I request the police to investigate the matter and lay appropriate charges under Section 11 of the Summary Offences Act and to look at charges under the Cybercrime Act as wellโ€.

As far as the public knows, this complaint has gone nowhere. Certainly, Bryan Kramer has not been arrested. Or charged.

How hard is this case? It has to be the easiest open and shut case in the record books! Bryan Kramer printed an article which tended to bring the Court into disrepute and in order to cause disaffection towards the Court. The published article was provided to the Police with the complaint letter, and that along with the written/oral evidence of the Chief Justice is ALL the evidence needed upon which to satisfy the charge. Why has his arrest not happened ? The evidence not only supports a cyber crime but also a crime under the Criminal Code Act being that of sedition.

What did the Prime Minister do in response to this complaint? He moved Bryan Kramer from Minister of Police to Minister for Justice.

Apart from a being a mockery of the position of Minister for Justice as Bryan Kramer is not a lawyer and has no legal qualifications, it is a slap on the face for the Chief Justice and all the Judiciary that the head of the Judicial arm of government is treated with such disrespect by the Executive.

It is indeed also making a mockery of the entire system of criminal justice when we have the Minister for Justice with an open criminal complaint against him by the Chief Justice.

At the very least, the Prime Minister ought to move Bryan Kramer out of NEC โ€“ or at least to another Ministry where he cannot interfere with the administration of justice.

Where is the Ombudsman Commission in this? Surely Bryan Kramerโ€™s conduct amounts to a breach of the Leadership Code โ€“ and the Ombudsman Commission does not have to wait for a complaint externally, they can proceed on their own initiative. Why have they done nothing in such an obvious and easily proven matter?

This was a complaint by the Chief Justice nearly two years ago. TWO YEARS AGO.

The Police have done nothing. The Ombudsman Commission has done nothing. And it appears the Prime Minister will do nothing.

There was no further investigative work to be done โ€“ they were given all the evidence. Why has nothing come of this?

This inactivity is extremely disrespectful of our most senior Judge and a challenge to our separation of powers of Government.

I call on the Police Commissioner and the Ombudsman Commission to divest themselves from the influence of Bryan Kramer and take action on the complaint and show their respect to the Chief Justice. This cannot be allowed to go past two years.

I got the opportunity to meet 5 rich Papua New Guinean (PNG) men and I asked them each a question at different days and time that:

'Why are they not building factories for the youths of this country to get jobs to sustain themselves?

They burst into laughter as if I have said something funny, then one said.

"The people shouting no food and jobs are all thieves!! I was like really"... He continued...

"I run a manufacturing business and a trading business", he said.

The biggest challenge in my manufacturing business is not power, or infrastructure, the biggest challenge is getting honest staff. I interjected and said, oh ops, how?

He started that..."Everyone we hire appears to be on a mission to steal as much as possible, inflated invoices, recording less than the actual number of units produced".

The worst part of it all is that all the fraud we've uncovered is not done by a single person, it's usually many staff who collude with each other, from production line, to sales counter, to finance and even to top management.

There was a year I overhauled management 3 times in a year and I've found a solution. I now use an Asian expatriate management. They are so competent, so honest and so straightforward with focuses more at doing perfect work with less expenses and more output each day.

The other one intervened with interest and said, "I thought they were expensive at first with all the visa fees, accommodation, house staff, but now that losses due to staff theft have been reduced to a minimum, and efficiency increased, the Asian management has turned out to be cheaper than the previous national management".

Now, all sensitive positions involving money go to Asians whilst nationals are only allowed in non-sensitive positions.

I used to criticize indigenous/ local companies like the PNG Superannuation funded group that hire so many Asians when there are many unemployed PNGeans, but now, I understand their painful decision.

Then the other one said "My biggest challenge in the trading business is the same, getting honest staff. The form of trading occurs in the open market, and involves staff having access to huge sums of money running into a few millions".

I know how much I pay to security companies to provide escorts for the staff, not to prevent robbery, but to ensure that the staff go straight to the bank to deposit the money after the day's sales and not disappear with my money.

This money spent on security companies is even enough to be declared as profit. We have to spend on CCTV, bio-metric scanners and other things that wouldn't be needed if staff weren't looking for the slightest opportunity to steal.

It got so bad at a point that my main criteria for employing staff was no longer competency or certificates, but honesty.

At least, competency and skills can be learnt, but once you're dishonest, you're dishonest.

We always complain of the economy and how there are no jobs. I know people abroad who would have loved to set up job creating businesses here in PNG but they can't because they hardly get any trustworthy person to run it.

I know people in here with so much money, they want to start factories and other job-creating businesses but they can't because they are occupied elsewhere and can't get any trustworthy person to run the business. So instead of investing in the real sector and creating jobs, they'll just buy treasury bills, while the thieves are shouting no jobs, no food and Government not doing enough, etc.

I bet, large local businesses partly owns by Nasfund can set up shops in every provinces of the country and create millions of jobs, but I bet corruption and dishonesty at the top government echelons is what is preventing them from helping PNGeans.

Many big businesses would have been born in PNG if we could engage in partnerships, but we canโ€™t because you can't trust anyone.

In a small scale, start a poultry, a fish pond, a piggery, or a fruit bearing farm and they will be stealing your eggs, piglets, or nuts. Some will even go ahead to be killing the chickens or pigs so that they'll be allowed to take them home.

Start an entertainment/viewing/game center and they'll be pocketing your money. On the days you're around at the business, the money realized will be 10 times of the money realized when you're not around. Because they're eating your money and eating their future.

Buy and lease out a PMV vehicle to a driver to use and watch as he'll finish you with every fare collections and its side deals.

Start a restaurant, the same thing will happen. More than half of the total food ingredients will end up in their personal kitchens under the pretext of "left-overs".

Even attendants in ordinary provisions shop, bar, fuel pump station or kiosks will find a way to steal from the small investors.

You'll see them quote their evil, wicked saying "That a person eats where they work, "mom nais ya."

Just imagine, justifying theft at work, killing their own jobs that kills the development of PNG.

And you'll see these people pointing their crooked fingers at politicians and bureaucracies when they're not any way different.

I usually say that the reason most PNGeans haven't stolen billions of government money, is simply because of lack of opportunity.

The few honest people, both in government and the private sector, are looked upon as stupid because they're abnormal for them to operate honesty.

Since the government and Enga Provincial government announced their major deal with Barrick over a month ago, no one has seen the copy of the signed Agreement including Mineral Resources Enga who are supposed to be signatories of the Agreement (they did not sign) and Kumul Minerals Board and Management who are the SML11 owners, and Sam Koim who wants to understand the terms of the Agreement which has cleared Barrick of tax liabilities of K1.2billion WITHOUT CONSULTATION OF HIS OFFICE.

THIS GOVERNMENT IS ABOUT TRANSPARENCY, LETโ€™S WALK THE TALK?

The government cannot do an "awareness" in Porgera with the Kanakas there without giving a signed copy to the Landowners per the governmentโ€™s PROMISE TO THE LANDOWNERS IN THE MANY HILTON MEETINGS.

On 28th April 2021, the 12 months, per the Mining Development Contract, has taken place. The government had saved Barrick's neck by signing this Agreement which NO ONE HAS SEEN it to date. Otherwise the Assets and Equipment would have been FORFEITED TO THE STATE.

The Court cases to date have been won by the State, Landowners and Enga Provincial Government. So why the deal with Barrick? We need to see the details. Details are now beginning to come out saying that Enga Provincial Government thought he got 10% but EPG got NOTHING AND GOV IPATAS IS UPSET. EVEN THE OTHER LOCAL ENGAN MPS ARE IN THE DARK AND IN LIMBO.

The Nation and the Porgera Landowners need to know the details of the "SUPERIOR TAKE BACK PNG DEAL" with Barrick.

The government cannot just do a "political deal" with the capitalistic cowboys like Barrick because of 2022 Elections and push it down the throat of the Landowners and Engans who have been fighting Barrick for over 15 years over Legacy issues.

THE GOVERNMENT LEAD BY PMJM SHOULD DO IT THE HELA/OPENE WAY AND BE TRANSPARENT AND RELEASE A COPY OF THE SIGNED FRAMEWORK AGREEMENT TO THE LANDOWNERS TO SEEK INDEPENDENT ADVICE BEFORE YOU GO TO PORGERA. THAT IS THE RIGHT THING TO DO.

Recently, I witnessed in dismay a tirade by a white man in the first class cabin of a mid-size airplane, admonishing another first class passenger, a Papua New Guinean male, for โ€œbeggingโ€ for his seat.

"What is wrong with you Papua New Guineans? All you do is beg, beg, beg for everything!! You can beg all you want; I am not going to give you my seat."

Tempers finally cooled down, and the aircraft took off.

Unfortunately, I was sitting next to this white man who, a few minutes ago, had insulted my whole race.

With nothing else to do, I turned and asked him โ€œWhat was all that about?"

Apparently, the Papua New Guinean man was traveling with his โ€œwifeโ€; they had been seated in 1st class on separate rows, and apart.

The man had asked this white man to exchange his seat, so the couple could be close.

The white man had refused, but the Papua New Guinean man had persisted with numerous โ€œI beg youโ€; which eventually took the white man to his boiling point.

โ€œSo what would it have cost you to exchange your seat?โ€ I asked.

His response, the essence of this article was this:

โ€œI booked my flight the last minute, and got the last 1st class seat available, this one. This means it was also available to this man, if only he had asked to be seated close to his wife. He did not, but now comes โ€œbeggingโ€ for what WAS DUE TO HIM in the first place.โ€

โ€œThat still shouldn't get your collar upโ€, I said.

โ€œYou may be right; unfortunately, I have just finished a month long negotiations with your ministers and government officials over your God-given mineral rights, and what my oil and gas company should pay.

I come to your country, see all this poverty everywhere, with wealth right under your feet.

Your own government gives only foreign companies the rights and privileges to r**e and steal your country blind.

For a few thousand dollars, your government officials allow these foreign companies to walk away with:

(a) Perpetual tax holidays

(b) Duty free imports

(c) Bloated capital and operational investment costs

(d) under-declared mineral output

(e) minimum wages for local employees doing all the work, but FAT salaries and expense accounts for foreigners who do almost nothing

(f) exaggerated cost of shoddy school blocks and boreholes instead of meaningful royalty to local land owners and communities

(g) destruction of local farm lands with pitiful resettlement payments

(h) pollution of local drinking water

(i) destruction of local infrastructure, etc.

My bosses had counseled me at a briefing before my departure. I was asked to watch the interview of Sir John Guise on โ€œNeo-Colonialismโ€. Then I was told: โ€œbe prepared, and the first, to offer the negotiating team:

(a) a few thousand dollars each

(b) a center, or a 6-room school block, or a few bore holes for the community; and there will be no mention of the usual above 10% royalties, or an actual government oversight of our operations, or adequate resettlement compensations, etc.โ€

I did not believe my bosses since I, a mere high school graduate, was coming to deal with officials with masters and degrees.

Imagine my shock and disappointment when these officials, instead of demanding what is INTERNATIONALLY ACCEPTABLE COMPENSATIONS AND ROYALTIES for their country and communities, only accepted the 3% royalties, and with ALL KINDS OF GIVEAWAYS, and then came to me later BEGGING me to deposit โ€œsomethingโ€ in their foreign accounts (numbers written on pieces of paper). I do not want to hear the phrase โ€œI beg youโ€ again.

The irony here is that these so called educated people, after negotiating away their countries wealth, and depositing their โ€œsomethings into foreign banks, turn round to go and BORROW their own money from the IMF, World Bank, or โ€œDonorโ€ countries/ โ€œDevelopment Partnersโ€.

It amazes me that your intelligentsia, ministers, Prime Minister's, who have studied, or have traveled overseas, still don't get the idea that โ€œTHERE IS NO FREE LUNCHโ€. THERE ARE NO โ€œDONOR COUNTRIESโ€ OR โ€œDEVELOPMENT PARTNERSโ€. THE FOREIGN MINING COMPANIES TAKE YOUR MINERALS FOR NEXT TO NOTHING, DEPOSIT THEIR HAUL INTO THEIR BANKS, AND THEN TURN ROUND TO LOAN THE SAME TO OUR GOVERNMENTS, AGAIN WITH RIDICULOUS CONDITIONS SUCH AS โ€œNO SUBSIDIZEDโ€ BASIC EDUCATION.

Surely, companies like Exxon and Newcrest are contributing to our economy, I offered.

โ€œAt what price? Have you been to Tari town recently to see the devastation and destruction of once a beautiful city? Exxon has over 800 sq. km concession in Hela; what did Tari town get in return for Exxon's ANNUAL revenues of Billions? Almost NOTHING!!

This is exactly what your first Governor General was talking about in โ€œNeo-Colonialismโ€œ. Have you watched his documentary? He asked me.

I was ashamed to answer โ€œNoโ€.

โ€œI don't blame you; none of your โ€œeducatedโ€ officials at the negotiating table had watched it either.

That documentary ought to be a must-watch in your schools and colleges, so that you can understand how foreign companies and governments strive to rob you blind, just as before. Only this time, their methods are cloaked in one-sided โ€œagreementsโ€ with the connivance of your โ€œEducatedโ€ Managing Directors, Ministers, and Prime Ministers.

โ€œHow can you accuse our officials of complicity?โ€ I asked defensively.

Has your media asked why your minister keep defending the mining companies.

THE BIG COMPANIES LIKE, NEWCREST ARE NOT EVEN ASHAMED TO CONNIVE WITH YOUR GOVT OFFICIALS TO SIDESTEP TALKS WITH LANDOWNERS AND SIDESTEP PAYING THE INCREASED 7% ROYALTY. THEY ARE PAYING THE 5% BASED ON ANCIENT GOLD PRICE OF $300.00/OZ INSTEAD OF THE CURRENT WORLDWIDE PRICE OF $1500.00/OZ., SHORTCHANGING YOUR PEOPLE $75,000,000 in the process.

Unfortunately, your negotiating officials are happy to giggle to the foreign banks with their thousands, accompanied in some cases by โ€œHonorableโ€s andโ€œSirโ€s.

Even the Chinese are getting in on the act, albeit ILLEGALLY.

They are buying off businesses and prime land, AND YOUR MINISTER RESPONSIBLE LOOKS ON UNCONCERNED.

Your media is just as bad. With buffet lunches or dinners and a few Kina in their pockets, your print media become the propaganda machines of these mining companies.

They tout the few boreholes and the 6-room schools, but leave out the callous treatment of local employees and residents, and the destruction of the environment.

The airwaves are SILENT on all this. FACEBOOK IS THE LONE VOICE FOR THE PEOPLE.

Why don't your media speak up by broadcasting and educating the masses, especially the officials that:

(a) THE UNITED NATIONS DOES NOT APPROVE OF FOREIGN COMPANIES ROBBING THE INDIGENOUS FULL BENEFITS OF THEIR GOD GIVEN MINERAL AND OIL DEPOSITS.

(b) Before 1980, foreign mining companies in PNG could not hold more than 40% interest in their partnership with the government; now the PNG govt. holds ZERO percent, while they hold 100%,; and therefore do not account to any authority.

A 50% annual return on investment (ROI) for the first 7 years, is generally considered EXCELLENT.

Foreign mining/ oil companies in PNG, are PERPETUALLY hauling away over 400% return on their investments, without any regard to the plight of the indigenous.

I feigned sleep, so he stopped talking. I was actually reflecting on all that he had said.

I realized that YES, we had become too โ€œgive me, give meโ€; โ€œI begโ€, โ€œI beg youโ€; โ€œMy Christmas presentโ€; โ€œGive us something for waterโ€.

I am reminded by this my brother's analogy. His cat will โ€œmeowโ€ for some food, usually crumbs, in his bowl outside.

The bowl of food will attract the resident mice. One would think the cat would opt for the juicy mice, NOO!!!

He would lay there and watch the mouse eat all his food, and then come back โ€œmeowingโ€ for more crumbs.

WE WATCH OUR OFFICIALS GIVE AWAY OUR GOLD, OIL, BAUXITE, DIAMOND, ETC FOR THEIR MEAGER KICKBACKS, WHILE WE WALLOW IN POVERTY.

IT IS TIME WE WAKE UP FROM OUR SLUMBER, AND TAKE WHAT IS RIGHTFULLY OURS AT THE NEGOTIATING TABLE.
