Message from the GGGI Country Representative

On behalf of the Global Green Growth Institute (GGGI), I extend my warmest congratulations to the Government and people of Papua New Guinea on the 51st anniversary of independence.

This is a day to celebrate Papua New Guinea’s rich cultural heritage and the strength of its people, and to honour those who helped shape the nation. It is also an opportunity to reflect on the future that today’s generation will leave for those who follow.

Papua New Guinea’s forests, rivers and seas sustain livelihoods and are central to the country’s identity. Protecting this natural wealth while expanding green economic opportunities is essential to lasting prosperity. GGGI is honoured to support the country’s efforts to pursue development that benefits communities and strengthens their resilience to climate change.

Our work together is guided by practical priorities: helping communities access reliable clean energy and water, supporting sustainable agriculture, strengthening infrastructure, and improving access to finance for climate action. These efforts must translate into better livelihoods and opportunities for people across the country.

We recognise the leadership of our government partners, including the Climate Change and Development Authority, the Bank of Papua New Guinea, the National Energy Authority, the Department of National Planning and Monitoring, the Department of Treasury, the Department of Works and Highways, Water PNG, and provincial governments. Their collaboration is vital to advancing the country’s development priorities.

We also acknowledge BSP Financial Group, Kina Bank, MiBank, Mama Bank and other financial institutions for their role in supporting businesses and expanding access to green climate finance. We are grateful to our development partners, including the Agence Française de Développement, the New Zealand Ministry of Foreign Affairs and Trade, the Government of Australia, the United Kingdom, the Government of Luxemburg and the Green Climate Fund for their continued support and cooperation.

Above all, we celebrate the people of Papua New Guinea: the communities caring for their land and coastlines, the farmers and entrepreneurs sustaining local economies, and the young people bringing new ideas and aspirations to the nation’s future. Their knowledge and participation must remain at the heart of development.

As Papua New Guinea marks 51 years of independence, GGGI reaffirms its commitment to working alongside the Government, communities and partners to turn climate ambition into investments that improve lives. Together, we can help build a future in which prosperity is shared and the country’s natural heritage is protected for generations to come.

🌿 Turning Climate Projects into Investment Opportunities in Papua New Guinea 🇵🇬🌏

"Green capital can only be mobilised when there is a credible pipeline of well-prepared, bankable green projects."

That was the message shared by Mr. Muhammad Ali Shaikh, GGGI Country Representative for Papua New Guinea, Solomon Islands, and Vanuatu, during the AFI Global Policy Forum 2026 Policy Studio, "Green Finance in Action: From Policy to Impact," held earlier this month at APEC Haus in Port Moresby.

The discussion focused on how countries can transform climate and green development priorities into bankable investments that attract financing and deliver sustainable impact.

Papua New Guinea has identified approximately USD 2.56 billion in climate-aligned project demand, highlighting significant opportunities for green investment. However, many projects still require further preparation to become investment-ready.

GGGI is supporting this process through provincial investment planning across seven provinces and the development of a national pipeline of 34 green growth and climate-resilient project concepts. This includes support for projects with the Department of Works and Highways, Water PNG, community-based climate resilience initiatives in East Sepik Province, and water security investments in New Ireland Province.

The Policy Studio brought together policymakers, regulators, financial institutions, and project developers to discuss how strong policy frameworks, project preparation, and innovative financial instruments can work together to unlock climate finance and accelerate sustainable development outcomes.

🤝 GGGI extends its appreciation to AFI and the Bank of Papua New Guinea for organizing this valuable platform and thanks CCDA, AFD, MFAT, and the Government of Australia for their ongoing partnership and support.

🌿 Sharing Papua New Guinea's Inclusive Green Finance Success Story at AFI 🇵🇬🌏

GGGI was proud to participate in the 15th Meeting of the Inclusive Green Finance Working Group (IGFWG) of the Alliance for Financial Inclusion (AFI), hosted by the Bank of Papua New Guinea (BPNG) in Port Moresby.
At Technical Session 1, Mr. Muhammad Ali Shaikh, GGGI Country Representative for Papua New Guinea, Solomon Islands, and Vanuatu, presented Papua New Guinea's inclusive green finance journey and highlighted the significant progress achieved through collaboration between government institutions, regulators, financial institutions, and development partners.

The presentation showcased several key milestones, including the launch of the Inclusive Green Finance Policy in 2021, the establishment of the Green Finance Centre within BPNG in 2024, and the rollout of important financial mechanisms designed to support green investment. These include the Green Refinancing Facility with participation from BSP Financial Group, Kina Bank, MiBank, and Mama Bank, the development of a Green Guarantee Facility, the advancement of the PNG Green Taxonomy, and the preparation of Environmental and Social Risk Management (ESRM) Guidelines.

The discussion aligned Papua New Guinea's experience with AFI's 4P Framework for Inclusive Green Finance while introducing a fifth pillar, Preparation, to reflect the unique climate and development needs of Pacific Island countries. Participating banks have already identified a pipeline of approximately PGK 270 million in potential green lending opportunities.

🤝 Since 2021, GGGI has worked alongside BPNG, CEFI, and CCDA, with support from AFD and MFAT, to strengthen inclusive green finance in Papua New Guinea.

We thank AFI and BPNG for providing a valuable platform to share PNG's experience with partners and regulators from across the region. GGGI remains committed to supporting innovative financial solutions that drive sustainable growth, climate resilience, and financial inclusion for all Papua New Guineans.

🌿 Strengthening connections beyond the workplace

On 14 August 2026, GGGI’s Papua New Guinea team came together for an outing to Fisherman’s Island following the PNG Greenpreneurs Initiative (PGI) graduation.

Colleagues from Port Moresby and our provincial officers enjoyed a day of beach games, shared meals and team activities, a welcome opportunity to recharge and connect outside their usual work environment.

With colleagues working across different provinces, opportunities to spend time together are especially valuable. The outing provided space to share experiences, build relationships and strengthen the sense of belonging that supports our everyday work.

Thank you to everyone who helped organise the day and to all colleagues for their participation and team spirit. Supporting staff wellbeing and maintaining a connected, collaborative team are important to how we work together to advance green growth in Papua New Guinea.

🌿🚧 Department of Works and Highways Leads Inception Meeting for the Trans-National Highway: 9-mile (Lae) to Bulolo Town Project 🚧🌿

On 13 July 2026, the Department of Works and Highways (DoWH) brought together key government agencies, development partners, and technical experts to launch preparations for the proposed Trans-National Highway section between 9-mile in Lae and Bulolo Town Project in Morobe Province.

The project aims to strengthen the resilience of the vital Nine Mile–Bulolo Road Corridor, helping protect communities, businesses, and industries from the increasing impacts of flooding, landslides, erosion, and extreme weather events.

The corridor serves as a critical transport link that supports:
✅ Movement of people and goods
✅ Agriculture and local trade
✅ Mining and forestry operations
✅ Access to education, health, and other essential services

During the meeting, stakeholders agreed on a roadmap for project preparation, including climate risk assessments, engineering studies, environmental and social assessments, and technical planning activities.

Secretary for Works and Highways, Mr. Gibson Holemba, highlighted the importance of the corridor, describing Bulolo Road as a vital economic lifeline for Morobe Province and Papua New Guinea.

Morobe Governor Hon. Renbo Paita welcomed the initiative, noting that resilient infrastructure will help unlock economic opportunities, improve livelihoods, and strengthen connectivity across the province.

The project is supported through collaboration between DoWH, CCDA, Morobe Provincial Government, AIIB, GGGI, TSSP, DFAT, and the Australian High Commission in PNG.

Together, these partnerships are helping build a more connected, climate-resilient, and prosperous future for Papua New Guinea.

🇹🇷🤝🇵🇬 GGGI PNG Welcomes the First Turkish Ambassador to Papua New Guinea

The Global Green Growth Institute (GGGI) Papua New Guinea Office was honoured to welcome Her Excellency Ms. Bilgin Özkan, Ambassador of the Republic of Türkiye to Papua New Guinea, for a courtesy visit to the GGGI PNG Office in Port Moresby.

Her Excellency met with GGGI PNG Country Representative, Muhammad Ali Shaikh, Private Sector Advisor, Rahnuma Sultana and Senior Energy Officer, Devesh Singh, where they exchanged views on Papua New Guinea's sustainable development priorities and explored opportunities for collaboration in climate action, green growth, resilience, and sustainable investment.

The visit comes at a significant milestone in the growing relationship between Türkiye and Papua New Guinea, following the establishment of Türkiye's diplomatic mission in Papua New Guinea in March 2026. As Türkiye's first Ambassador to Papua New Guinea, Her Excellency's appointment reflects the country's expanding international engagement and commitment to strengthening partnerships across the Pacific region.

Discussions also acknowledged the importance of international cooperation in addressing the global climate crisis, particularly as Türkiye and Australia are co-hosting the lead-up to COP31, reinforcing a shared commitment to advancing ambitious climate action and sustainable development.

GGGI PNG welcomed the opportunity to engage with Her Excellency and looks forward to exploring future areas of cooperation that support Papua New Guinea's green growth ambitions, climate resilience, and sustainable economic development.

📢 Join GGGI as a Pre-Feasibility Study Consultant for a Biodiesel Project in PNG!

The Global Green Growth Institute - GGGI is seeking a highly qualified expert to conduct a comprehensive pre-feasibility assessment for biodiesel production and electricity generation in East New Britain Province, Papua New Guinea. Supported by the Australian Government Department of Foreign Affairs and Trade (DFAT) under the Climate FIRST project, this study aims to assess the viability of biodiesel production and lay the groundwork for future private sector investment.

In this role, you will assess the technical, commercial, and financial viability of biodiesel production using locally available agricultural feedstocks. You will map supply chains, model production costs, and assess private sector participation models—including IPP and PPP structures—that could catalyze renewable energy generation and productive economic activity in the region.

Key responsibilities include:

- Conducting feedstock and market demand assessments across East New Britain and New Ireland provinces.

- Developing preliminary financial models to determine project bankability and cost competitiveness.

- Assessing environmental and social impacts and the regulatory landscape for biofuel development.

- Conducting stakeholder consultations with government counterparts, industry representatives, and development partners to inform the assessment.

Requirements: Candidates should hold an advanced degree in renewable energy, chemical engineering, energy economics, or a related field, with 8–10 years of professional experience in bioenergy systems and renewable energy project development. Demonstrated expertise in techno-economic analysis, financial modelling, and assessing private-sector-led investment models is essential.

In this role, you will assist with primary and secondary data collection, help prepare technical briefs and presentations, and support the coordination of internal and external meetings with key government and stakeholder partners, contributing to the delivery of GGGI’s climate finance services in the country.

Requirements: Candidates must be Papua New Guinea Nationals or hold a valid work permit to work in PNG, should be currently enrolled in (or a recent graduate within the last 12 months of), have a Bachelor’s or Master’s program in Finance, Accounting, Economics, or a related field.
