Prime Minister Hon. James Marape has responded to recent comments made by Ialibu-Pangia MP and former Prime Minister Hon. Peter Oโ€™Neill in The National newspaper today, describing them as โ€œmisguided and selectiveโ€ and urging the Opposition leader to focus on facts and results rather than political rhetoric.

Prime Minister Marape said that since taking office in May 2019, his Government has worked tirelessly to rebuild the economy, restore fiscal discipline, and redirect public investments to impact ordinary Papua New Guineans โ€” in contrast to the weakened economic and fiscal conditions inherited from the previous administration.

โ€œPeter Oโ€™Neill calling out my performance is like the pot calling the kettle black. We picked up the country he destroyed, and now we are putting it back on a path of growth,โ€ Prime Minister Marape said.

โ€œIt was a K79 billion economy when we took office in 2019. Despite global crises and the tax reliefs we extended to businesses and workers, our economy has grown to over K130 billion โ€” adding more than K50 billion in such tough times.โ€

The Prime Minister said prudent management and decisive policy interventions have restored investor confidence, unlocked stalled projects, and positioned PNG as a stronger, more resilient economy for the next decade.

โ€œAsk ADB, IMF, World Bank, Westpac, ANZ, BSP, the Central Bank, or even our own superfunds such as NASFUND and Nambawan Super โ€” they will confirm that our economy today is far improved compared to the declining years of 2014 to 2018 when our economy was in recession,โ€ he said.

Prime Minister Marape highlighted that under his leadership, key resource projects โ€” including Porgera, Papua LNG, Pโ€™nyang, Pasca A, and Wafi-Golpu โ€” have been renegotiated to secure fairer benefits for the State and landowners.

โ€œUnlike in the past, where major projects were signed with minimal returns to our people, this Government has made it mandatory that PNG gets better equity, better local content, and better long-term value,โ€ he said.

โ€œThe days of signing away our resources cheaply are over. Every negotiation since 2019 has been about ensuring that our children benefit from the wealth beneath our land.โ€

He said these projects, collectively valued at more than K300 billion in total investment, will create tens of thousands of jobs, boost exports, and strengthen foreign reserves in the years ahead.

The Marape Government has delivered key reforms and investments directly benefiting the people, including:

Education: Tuition-Free Education fully restored, with record budget allocations across all levels. School rehabilitation continues nationwide, and top-performing students are supported through the National STEM Scholarship to study overseas in science and engineering fields.

Health: New District Hospitals and Community Health Posts have been built or upgraded in over 50 districts. Major facilities include the East Sepik Provincial Hospital, Enga Provincial Hospital, Boram Hospital, and Mendi Provincial Hospital.
At Port Moresby General Hospital, for the first time in PNGโ€™s history, kidney transplant and open-heart operations were successfully conducted in 2025, with a new Cancer Treatment Facility soon to be operational.

โ€œIn 2019, I said we would deliver specialist medical services by 2025 โ€” and we have done so. These services for cancer, kidney, and heart care are now available, and similar programs will roll out to other major hospitals,โ€ PM Marape said.

Law and Order: Increased funding for Police, Judiciary, and Correctional Services; new police housing; and strengthened institutions such as the Independent Commission Against Corruption (ICAC).

Infrastructure: Over 6,000 kilometres of roads rehabilitated or constructed since 2019; continued investment in Connect PNG and national energy grid projects; and major port upgrades in Lae, Port Moresby, and regional centres.

SMEs and Agriculture: The establishment of the SME Credit Guarantee Scheme, Agriculture Price Support Program, and concessional financing through the National Development Bank to empower local entrepreneurs and farmers.

โ€œThese are not empty promises โ€” these are results that can be seen and touched by our people across the country,โ€ PM Marape said.

Responding to Mr. Oโ€™Neillโ€™s claims on debt and borrowing, Prime Minister Marape clarified that all loans under his Government have been transparent, concessional, and focused on nation-building unlike previous commercial loans that lacked accountability.

โ€œThe debt we are carrying today is being used to build roads, hospitals, classrooms, power lines, and digital infrastructure โ€” not to pay inflated contracts or cover up wastage,โ€ he said.

He added that PNGโ€™s partnerships with the IMF, World Bank, ADB, and the Australian Government are based on fiscal discipline and transparency, reflecting restored international confidence in PNGโ€™s economic governance.

โ€œWe are not beholden to any foreign power. We are engaging responsibly to grow our economy and secure our future. That is called leadership โ€” not dependency,โ€ he said.

With Parliament scheduled to resume tomorrow (Tuesday, 28 October 2025) for the tabling of the 2026 National Budget, Prime Minister Marape said the focus will remain on consolidating growth, reducing debt, and improving service delivery.

โ€œThe 2026 Budget will show a clear path to fiscal balance, more investment in rural districts, and continued focus on law and order, health, education, and infrastructure,โ€ he said.

โ€œWe are not here to rewrite history or point fingers. We are here to rebuild our country. I respect all leaders, including Mr. Oโ€™Neill, but I will let our record and our peopleโ€™s verdict in 2027 speak for themselves.โ€

Commending the Minister for Petroleumโ€™s Leadership on the Papua LNG Development Forum

The announcement by Minister for Petroleum Hon. Jimmy Maladina last week, confirming preparations for the Papua LNG Development Forum, marks an important step forward for one of Papua New Guineaโ€™s most transformative resource projects.

Minister Maladinaโ€™s directive to the State Negotiation Team to begin coordination with TotalEnergies demonstrates decisive leadership and a results-driven approach โ€” exactly what the petroleum sector needs as the State pushes toward an early Final Investment Decision (FID).

The Papua LNG Project is not just another resource development; it represents a national opportunity to generate broad-based economic growth, create jobs, and deliver long-term benefits to landowners and local communities. By ensuring that the Development Forum is conducted transparently and inclusively, the Minister is reinforcing confidence in the process and ensuring that every stakeholder โ€” from the State to project partners and landowners โ€” is given a fair and credible platform.

Minister Maladinaโ€™s emphasis on accountability, governance, and equitable benefit-sharing reflects the Marape-Rosso Governmentโ€™s broader policy direction: to maximise national value from resource development while maintaining a stable investment climate.

The signing took place on 25 October 2025 at the National Convention Centre in Hanoi, Viet Nam. Mr. Steven Matainaho, Secretary of the Department of Information and Communications Technology (DICT), signed on behalf of the State under the authorization of Foreign Minister Hon. Justin Tkatchenko, MP. He was accompanied by Mr. Oala Moi, Chief Legal Officer of NICTA, who participated in the 2024 treaty negotiations.

This follows two recent Cabinet decisions for PNG to ratify international conventions on cybercrime, making Papua New Guinea one of the few Pacific nations to begin the ratification journey for these critical international frameworks. Next month, PNG is expected to deposit an accession instrument for the Budapest Convention on Cybercrime, further strengthening its international commitments.

Acceding to both the Hanoi Convention and the Budapest Convention will provide a strong foundation for:

โ— Enhanced international cooperation,

โ— Harmonized national laws, and

โ— Coordinated responses to digital threats.

Cybercrime is one of the fastest-growing global challenges, with losses exceeding USD 9.5 trillion in 2024 and projected to surpass USD 10.5 trillion in 2025. It affects citizens, economies, and governments alike, demanding cross-border collaboration to protect digital trust and security.

The DICT, as the policy and legislative authority on cybercrime, will now work with the United Nations and the Council of Europe to review and modernize PNGโ€™s national laws and institutions. This includes:

โ— Updating the Cybercrime Code Act and Electronic Transactions Act,

โ— Introducing Digital ID, Cybersecurity, and Data Protection legislation, and

โ— Strengthening coordination between DICT, the National ICT Authority, the Police Cybercrime Unit, and the upcoming eSafety Directorate.

These reforms represent a major milestone for PNGโ€™s digital sector, ensuring the country is prepared, protected, and resilient in the digital age.

The United Nations Convention Against Cybercrime was adopted by the UN General Assembly in December 2024 and will enter into force 90 days after ratification by the 40th signatory.

Prime Minister Hon. James Marape has launched the landmark Reset PNG@50 reform blueprint โ€” a bold national plan to guide Papua New Guineaโ€™s next 20 years of development, governance, and nation-building.

Speaking at the University of Papua New Guinea on 23 October 2025, PM Marape called on every Papua New Guinean to reflect on 50 years of independence and work together to reset the nationโ€™s mindset and systems for the future.

The Reset PNG@50 blueprint outlines five key priorities:
1๏ธโƒฃ Uphold the Constitution and restore integrity in governance
2๏ธโƒฃ Advance human development in education, health, and infrastructure
3๏ธโƒฃ Strengthen evidence-based governance and data systems
4๏ธโƒฃ Drive smart and sustainable economic growth
5๏ธโƒฃ Ensure delivery, accountability, and public service reform

PM Marape said:

โ€œWe must reset our hearts before we can reset our systems. You donโ€™t need to be Prime Minister to contribute โ€” wherever you are, do your part.โ€

He described the 2025โ€“2045 period as โ€œour most important windowโ€ for national transformation, urging citizens to uphold honesty, discipline, and unity in building the PNG we want.

UPDATE ON POLICE PERSONNEL ATTACHED TO LOGGING SITES

Following recent concerns raised regarding police involvement with logging companies, Deputy Commissioner Operations Samson Kua has provided the following clarification:

โ€œThere is no official police unit attached to any logging site across the country.
However, there are a few local police officers from Daru Police Station who are currently attached to a logging operation in that area. Apart from this, no formal deployments exist at other logging sites.โ€

In light of this, the Ministry has directed that:

โœ… A physical headcount and verification exercise be conducted in all known logging areas identified as hotspots.
โœ… All Divisional Commanders are to recheck and confirm the status of any personnel allegedly engaged in such deployments.
โœ… The final report is to be submitted through the Deputy Commissioner (Operations) to the Office of the Minister for Police for review.

This exercise is to ensure discipline, lawful deployment, and accountability in all RPNGC operations.

PNG Fans to Meet Brisbane Broncos Premiership Winners in Port Moresby

Rugby league fans in Papua New Guinea will have the chance to meet their NRL heroes this afternoon as the Brisbane Broncos 2025 Premiership-winning team hosts a meet-and-greet session at Vision City, Port Moresby, from 1:00pm to 2:30pm. ๐Ÿ†๐Ÿ‡ต๐Ÿ‡ฌ

The event is part of the Broncosโ€™ visit to Papua New Guinea, celebrating their 2025 NRL Premiership victory and recognising the countryโ€™s passionate rugby league supporters.

Fans will be able to take photos, collect autographs, and meet star players including Captain Adam Reynolds, Ezra Mam, Ben Hunt, and David Mead.

The visit highlights the strong cultural and sporting bond between Australia and Papua New Guinea, with rugby league continuing to unite communities across both nations.

Everyone is encouraged to come along, wear their team colours, and be part of this historic celebration.
