PNG Health Sector Reunites Partners to Strengthen Frontline Response to GBV

Gender Based Violence (GBV) remains a national crisis in PNG, with some of the highest rates in the world and significant impacts on families, communities and the health system.

Last week in Port Moresby, NDoH convened the Technical Working Group (TWG) meeting on Sexual and Gender-Based Violence (SGBV), bringing together key partners from Department of National Planning and Monitoring, Department of Education, Community Development and Gender Equality sectors, UNFPA, and other civil society stakeholders.

PNG's health sector has now revived its TWG for SGBV, marking a significant milestone in the nation's efforts to strengthen its response to one of the country's most pressing social and health challenges.

With support from the Australian Government through the PNG Australia Transition to Health (PATH) Program and UNFPA, the TWG endorsed a review of the In-Service SGBV Training Package and acknowledged that addressing GBV requires collaborative efforts that extend beyond the health sector alone.

Dr Lutty Amos, Executive Manager of Population and Family Health at NDoH, outlined the formal governance process and stressed that the training manual must undergo a robust review before endorsement, with Provincial Health Authorities to be involved.

Dr Ramez Alhazzaa, First Secretary – Health at the Australian High Commission, reaffirmed Australia’s commitment to supporting PNG’s efforts to strengthen frontline health responses and combat GBV.

This milestone highlights that addressing GBV requires collaboration beyond the health sector, uniting partners to protect vulnerable communities and improve health outcomes nationwide.

𝗪𝗲𝘄𝗮𝗸, 𝗘𝗮𝘀𝘁 𝗦𝗲𝗽𝗶𝗸 – 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟲, 𝟮𝟬𝟮𝟱: The East Sepik Provincial Health Authority (ESPHA) has enforced tough new measures to stamp out the illegal street sales of medical drugs smuggled from health facilities either within or outside the province. The Authority has condemned the involvement of any officers in this practice, describing it as deeply unethical and a direct breach of Papua New Guinea National Department of Health (NdoH) and ESPHA’s Code of Conduct. Any officer found participating in these activities will face severe disciplinary action, including immediate termination.

These strict laws were instituted under the directive of the ESPHA Board, with the full backing of the Senior Executive Management (SEM), to tighten the monitoring, control, and accountability of medical drugs and consumables across the province.

The ongoing Annual Review Meeting at the Village Inn Hotel in Wewak has raised concerns for these practices to be eliminated in Wewak and townships in the province. The unauthorized sale of medical drugs remains a serious and persistent concern, undermining the availability of essential medicines in health facilities throughout East Sepik Province and Papua New Guinea as a whole. This act is a criminal offense punishable by law under the Medicines and Cosmetics Act 1999 and other relevant legislation, and offenders can face severe penalties for engaging in such activities.

ESPHA urges all partners, stakeholders, and members of the general public to immediately report any officers suspected of engaging in this serious misconduct to its Senior Executive Management (SEM). Protecting the integrity of the health system and ensuring uninterrupted access to essential medicines is a shared responsibility.

Joint NDOH/UNICEF End of Year Review and Planning

This morning's meeting was officially opened by Acting Deputy Secretary National Public Health Dr Peniel Boas.
Dr Boas commended UNICEF for supporting the NDOH on important programs aimed at saving lives of our mothers and children.
UNICEF Chief of Health Dr Satish Gupta provided overview of the meeting objectives thus the Agenda for the review.
The review is for the next two years, from 2026-2027.
