The Welfare Section under the Human Resource Division of the Royal Papua New Guinea Constabulary (RPNGC) has expanded its Welfare Awareness Program to Central and Gulf Provinces, focusing on spouses and children of police officers and officers with chronic illnesses.

This initiative follows successful sessions in police barracks across the National Capital District (NCD), where data revealed significant gaps in family awareness of welfare services. This is a first of its kind for such programs to be rolled out beyond Port Moresby which highlights the Constabulary’s commitment to improving the wellbeing of its members and their families.

The program recognizes that the welfare of officers’ families directly affects workplace performance. By educating spouses, particularly policemen’s wives and children, the Welfare Section aims to empower families to navigate entitlements, legal processes, and health challenges more effectively.

Inspector Susan Rumints, Officer-in-Charge of Police Welfare, said the program was initiated after learning about troubling cases where spouses were left uninformed.

“One of the common issues is when policemen’s wives come forward after their husbands pass on to claim entitlements, only to discover they were not registered as the legal spouse. In some cases, multiple women dispute his final entitlements claiming they have children with the deceased. It is heartbreaking to witness these situations,” Insp Rumints explained.

The initiative aligns with national and organizational frameworks:
 PNG Vision 2050: advancing human capital development by safeguarding the health and longevity of security personnel.

 RPNGC Corporate Plan: fostering a disciplined and motivated force through accessible HR services.

 Risk Mitigation: addressing premature mortality and chronic illness that disrupt operational continuity and increase recruitment costs.

The program covers a wide range of issues affecting police families. The topic of discussion includes;
1. Welfare Services – overview of support and advocacy.
2. Entitlement Abuse – consequences of extramarital affairs and misuse of leave.
3. Family Protection Act – legal safeguards for domestic safety.
4. Domestic Violence – internal reporting and assistance procedures.
5. Marriage & Maintenance Laws – guidance on civil registry and legal processes.
6. Financial Literacy – savings and retirement planning.
7. Spiritual Guidance – promoting ethical conduct and resilience.
8. Health & Wellness – screenings and chronic disease education.
9. Legal Administration – updating personal records and next-of-kin data.
10. HR Compliance – rights, benefits, and disciplinary standards.

The program kicked off on Friday, May 22, 2026, starting with Moreguina Police Station of Cloudy Bay LLG in Abau District, then to Kupiano Police Station and Upulima Police Station in Abau District. The Welfare Team then visited Kwikila and will continue at Sogeri later this week.

Inspector Rumints expressed gratitude to RPNGC management for supporting the initiative, stating that it is expected to give spouses greater clarity on their welfare rights and responsibilities.

“It is anticipated that after this program, spouses will know where they stand in terms of welfare and can take the necessary steps to resolve issues. The Welfare Office is here to guide them through,” she said.

Twenty police officers in Enga complete defensive Tactics Training in Mt Hagen Kimininga police Barracks

TWENTY police officers from the Public Safety and other divisions in Enga have taken a significant step in building its capability by completing a Defensive Tactics training program at the Kimininga Police Barracks in Mount Hagen, Western Highlands Province with a second intake of fifteen (15) members currently undergoing the training as well.

The training is made possible with the support of the Papua New Guinea-Australia Policing Partnership (PNGAPP). The training, covering weapons handling, drills, ground control, batons, restraint techniques, and close-quarters defensive responses were delivered to the members following a formal request by the Enga Provincial Police Commander (PPC) through the Office of the Commissioner of Police.

The PNGAPP, as Papua New Guineans know well, is a partnership that exists on PNG's terms.

ENGA Provincial Police Commander (PPC), Chief Superintendent, Steven Harris said the training was a direct response to an unacceptable pattern of violence against his officers.
"The welfare and safety of my officers is paramount, and it is non-negotiable. We have seen a troubling spate of attacks on police members in Enga that have resulted in injuries, and that must stop.

“Our officers put themselves in harm's way every day to protect this community, and they deserve every skill and resource so they can go home safely at the end of their shift. And this training is part of delivering on that obligation,” PPC Harris said.

"I should say that as someone who has been embraced by the people of Enga, welcomed with a generosity, custom and warmth that will stay with me for the rest of my life, I have enormous respect for this province and its people.

“Enga is extraordinary and anyone stationed here will tell you, not for the faint-hearted. Our members made the trip to Mount Hagen for the training, and I completely understand why that arrangement suited everyone. If that was the concession required to get this program across the line, it was a very easy one to make,” PPC Harris said.

PPC Harris expressed strong gratitude to the Commissioner of Police, PNGAPP, and the Provincial Police Commander Western Highlands for their combined roles in making the program possible for his officers.

"I am deeply grateful to the Commissioner of Police for actioning this request through his office, and to PNGAPP for deploying their instructors and supporting our members through this program. This partnership works because it respects the RPNGC and when it operates on that basis, it delivers real results, and this training is evidence of that.

"I also wish to extend my sincere gratitude to the Western Highlands Provincial Police Commander, Chief Superintendent, John Sagom, for his generosity in making his facilities available to accommodate and train our Enga members in Mount Hagen. His support made this possible, and it reflects the kind of inter-provincial cooperation that makes the RPNGC stronger as a whole,” PPC Harris said.

PPC Harris said discipline, professional and high-performing officers will have his full and unwavering support, the support of RPNGC top management, the National Government, and the Enga Provincial Government who continue to provide exceptional backing for policing in the province.

He said this support flows to the officers who earn it through their conduct and commitment to the people of Enga. The expectations are clear and the standard is not negotiable.

PPC Harris said the training concluded with a graduation ceremony where the participants received certificates of completion. He said the second group is currently progressing through the same program in Mount Hagen this week.

662 Recruits Commence Training at Bomana National Centre of Excellence

The Royal Papua New Guinea Constabulary (RPNGC) today officially commenced training for 662 new recruits at the Bomana National Centre of Excellence (NCoE) in the National Capital District. This marks the second intake for 2025.

Deputy Commissioner of Police and Chief of Administration, Dr. Philip Mitna, officiated the opening ceremony said this is history in the making for the Constabulary

“The College was originally built to accommodate 200–300 recruits per intake, but today we have tripled that number,” Dr. Mitna said.

He said since 2008, the government has tasked the Constabulary to produce 10,000 police personnel to meet the United Nations recommended standard ratio of one police officer to 450 citizens. Increasing numbers will remain our priority for the next three to five years, but quality will not be compromised.

Dr. Mitna congratulated the recruits for successfully passing through the thorough online recruitment process and urged them to uphold self-discipline throughout their careers.

“You have done the hard yards and are halfway there. The next six months of training will demand effort and discipline. Enforced discipline will guide you, but self-discipline is what will sustain you as police officers,” he said.

Assistant Commissioner of Police Training, Mr. Silva Sika, also addressed the recruits, commending them for their achievement and reminding them of the challenges ahead.

“You are stepping into an institution with a remarkable history of producing the nation’s human capital. The training will be rigorous and intensive, and expectations will be high both inside and outside the classroom. You must meet those expectations honestly,” Mr. Sika said.

There are about 28,106 applicants that applied to be part of this group right across the country, 715 passed all the necessary process and were selected for training, 26 had declined the offer, 689 were on board into the collage for training, 27 were removed after a second medical check that was conducted before commencement of training. Present now are 662 on record, 583 males and 79 females.

The Constabulary remains committed to building a disciplined, professional police force that serves the people of Papua New Guinea with integrity.

Twenty traffic officers were awarded certificates on Friday, 15 May 2026, after completing a six-week intensive Method of Instructional Training (MIT) course at the Bomana National Centre of Excellence (NCoE) in the National Capital District (NCD).

This marks the first formal training for traffic officers after more than 20 years. Participants included 17 officers from the Royal Papua New Guinea Constabulary (RPNGC) Traffic Division, two from the Road Traffic Authority (RTA), and one from the Department of Transport (DoT).

Deputy Commissioner of Police Special Operations Donald Yamasombi, delivering the keynote address, highlighted the significance of the training as a collaborative effort among key government agencies. He linked the initiative to the government’s Connect PNG program, which is expanding road networks across provinces.

“What the people want to see is proper management of the traffic system. Without it, road users will live in fear,” Yamasombi said.

He urged officers to use their training to identify gaps, develop new training packages, and build public trust in road safety.

Superintendent Joe Joseph, speaking on behalf of the class, described the program as the beginning of a new era.

He noted that since the enactment of traffic legislation in 2010 and 2014 respectively, officers had not received proper training to enforce the laws.
“The narrative has now changed. We are equipped to carry out our duties and charge offenders where necessary,” Joseph said.

He added that MIT also taught officers how to structure speeches and communicate effectively, skills they will now pass on as certified instructors alongside Bomana Traffic School trainers.

Assistant Police Commissioner (ACP) for Training Silva Sika reminded graduates that they had achieved instructor level competency and could be called upon to deliver future courses.

ACP Traffic John Kolopen congratulated the officers, urging them to perform their duties diligently while enjoying their work. He commended their perseverance through sleepless nights and challenges during the training.

Course Manager Senior Sergeant Barbra Kiso explained that MIT was designed to help officers adopt new approaches in their daily duties, broaden perspectives, and improve workplace management.

“This course inspires members to be leaders in their areas of duty and strengthens their communication abilities,” she said.

The training reflects growing collaboration among RPNGC, RTA, and DoT, with the shared goal of advancing road safety in Papua New Guinea.

The Royal Papua New Guinea Constabulary (RPNGC) has marked a historic milestone, announcing that for the first time, more than 700 recruits will undergo police training at the National Centre of Excellence (NCoE) in Bomana, National Capital District.

A total of 715 candidates were shortlisted for the second batch of 2025 recruits, drawn from the Highlands, New Guinea Islands, and the southern provinces of NCD, Central, and Gulf.
These recruits will undertake a six-month intensive training program at the NCoE.

Of the shortlisted candidates, 27 declined the offer, while 688 have confirmed their acceptance and are now in Bomana preparing for training. Among them are 85 women, reflecting the Constabulary’s ongoing commitment to gender equity in law enforcement.

In previous years, the RPNGC could only accommodate 250 to 300 recruits per intake. However, the expansion of training facilities at Bomana has enabled the Constabulary to meet the government’s directive to increase intake numbers. This second batch of 2025 recruits is a direct result of that capacity boost.

Breakdown of confirmed recruits by region:
Highlands Region: Eastern Highlands (31), Simbu (50), Jiwaka (22), Western Highlands (41), Enga (5), Southern Highlands (13)

New Guinea Islands Region: Manus (15), West New Britain (28), East New Britain (40), New Ireland (7), Autonomous Region of Bougainville (8)
Southern Region: NCD (315), Central (58), Gulf (19)

The RPNGC has also announced that the call for applications for the 2026 Regular Recruit and Police Cadet programs will be released later this month, offering more opportunities for aspiring officers to join the force.

Parnell Assurance PNG today presented a Suzuki Jimny vehicle to the Royal Papua New Guinea Constabulary (RPNGC) at the National Police Headquarters in Konedobu, NCD.

The vehicle will support the Insurance Section of the Human Resource Management Directorate, enabling the team to deliver insurance services more effectively to Constabulary members.

Parnell Assurance PNG has served as the Constabulary’s health insurer for the past three years, covering 80 percent of medical costs while members contribute the remaining 20 percent.

During the handover, Parnell Assurance Executive Officer Johnson Rajan said the donation was intended to ease logistical challenges faced by the Insurance Team.

Acting Assistant Commissioner of Police (ACP) for Human Resource, Gaiwary Tinga, expressed gratitude for the support, noting that the vehicle will be vital in assisting members who travel from outside centres for medical care.

“There are times when our members arrive at odd hours and need transport between the airport, hospital, or accommodation. Having a dedicated vehicle will greatly improve our ability to provide timely assistance,” ACP Tinga said.

He added that mobility is essential for efficient service delivery, especially given Papua New Guinea’s weather, road conditions, and law and order challenges.

“Parnell Assurance has been a strong partner over the past three years, and we thank them for understanding our needs and continuing to support the Constabulary,” ACP Tinga said.
