A Historic Milestone for the Road Traffic Authority 🇵🇬

Today marks a proud and historic achievement for the Road Traffic Authority (RTA) as we officially remitted K20 million to the PNG Road Fund. These funds were collected through road user fees from vehicle registration and licensing and will now be invested back into maintaining and improving our nation’s roads.

This is the first time in RTA’s history, since its establishment in 2014, that such a significant remittance has been made to the PNG Road Fund. It reflects a new era of accountability, sound financial management, and responsible governance.

This remarkable achievement is a testament to the visionary leadership of Acting Chief Executive Officer Mr. John Daveona Avira, together with the dedicated RTA Board, management, and staff, whose commitment has transformed the Authority’s performance.

We also extend our sincere appreciation to Mr. Samuel Penias, Chairman of the PNG Road Fund Board and Secretary for the Department of Finance, together with the PNG Road Fund Board of Directors, for warmly receiving this presentation. Their confidence, pride, and support of the RTA Board and management demonstrate the strong partnership between our institutions in delivering better roads for all Papua New Guineans.

The K20 million will be administered by the PNG Road Fund to support road maintenance projects across the country, creating safer roads, better connectivity, and improved economic opportunities for our people.

This is more than a cheque—it is a symbol of transparency, accountability, and a renewed commitment to nation-building.

Together, we are building a stronger Road Traffic Authority and a better Papua New Guinea.

Thursday 9th July 2026, Lae, Papua New Guinea — The Road Traffic Authority (RTA) and the Morobe Provincial Government today signed a landmark Memorandum of Understanding (MoU) aimed at improving road safety, service delivery, and benefit-sharing between the National RTA and provincial authorities.

The MoU provides for the delegation of specific RTA functions to the Morobe Provincial Government Land Transport Board, bringing critical road traffic services closer to the people of Morobe Province.

Acting Chief Executive Officer of RTA, Mr. John Avira, said the agreement is an initiative that is long overdue.

"It comes at the tail end of a nationwide regional policy consultations on RTA's Land Transport Policy for Road Traffic Regulatory Governance 2026-2035: Safe Mobility for All. That regional consultation started here in Lae for the Momase Region," said Mr Avira.

The emerging policy addresses issues of how RTA as the nationally mandated authority on road traffic regulations works with provincial authorities on land transport - specifically enhancing and ensuring quality all around as well as cost-sharing through benefits-sharing of revenue.

"This MOU is about partnership and bringing services closer to our people. By working directly with the Morobe Provincial Government Land Transport Board, we can ensure more efficient delivery of vehicle registration, driver licensing, educational awareness and enforcement for road safety programs in the province," Mr. Avira said.

The Road Traffic Authority remains committed to our vision for safe roads usage carried under the banner of "Safe Mobility For All".

This collaboration under the MOU will result in a better working relationship between the National RTA and provincial authorities, and ultimately safer roads for Morobe which serves as economic lifeline to the Okuk Highway's seven Highlands provinces and links through the Ramu Highway to Madang Province.

Under the MOU, both parties will work together on:
Benefit-sharing arrangements to support sustainable operations at the provincial level
- Delegation of RTA functions to the Morobe Provincial Government Land Transport Board including aspects of vehicle registration, driver licensing and authorised Traffic Enforcement Officers to do road inspections and issue Traffic Infringement Notices
- Joint enforcement and road safety awareness campaigns across Morobe Province
- Data sharing and coordination to improve compliance and monitoring of road traffic laws

Morobe Provincial Government through Governor Rainbo Paita and Finschhafen MP welcomed the partnership, noting that the delegation of functions will allow for faster, more responsive service delivery to communities within the province.

The RTA and Morobe Provincial Government will now establish a joint working committee to oversee the implementation of the MOU and ensure smooth transition of delegated functions.
