In 1994, at the Consultative and Human Rights seminar held in Port Moresby, attended by some 200 West papuans and concerned church and NGO leader's from Papua New Guinea and other Melanesian countries resolved to establish the West Papua National Congress, This was the forerunner to the formation of the West Papua New Guinea National Congress in April, 1996. ress ( WPNGNC ) under the leadership of Mr Micheal F. Kareth ( President of WPNGNC ) among other things:
A: Spearheaded a campaign to re-open the issue of West Papua Independence with the United Nations which was deleted from the list in 1969. this campaign has taken the WPNGNC delegation to the Solomon Islands, Vanuatu and The European Parliament in Brussels, Belgium. The visit to Brussels was made on the Invitation of the President of the European Parliament. B: Preparation of the constitution of the independence state of West Papua New Guinea. D: Preparation of the Political Charter. E: The Port Moresby declaration. It was at the office of the President of the European Parliament on 27th of November 1997, the West Papua New Guinea National Congress representatives read and proclaimed its independence from Indonesia. This matter was refered to the Security Council of the European Parliament.
