The Learning to Earning Pathways (LEaP!) Programme is a youth development initiative that seeks to empower young people to build fulfilling, productive, and sustainable futures through accessible learning and skills development opportunities. It is implemented by the Ateneo Learning and Teaching Excellence Center (ALTEC) of Ateneo de Zamboanga University (AdZU), the UNICEF Philippines, the National Youth Commission, and other partner agencies and organizations working together to strengthen youth employability, resilience, and lifelong learning.

Interested participants are encouraged to accomplish the pre-registration form to receive further instructions, activity details, and updates regarding access to the online rollout and enrollment procedures for the Sakto Skills Serye (SSS) courses.

This successful event was conducted by the Department of Social Welfare and Development (DSWD) under Pantawid Pamilyang Pilipino Program (4Pโ€™s) in partnership with the Municipal Social Welfare and Development Office (MSWDO) headed by ๐Œ๐ฌ. ๐Œ๐š๐ซ๐ข๐œ๐ก๐ฎ ๐ƒ๐š๐ง๐ญ๐ž๐ฌ, through the support of Municipal Mayor ๐€๐ญ๐ญ๐ฒ. ๐’๐ก๐ข๐ฆ๐จ๐ง๐ž๐ญ๐ญ๐ž ๐๐ž๐ซ๐š๐ฅ๐ญ๐š-๐…๐ซ๐š๐ง๐œ๐ข๐ฌ๐œ๐จ.

The program aimed to educate and inspire the youth to stand against bullying and illegal drugs while encouraging them to become responsible, respectful, and empowered members of society. Through this advocacy, participants were reminded of the importance of kindness, empathy, self-discipline, and making wise decisions that will lead them toward a brighter future.

During the morning session at New Washington National Comprehensive High School, an inspiring opening message was delivered by ๐Œ๐ซ. ๐‘๐ฎ๐ฌ๐ฌ ๐‹๐š๐ฐ๐ซ๐ž๐ง๐œ๐ž ๐ƒ๐š๐ง๐ญ๐ž๐ฌ, ๐Œ๐€๐ƒ๐€๐‚ ๐…๐จ๐œ๐š๐ฅ ๐๐ž๐ซ๐ฌ๐จ๐ง, who emphasized the importance of unity, guidance, and community cooperation in protecting the youth from harmful influences and negative behaviors. His message encouraged everyone to continue supporting programs that promote youth welfare, safety, and development.

One of the most inspiring parts of the event was the testimonial shared by ๐Œ๐ฌ. ๐Œ๐š๐ซ๐ฒ๐œ๐ก๐ข๐ง ๐†. ๐ˆ๐›๐š๐›๐š๐จ, ๐‹๐๐“, ๐‹๐˜๐ƒ๐Ž ๐’๐ญ๐š๐Ÿ๐Ÿ and a former Pantawid Monitored Child, who courageously shared her journey, experiences, and achievements. Her testimony became a source of motivation and hope for the participants, proving that with determination, support, and perseverance, every young person can overcome challenges and achieve success in life.

She also shared the inspiring words of Roselle Ambubuyog:

This powerful reminder encouraged the youth to embrace acceptance, understanding, resilience, and compassion toward others regardless of their differences and struggles in life.

To formally conclude the afternoon session at Ochando National High School, ๐Œ๐ฌ. ๐‚๐š๐ญ๐ก๐ฅ๐ข๐ง๐ž ๐‘๐จ๐ฒ ๐‚. ๐‘๐ฎ๐š๐ง๐œ๐ž, ๐˜๐ƒ๐Ž ๐ˆ / ๐‹๐˜๐ƒ๐Ž ๐ƒ๐ž๐ฌ๐ข๐ ๐ง๐š๐ญ๐ž, delivered the closing remarks, reminding the students to continue becoming responsible individuals, role models, and active partners in building a safe, drug-free, and bully-free community. She encouraged the youth to use their voices, talents, and potential in creating positive change and becoming future leaders of society.

PRESS RELEASE | NYC CALLS ON SK LEADERS TO CHAMPION YOUTH HEALTH IN LOCAL COMMUNITIES

The National Youth Commission (NYC) is calling on Sangguniang Kabataan (SK) officials across the country to become stronger champions of youth health and well-being in their communities, following the approval of a resolution encouraging young leaders to actively promote and help implement health-related laws at the grassroots level.

Approved by the Commission Proper through ad referendum on May 19, 2026, under the leadership of Chairperson and CEO Undersecretary Joseph Francisco โ€œJeffโ€ R. Ortega, the resolution reinforces the growing role of the youth in building healthier, safer, and more inclusive communities. Sponsored by the Commissioner representing Mindanao and Philippine Youth Development Plan (PYDP) Chairperson on Health, Assistant Secretary Bianca Patrice C. Go, the measure recognizes SK officials not only as representatives of the youth sector but also as frontliners in advancing health awareness, inclusion, and community-driven governance.

Grounded in the 1987 Constitution, the Youth in Nation-Building Act, and the Sangguniang Kabataan Reform Act, the resolution underscores the Stateโ€™s responsibility to empower young Filipinos and ensure their active participation in programs and policies that directly affect their welfare. Among the key laws highlighted in the resolution were the Universal Health Care Act, Mental Health Act, Basic Education Mental Health and Well-Being Promotion Act, Responsible Parenthood and Reproductive Health Act, Philippine HIV and AIDS Policy Act, and Comprehensive Dangerous Drugs Act. Aligned with the Philippine Youth Development Plan (PYDP) 2023โ€“2028, the initiative envisions a generation of empowered youth capable of making informed and healthy choices, accessing quality health services, and contributing meaningfully to nation-building.

Recognizing the realities faced by many young Filipinos today, the NYC emphasized the vital role of SKs in localizing health initiatives and making them more accessible at the community level. The resolution encourages SK officials to integrate health-centered programs and activities into their Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Plan (ABYIP), such as information drives, youth forums, and community dialogues, while strengthening partnerships with local health offices, schools, and other stakeholders, ensuring that youth health remains a priority in local governance. It also emphasizes the importance of inclusive programs that prioritize marginalized and vulnerable sectors, including indigenous peoples, persons with disabilities, women, youth in conflict with the law, and individuals with diverse SOGIESC.

For the NYC, meaningful and sustainable health programs begin when young people themselves are empowered to lead. Through stronger youth participation and community engagement, the Commission hopes to inspire a new generation of SK officials to become proactive advocates for youth health in every barangay.
