Based on DOST-PAGASA Tropical Cyclone Bulletin No. 1 issued October 17, 2025, 5:00 AM, the low pressure east of southeastern Luzon has developed into tropical depression Ramil.
Based on the tracking, the center of the Tropical Depression Ramil was estimated to be 1,145 km East of Southeastern Luzon or 14.4ยฐN, 132.3ยฐE. It has a maximum sustained winds of 45 kph near the center and gustiness of up to 55 km/h and central pressure of 1004hPa. The storm is moving West northwestward slowly with strong winds extending outwards up to 350 km from the center. The easternmost portion of Albay is under TCWS No. 1.
In view of these threats, the PDRRMC-APSEMO hereby issues the following for disaster avoidance and public safety:
1. NO SAILING
No sailing to all types of seacrafts as per Sea Travel advisory of Coastguard and river crossings (on foot or via vehicle), river fishing and swimming are prohibited until the event of flooding subsides.
2. SUSPENSION OF CLASSES
Face-to-face classes are suspended effective 12:00 noon today until lifted and shifted to alternative learning modality in all levels for both public and private schools.
3. NO CROSSING OF SWOLLEN RIVERS
Population along river channels are advised to take all precautionary measures and avoid river crossing, fishing and swimming due to possible river swelling and flashflood.
4. EVACUATION PREPAREDNESS & MONITORING
All city/municipal and barangay DRRMCs are advised to be in PREPAREDNESS and MONITORING STATUS in their respective areas particularly those exposed to flood, lahar, flashflood and landslide and take the appropriate and timely counter measure and execute localized evacuation when necessary.
All are directed to stay on heightened alert, coordinate closely, and mobilize
resources as needed.
5. PUBLIC SAFETY REMINDERS
1. The public is advised to make necessary preparation and avoid unnecessary travel.
2. All mass gatherings and outdoor activities and related activities especially those outside the province are suspended and those previously given permits in view of the above are hereby revoked effective immediately.
3. Avoid unnecessary travel, especially in flood-prone roads or near riverbanks and to remain alert and standby for official updates and further advisories from PAGASA and local authorities.
4. Continuously monitor weather bulletin from PAGASA.
