PNP NABS SUSPECT IN ILLEGAL FUEL OFFLOADING IN AKLAN

The Philippine National Police (PNP), through its Maritime Group, arrested a suspect following a prompt response to a report of illegal fuel offloading in New Washington, Aklan on April 27, 2026.

Operatives from the Aklan Maritime Police Station – Dumaguit Maritime Law Enforcement Team (MLET) acted on information from a concerned citizen, leading to the apprehension of a male suspect who was allegedly caught transferring gasoline from a fuel tanker truck into a container using an improvised hose, without the required permit or authorization.

Recovered during the operation were a fuel tanker truck, an estimated 300 liters of gasoline, and various improvised equipment used for fuel transfer. The total value of the seized items was placed at around ₱900,000.00. The suspect is now under police custody for proper documentation and the filing of appropriate charges.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for their swift response.

“Malinaw na hindi natin kukunsintihin ang ganitong uri ng ilegal na aktibidad, lalo na kung may kinalaman sa produktong kritikal tulad ng petrolyo. Sa panahon ngayon, mahalaga ang maayos at legal na distribusyon nito. Patuloy nating paiigtingin ang ating operasyon upang maprotektahan ang publiko,” the Chief PNP said.

He also reminded the public to remain vigilant and report any suspicious fuel-related activities, especially amid the ongoing oil supply challenges.

“Sa ating mga kababayan, maging mapagmatyag po tayo. Kung may napapansing kahina-hinalang gawain, agad ipagbigay-alam sa inyong kapulisan. Ang kaligtasan at kaayusan ay responsibilidad nating lahat,” he added.

The operation underscores the PNP’s strengthened efforts to curb illegal activities affecting essential resources, in line with its Focused Agenda on Enhanced Managing Police Operations, and supports the broader direction of President Ferdinand R. Marcos Jr. in ensuring energy security and public safety.

The PNP, through Maritime Group assures the public of its continued vigilance in safeguarding coastal and maritime areas against unlawful acts, reinforcing its commitment to a service that is responsive and felt by the people—Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PNP REINFORCE PERFORMANCE REVIEW AMONG UNITS TO STRENGTHEN OPERATIONAL ACCOUNTABILITY

The Philippine National Police (PNP) has once again reminded all unit heads, regional directors, and provincial leaders to strictly undertake a review of their operational and administrative accomplishments under the Enhanced Managing Police Operations of the PNP Focus Agenda, following recent instances of relief actions within some units. The reminder reinforces earlier directives aimed at ensuring that all offices remain aligned with performance expectations and continue to deliver measurable results in key policing priorities nationwide.

The directive underscores the organization’s continuing push to raise the bar of police performance across all levels, ensuring that every unit remains aligned with ongoing initiatives such as the Safer Cities Initiative, sustained reduction of focus crimes, and intensified operations against illegal gambling, loose fi****ms, and wanted persons, among others.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., emphasized that the review is part of a continuing effort to strengthen leadership accountability and improve field performance.

“Ang layunin natin dito ay masigurong tuloy-tuloy ang pag-improve ng serbisyo ng bawat unit,” he said. “Hindi ito bagong polisiya, kundi paalala na kailangan nating panatilihin ang mataas na pamantayan ng performance sa lahat ng oras.”

He added that commanders are expected to take ownership of their units’ performance and ensure that operational targets are consistently achieved.

“We are reminding our leaders to take a hard look at their accomplishments and make the necessary adjustments. Kung may kailangang ayusin, ayusin natin agad. Ang mahalaga ay maramdaman ng tao ang resulta ng ating trabaho,” the Chief PNP said.

In line with the directive, personnel and unit leadership found to be underperforming following evaluation may be reassigned or relieved from their posts to give way to more capable officers who can better execute operational priorities.

Following the assessment, the Police Regional Office 1 (PRO1) has issued an order relieving eleven personnel, which includes one provincial director, eight chiefs of police, and two division heads. Earlier, the Police Regional Office 4A also implemented a similar action involving three personnel as part of efforts to strengthen leadership effectiveness and operational performance.

The PNP clarified that these measures are part of continuing reforms to ensure that all units remain responsive, results-oriented, and fully aligned with national policing priorities.

This initiative reflects the PNP’s sustained commitment to disciplined leadership, stronger operational outcomes, and improved public service delivery as it advances Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

NAPOLCOM AFFIRMS LEGALITY OF CIDG-NCR E-SABONG OPERATION, DISMISSES COMPLAINT VS OPERATIVES

The Philippine National Police (PNP) welcomes the decision of the National Police Commission (NAPOLCOM) dismissing the administrative complaint filed against operatives of the Criminal Investigation and Detection Group – National Capital Region (CIDG-NCR) in connection with the March 24, 2026 operation against alleged illegal online cockfighting activity in Tondo, Manila.

The case stemmed from a law enforcement operation conducted at the Coliseo de Manila in Vitas, where CIDG-NCR personnel implemented an entrapment operation against suspected illegal e-sabong activities. The operation led to the arrest of 28 alleged operators and 136 bettors.

Following a complaint filed by officials of the establishment, NAPOLCOM’s Inspection, Monitoring, and Investigation Service conducted a careful and impartial review of the incident. After evaluating the records and circumstances, the Commission found no probable cause to hold the police personnel administratively liable, affirming that the operation was conducted within lawful bounds and proper procedure.

The PNP expressed appreciation to NAPOLCOM for its fair and balanced assessment of the case, emphasizing that the decision underscores the importance of allowing truth and evidence to prevail.

“Lubos po naming pinasasalamatan ang NAPOLCOM sa kanilang pagiging patas at walang kinikilingang pagtingin sa kasong ito. This only shows na kung ang isang pulis ay gumaganap ng tungkulin nang tama at walang nilabag na batas, nararapat lamang na sila ay maprotektahan at mabigyan ng tamang pagkilala,” said PNP Chief, Police General Jose Melencio C. Nartatez Jr.

At the same time, the Chief PNP underscored that accountability remains firmly embedded in the organization’s discipline system.

“Kasabay nito, malinaw din ang aming paninindigan na ang sinumang lalabag sa batas o regulasyon ay dapat managot at dumaan sa tamang proseso ng disiplina. Ganito po ang balanse na aming pinanghahawakan—proteksyon para sa mga tapat na naglilingkod, at pananagutan para sa mga nagkakamali.”

The PNP reiterated its commitment to uphold professionalism, discipline, and integrity in all operations, ensuring that law enforcement actions remain lawful, accountable, and service-oriented.

This development reflects the continuing efforts to strengthen trust in police operations and reinforce institutional integrity as the organization advances Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

The suspect, a 23-year-old Filipino male, was apprehended at around 4:15 AM in Sitio Dulo-Kanan, Barangay Abangan Sur, by virtue of multiple Warrants of Arrest for Illegal Discharge of Firearm, Frustrated Murder, and two counts of Murder.

No bail was recommended for the murder charges, while other cases carried corresponding bail amounts. A ₱145,000.00 reward under the Department of the Interior and Local Government (DILG) had earlier been offered for his arrest.

The operation was jointly carried out by CIDG Bulacan Provincial Field Unit, Regional Intelligence Units, SAF elements, and supporting units from PRO3 and the Bulacan Police Provincial Office, reflecting strong inter-unit coordination under the PNP Focused Agenda, particularly its Enhanced Managing Police Operations pillar.

Records show that the arrested individual is linked to a series of violent incidents in 2023 in Surigao del Norte, including a shooting incident and an illegal discharge of firearm case. He is also facing murder charges connected to a separate 2024 case currently under investigation.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the successful operation, underscoring the importance of sustained efforts against fugitives.

“Hindi po tayo titigil hangga’t ang mga tinutugis na wanted persons ay hindi nahaharap sa batas. This accomplishment reflects the dedication of our personnel and the effectiveness of coordinated police operations,” PGen Nartatez said. “We remain firm, focused, and committed to our mandate.”

The operation is aligned with the directive of President Ferdinand R. Marcos Jr. to strengthen law enforcement operations while ensuring that peace and order initiatives are felt at the community level.

The arrested individual is now under the custody of CIDG Bulacan for documentation and proper turnover to the issuing courts.

Authorities continue to urge the public to support police operations by providing timely and reliable information on fugitives still at large.

“This is part of our continuing effort to make our communities safer. Tuloy-tuloy po ang ating operasyon para sa katarungan at kapayapaan ng ating mga kababayan,” he added.

The PNP reaffirmed its commitment to reform and operational efficiency under the guiding principle: Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

OVER 1,000 PNP PERSONNEL FACE ADMIN CHARGES IN Q1 2026

The Philippine National Police (PNP) reported that more than 1,000 of its personnel were placed under administrative proceedings in the first quarter of 2026, as part of its intensified efforts to uphold discipline and accountability within the ranks.

Data from the Internal Affairs Service (IAS) show that from January to March this year, a total of 1,048 personnel were charged in 490 administrative cases—higher than the figures recorded in the same period last year, indicating a more proactive internal monitoring and response system.

Of those charged, 806 are Police Non-Commissioned Officers and 242 are Police Commissioned Officers, reflecting that accountability measures are being implemented across all levels of the organization.

To date, the IAS has recommended 323 personnel for administrative sanctions, including 41 dismissals, 64 suspensions, 20 demotions, and 11 reprimands. Meanwhile, 187 personnel were exonerated, underscoring the Service’s commitment to due process and fairness.

Compared to the same period in 2025, when 770 personnel were charged in 332 cases, this year’s figures show a clear increase, reflecting the PNP’s stronger internal accountability efforts and more consistent enforcement of discipline across the ranks.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., stressed that discipline remains non-negotiable in the police service.

“Ang serbisyo sa publiko ay may kaakibat na mataas na pananagutan. Kapag may pagkukulang, kailangan itong harapin at itama. We owe the people a police organization that acts with integrity at all times,” he said.

He added that the PNP will continue to strengthen its internal processes to ensure that misconduct is addressed promptly while protecting those who perform their duties with honesty and professionalism.

“We are firm when it comes to accountability, but we are also fair. Our goal is not just to correct lapses, but to build a culture where doing what is right becomes the standard,” the Chief PNP said.

These efforts form part of the PNP’s continuing push under its Focused Agenda, particularly on strengthening Integrity Monitoring to reinforce internal discipline and accountability systems. This direction is consistent with the broader governance thrust of President Ferdinand R. Marcos Jr. to strengthen public trust in institutions.

The PNP emphasized that sustained internal actions are yielding tangible results—demonstrating that accountability is actively enforced and that discipline remains a cornerstone of the service, in line with its commitment to Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.
