๐—ก๐—˜๐—ช ๐—–๐—”๐—ฃ๐—œ๐—ง๐—ข๐—Ÿ โ€” Bringing the provincial government directly to the grassroots, Antique Governor Paolo Javier is doubling down on his commitment to inclusive governance by actively connecting with the local leaders of Sibalom to address the municipality's core priorities.

On Thursday, September 3, 2026, Governor Javier opened his home for a direct dialogue with Sibalomโ€™s key officials. He warmly welcomed Mayor Gian Carlo Occeรฑa, Sangguniang Bayan Member Jerry Jabile, and 33 Punong Barangays led by Liga ng mga Barangay (LnB) Municipal Federation President Noe Raymaro.

The gathering served as a strategic platform to bridge the gap between the Capitol and the barangays, allowing the Governor to personally hear the pressing needs of the communities and align the province's ongoing initiatives with the local government's agenda.

โ€œGood governance begins with listening. We listen to our municipal and barangay leaders because they are closest to our people," Javier emphasized during the meeting. "From listening, we identify the problems. From identifying the problems, we find solutions. And from solutions, we take action.โ€

Tangible Actions and Ongoing Initiatives in Sibalom

True to this principle of action-driven leadership, the Javier administration has actively rolled out several vital projects and programs tailored to the needs of Sibalom:

* Agricultural Support and Modernization: Recognizing Sibalomโ€™s crucial role as the rice granary of Antique, the administration has prioritized the distribution of agricultural inputs, fertilizers, and modern farm machineries to local farmers to ensure food security and boost livelihood.

* Farm-to-Market Roads (FMRs): To connect remote agricultural barangays to the townโ€™s commercial centers, the provincial government has heavily backed the construction and concreting of critical FMRs, reducing transport costs and travel time for farmers and residents.

* Expanded Health and Social Services: The Capitol has decentralized its social support, ensuring that Sibalomnons have direct access to Medical and Financial Assistance (AICS) and continuous backing for local health centers.

* Youth and Educational Assistance: Javierโ€™s administration continues to invest in Sibalom's future by expanding provincial scholarship grants and educational support programs for the municipality's youth.

Leadership Beyond Politics

For Javier, ensuring the success of these projects requires the breakdown of political boundaries. He expressed deep appreciation for the trust and cooperation of Sibalomโ€™s municipal and barangay officials, noting that meaningful development is only possible through pagburuyloganay (working together).

โ€œBilang Gobernador, bukas ang aton balay sa tanan nga lider nga handum magserbisyo. Indi dya parte kang partido ukon pulitika," Javier stated. "Dya ang aton pagburuyloganay sa pagpangita kang mga solusyon kag pagtugro kang epektibo nga serbisyo para sa aton mga kasimanwa.โ€

The meeting concluded with a unified commitment: regardless of political affiliations, the Provincial Government and Sibalomโ€™s local leaders will continue working hand-in-hand to build a stronger, more progressive municipality and provide a better quality of life for every Sibalomnon.

The Southwest Monsoon (Habagat) continues to drive a chance of intermittent rain, scattered showers, and localized thunderstorms today, particularly in the afternoon and evening.

As of 2:00 AM today, DOST-PAGASA reported that Tropical Depression "SAUDEL" (formerly OBET) outside the Philippine Area of Responsibility (PAR) has weakened into Low Pressure Area (LPA 08k) and is unlikely to redevelop. Meanwhile, a separate Tropical Depression (formerly LPA 09a) is also being monitored outside PAR and currently poses no direct threat to local weather.

Under Weather Advisory #50 issued at 5:00 AM today, PAGASA forecasts rainfall to intensify tomorrow, September 5, bringing 50โ€“100 mm of accumulated heavy rainfall over Antique.

The public is advised to continue monitoring the latest weather updates and advisories from DOST-PAGASA and local authorities and to take necessary precautions, especially in flood- and landslide-prone areas.

DILG Provincial Director Ace Azarcon is encouraging Antiqueรฑos to use the ๐Ÿ—๐Ÿ๐Ÿ ๐๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐„๐ฆ๐ž๐ซ๐ ๐ž๐ง๐œ๐ฒ ๐‡๐จ๐ญ๐ฅ๐ข๐ง๐ž to reach the PNP and other response agencies like the BFP and local DRRMOs.

The 911 number can be used to report crime incidents, request medical assistance, report a fire, or reach out to emergency responders. Responders can arrive within five minutes for calls made within a five-kilometer radius.

That is the protocol being practiced by the Antique National School (ANS) in San Jose de Buenavista in the event of an active shooter entering the school premises, according to school principal Roger Jomolo.

ANS conducted the National Simultaneous School Safety Drill on September 3 to strengthen the schoolโ€™s preparedness and response to active attack incidents and ensure the safety and security of learners and personnel.

The drill involved identifying the location of a simulated shooting incident, immediately notifying the school head, activating the schoolโ€™s sirens, and contacting the nearest police station. In an actual incident, police would then trigger a multi-agency response.

Jomolo said that hiding inside a secured classroom is the safest option when an active shooter is inside the school premises.

โ€œSafest gid himuon magsulod sa classroom, e lock ri-a,โ€ Jomolo said.

Following the drill, Jomolo said the school administration plans to procure barrel bolts to secure classroom doors, hire additional security personnel, strengthen security checks, improve classrooms, and install surveillance cameras.

Representatives from the Department of the Interior and Local Government (DILG), the San Jose de Buenavista Municipal Police Station, the San Jose de Buenavista Municipal Disaster Risk Reduction and Management Office (MDRRMO), and Bureau of Fire Protection (BFP) were present at ANS to observe the conduct of the drill.

DILG Provincial Director Ace Azarcon said the agency is pushing for stricter gun-control measures in response to recent school shootings.

On August 27, DILG Secretary Jonvic Remulla said he is proposing for the Philippine National Police (PNP) to conduct home inspections of registered gun owners to ensure that fi****ms are properly and responsibly secured.

Major Geremy Ian Magbanua, chief of police of the San Jose de Buenavista Municipal Police Station, said the PNP has internal directives requiring personnel to properly secure their agency-issued fi****ms.

Magbanua added that the police continue to implement existing rules and regulations and are ready to comply with any new guidelines that may be issued by the DILG.
