PBGEN NOEL BAYACA VALLO officially assumes office as the 34th Regional Director of the Police Regional Office Cordillera Administrative Region (PRO CAR) during the Arrival Honors held at Camp Major Bado Dangwa, La Trinidad, Benguet, on September 1, 2026.

His assumption of office follows the Turnover of Command Ceremony held at Camp BGen Rafael T Crame, Quezon City, on August 28, 2026, and marks the beginning of his leadership of the “Home of the Most Disciplined Cops.”

Upon his arrival, PBGEN VALLO was warmly received by PCOL FROILAND B LOPEZ, Acting Deputy Regional Director for Operations of PRO CAR, and was accorded a vibrant traditional welcome featuring the resounding sounds of gongs and a Cordilleran dance performed by PRO CAR cultural dancers.

The ceremony was followed by the rendering of Arrival Honors, the trooping of the line, and the signing of the Guest Book, formally marking his assumption as the new Regional Director of PRO CAR.

In his message, PBGEN VALLO emphasized the importance of making the presence of the police truly felt by the people.

“Mahalaga na nararamdaman ng ating mga kababayan ang presensya ng ating mga kapulisan; hindi lamang sa panahon ng krisis o kapag may nagaganap na krimen, kundi sa kanilang pang-araw-araw na pamumuhay at sa bawat komunidad na kanilang kinabibilangan,” PBGEN VALLO said.

As he takes the helm of the “Home of the Most Disciplined Cops,” PBGEN VALLO will lead the men and women of PRO CAR in strengthening peace and order, ensuring public safety, and delivering responsive police service throughout the Cordillera.

POLICE INFORMATION AND CONTINUING EDUCATION

IN PHOTOS | PLTCOL CESAR D MALLONG, Deputy Provincial Director for Operations, led the conduct of the Police Information and Continuing Education for the personnel of the Provincial Headquarters, 1st Apayao Provincial Mobile Force Company, and Provincial Support Units on September 1, 2026.

During the activity, the Chiefs of the different units disseminated directives and instructions from Higher Headquarters to ensure proper awareness, understanding, and compliance among personnel.

In his message, the DPDO emphasized the importance of being proactive law enforcers, stressing that police officers should start by educating and guiding their own families. He encouraged personnel to teach their family members about traffic rules and regulations, promote responsible and law-abiding behavior, and encourage them to actively contribute to crime prevention and community safety.

He further reminded everyone to know their limitations, exercise sound judgment, and uphold professionalism in the performance of their duties.

FLAG RAISING CEREMONY

Personnel of the Apayao Police Provincial Office, together with the 1st Apayao Provincial Mobile Force Company and the Provincial Support Units, conducted Flag Raising Ceremony spearheaded by PLTCOL CESAR D MALLONG, Deputy Provincial Director for Operation, held at Camp Gov. Elias K. Bulut Sr. and Training Center, Brgy. Sta. Lina, Luna, Apayao on September 1, 2026.

As part of the Apayao Police Provincial Office’s continuing efforts to ensure personnel readiness and operational preparedness on the ground, PLTCOL CESAR D MALLONG, Deputy Provincial Director for Operations, conducted Red Teaming and Inspection of Duty Personnel at the 1st Apayao Provincial Mobile Force Company on August 31, 2026.

During the activity, the DPDO strongly advised all personnel to remain vigilant, alert, and prepared for immediate deployment, particularly in view of the continuous rainfall affecting the province. He emphasized the importance of maintaining a high state of readiness and ensuring that personnel are capable of responding promptly to any emergency or situation that may arise.
