The League of Filipino Students - Bacolod condemns the Commission on Elections' incompetence in the 2022 elections! The numerous reports of fraud, harassment, intimidation, voter disenfranchisement, malfunctioning vote counting machines (VCMs), violence and even death show a complete failure of the Comelec's responsibility in securing our democratic right to a fair and honest election.

The League invites every individual and organization to the Fountain of Justice (old Bacolod City Hall) at 10:00 AM, Tuesday to hold the Comelec accountable. We will not stand for a fraudulent electoral system and the fraudulent votes for greedy, corrupt criminals! Reject the Marcos-Duterte tandem! The integrity of the Filipino vote must be safeguarded! ANTI-TERROR LAW SHOULD NOT BE USED AGAINST THE OPPOSITION IN THE COMING ELECTIONS

The dismissal of the appeals filed by the Anti-Terror Law petitioners opens the door to more abuses and human rights violations. There is a risk that the Duterte administration will use the law to instill fear among opposition candidates and campaign volunteers. We definitely push back against such efforts.

The next President and the 19th Congress should fix the glaring flaws of the the Anti-Terror Law. If elected to the Senate, one of my first orders of business is to file the necessary amendments needed to prevent the law from being used against political dissent.

Kayang-kaya magpatupad ng batas para sa seguridad at kapayapaan, pero hindi ito dapat aapak sa ating mga karapatan bilang tao at mamamayan. Mahalaga ang malayang espasyo at ang paghayag ng saloobin ay kailanman hindi magiging krimen dahil ito ay napapaloob na sa ating konstitusyon.

Our beloved Amaryllis “Marie” Hilao Enriquez - Karapatan’s Chairperson Emeritus, SELDA’s former Chairperson and former convenor of the Campaign Against the Return of the Marcoses and Martial Law (CARMMA) - passed away at 12 midnight (PHT) of April 24, 2022.

We extend our condolences and love to Marie’s family and friends as we mourn with them this loss shared by human rights violations victims, their families and communities.

Marie was a scholar at the College of Medicine at the University of the Philippines-Philippine General Hospital (UP-PGH) taking up occupational therapy when she first became involved in activism. She eventually joined the Kamuning chapter of the youth organization Kabataang Makabayan (Patriotic Youth).

Tita Marie, as she is fondly called by many, is a stalwart in the anti-Marcos dictatorship struggle and in the relentless advocacy for justice and accountability of the Marcoses, as she and her family endured gross human rights violations during that dark period of our nation’s history. Her sister, student journalist and activist Liliosa, was the first reported case of killing under military detention after Marcos’s martial law was imposed. After Liliosa’s death, Marie went underground and continued her work as community organizer.

In 1974, Marie was arrested and tortured, and was detained for two years. She became part of the Kapisanan para sa Pagpapalaya at Amnestiya ng mga Detenidong Pulitikal sa Pilipinas or Kapatid after she was released from prison and as she campaigned for the release of her detained husband.

After EDSA People Power 1, she joined the Samahan ng Ex-Detainees Laban sa Detensyon at Para sa Amnestiya (SELDA) and helped in the filing of the historic class action suit against Marcos in Hawaii. Marie helped in consolidating the data and finding the lead plaintiffs for the class suit. Her mother and younger sister were two of the ten named plaintiffs in the case. She led campaigns for justice and reparations of human rights violations victims against the Marcoses, including in the advocacy for the enactment of Republic Act No. 10368 or the Human Rights Victims Reparation and Recognition Act of 2013. She led the formation of CARMMA in 2016, having campaigned against the historical lies of the Marcoses throughout decades.

She continued in leading the campaigns for people’s rights as the founding Secretary General of Karapatan in its establishment in 1995 and became its Chairperson in 2009. She worked for the release of political prisoners and the dismissal of trumped up charges against those detained, in pursuing justice for victims of extrajudicial killings, enforced disappearances and torture, and in working for the signing and implementation of the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Marie mentored numerous activists and human rights workers throughout decades. We are deeply indebted to her brilliant, selfless and passionate work as among the foremost human rights defenders in the Philippines. We vow to strive to honor her legacy of service to the Filipino people in every possible way that we can and as long as tyrants and dictators remain in our midst.

There is always a time for everything.

We waited several years before Gen. Palparan & his cohorts were sent to jail by a Bulacan court for snatching UP students Sherryln Cadapan and Karen Empeno.

We even waited more than three decades for some of the killers and torturers of labor leader Ka Lando Olalia and unionist Ka Leonor Alay-ay to be convicted by an Antipolo court.

Now we waited more than a decade before two army personnel who killed in 2010 Benjamin Bayles, Bayan Muna coordinator and Iglesia Filipina Independiente member, to be convicted by a Negros court.

These speak volumes. Yet it is not lost on us that justice will come later even if not sooner.

This is for you, Ben Bayles and Ben Ramos, the latter who was with us to see this through before he himself was killed in 2018.

We have to acknowledge the role our partners in the prosecution played too.

This is a clear message and warning to those who think there is immunity for impunity.

But most of all, this is for those still waiting for justice to be served.

Have faith. It will come somehow, sometime. #

URGENT ALERT: Himamaylan 3 launches hunger strike in protest of continued military harassment while detained

Political prisoners Himamaylan 3, composed of NDFP peace consultant Ramon Patriarca, and youth activists CJ Matarlo and John Michael Tecson, began a hunger strike starting at 6am earlier today, April 11, to protest the harassment from military and Special Action Force (SAF) agents. Day and night, they are being harassed to "cooperate" with the state forces and, in exchange, they will no longer be detained.

Last April 6 at 2:00am, armed elements of the SAF woke them up and attempted to speak to them, but the three ignored them. The state forces were then heard loudly saying that "these NPA" don't have the right to a lawyer, clearly intending to let the Himamaylan 3 hear them.

This caused the Himamaylan 3 extreme anxiety and lack of sleep as the intimidation and harassment from the military continues despite being under police custody. They are having trouble sleeping because they are being visited by armed state forces in the middle of the night.

Karapatan-Central Visayas condemns the continued harassment of the Himamaylan 3 even in detention. It was not enough for the fascist state forces that they arrested the Himamaylan 3 under trumped-up charges and planted fi****ms on their persons, which are already violations to their rights as individuals, the military also insist on intimidating the political prisoners even in detention and negatively impacting their health.

We further assert that, contrary to the claims of the state forces, the Himamaylan 3 were NOT ARMED and that the fi****ms and explosives found on their persons were planted and fabricated. They were in the area to conduct research that would significantly contribute to th Comprehensive Agreement on Socio-Economic Reforms (CASER), which is the second substantive agenda of the peace talks between the GRP and the NDFP.

Lastly, we enjoin the Filipino people to heighten the call to free the Himamaylan 3 and all political prisoners!

SURFACE IVER LARIT!

Urban poor organizer and education officer of KADAMAY Negros Iver Larit, 51, remains missing after he left their residence in Brgy. Mansilingan, Bacolod City yesterday, April 5, around 9am.

His colleagues started to worry as he was not able to arrive for an appointment with an urban poor community in Bacolod City he was helping to organize against threats of demolition.

By 10am of the same day, Larit’s son could no longer reach his father through his mobile number.

Today, April 6, Larit’s son filed a police blotter to report his father’s disappearance, which already lapsed 24 hours.

Larit was the target of many state-sanctioned attacks throughout the years.

In 2011, he was detained for 8 months for trumped-up charges and but was eventually dismissed for lack of substantial evidence.

On May 18, 2019, state elements forcibly entered and ransacked Larit’s residence.

After the Bloody Sunday massacre in Southern Luzon last March of 2021, Karapatan National Office, through its Public Information Desk, received a text message which proscribed Larit and other progressive personalities in Negros in an alleged “Kill, Kill, Kill” list of the Duterte regime.

Despite the attacks, Larit continued to organize urban poor communities in Bacolod city which continue to face threats of demolition and are deeply affected by Duterte's anti-people economic policies amid the pandemic.

Karapatan Negros Island assert our calls to surface Iver Larit and to end the targeted attacks on community organizers in Negros. The heightened attacks in Negros prove this regime’s desperation to curb the popular resistance against his reign of terror.

'NO PRISON BARS CAN HINDER THE CALL FOR JUSTICE': STATEMENT OF SUPPORT FOR THE ONE-DAY FASTING OF THE HIMAMAYLAN 3 POLITICAL PRISONERS AGAINST EXTRAJUDICIAL KILLINGS

Karapatan-Central Visayas expresses the strongest support for the one-day fasting of the Himamaylan 3 political prisoners as the country commemorates the third year since SEMPO 2 of Oplan Sauron was conducted in the towns of Manjuyod, Sta. Catalina, and Canlaon City, Negros Oriental last March 30, 2019, now known as the Negros 14 massacre.

The Himamaylan 3 are political prisoners composed of NDFP peace consultant Ramon Patriarca, and youth activists CJ Matarlo and John Michael Tecson. They were arrested on March 18, 2022 under trumped-up charges and are currently detained in Himamaylan Police Station.

In a statement, the Himamaylan 3 said that their one-day fasting aims to show that "no [prison] bars can hinder the call for justice for all SEMPO and EJK victims."

The one-day fasting of the Himamaylan 3 differs from a hunger strike in that it comes during the Lenten Season of the Catholic tradition where fasting, or the skipping of regular meals and taking biscuits or water instead, is being conducted to "discern the signs of the times." The Himamaylan 3 are taking this opportunity to show condemnation of the continuing killings under the present political climate of the Duterte regime.

The Himamaylan 3 themselves have had close calls with the widespread EJKs under the Duterte regime.

Patriarca was previously unjustly arrested in 2009 and was subjected to physical and mental torture by state forces and, even though the case was already dismissed, he continued to receive harassment and death threats, and is now a political prisoner for the second time.

Matarlo is the only survivor of the Bayawan 2 assassination attempt last November 28, 2017 in Bayawan, Negros Oriental that took the lives of Karapatan-Negros coordinator Elisa Badayos and peasant leader Eleuterio Moises. Matarlo had survived a gunshot to her shoulder by suspected state forces.

Tecson is the son of Alberto Tecson, the former chairperson of fisherfolk group PAMALAKAYA-Guihulngan City Chapter who was shot dead at their residence on July 24, 2017 after Alberto was red-tagged and accused by elements of the 79th Infantry Battalion that he was transporting armed groups using his fishing boat.

Karapatan-Central Visayas joins the Himamaylan 3 in solidarity as they forward the call for justice even as they are unjustly detained by the fascist Duterte government for fighting for the right to land, food security, environment, and just peace.

Since late 2016, there have been 110 politically-motivated killings across Negros Island.

Today, as we remember the 14 farmers red-tagged and killed in SEMPO 2, the 6 individuals killed in SEMPO 1 in Guihulngan City in December 2018, and the thousand others killed by state forces — suspected or otherwise — across Negros Island and all over the Philippines, we make the pledge to further strengthen our conviction to push for the resumption of the peace talks to attain just and lasting peace, because only through this can the roots of armed conflict be addressed.

During the time of their arrest, the Himamaylan 3 had been in a meeting to discuss their research methods into the Cojuangco estates in Negros that had been exempted from the land distribution programs of the government, as an effort to contribute to the formulation and finalization of the Comprehensive Agreement on Socio-Economic Reforms (CASER), which is the second substantive agenda of the peace negotiations between the GRP and the NDFP.

Contrary to the claims of the military, the Himamaylan 3 are not armed combatants and should be released from detention immediately.

Karapatan-Central Visayas calls on all peace-loving Filipinos to stand in solidarity with the Himamaylan 3 and with all Filipinos clamoring for just and lasting peace. # # #

Today I remember and give tribute to Ka Joseph Canlas, a veteran farmer leader of Central Luzon under the Kilusang Magbubukid ng Pilipinas - KMP and Anakpawis Party-list. Exactly a year ago he was unjustly arrested with labor leader Pol Viuya. They are victims of relentless red-tagging. A few months after his arrest, Ka Joseph died due to neglect of his health condition while Ka Pol remains unjustly detained.

This is the danger of red-tagging - it can take the lives of our farmers who did nothing but fight for their rights to the land they till.

Walang Panginoon ang Lupa! Never forget the Negros 14 Martyrs!

Justice delayed is justice denied! On March 30, 2019, elements of the Philippine National Police henously slaughtered 14 agricultural workers in Manuyod Town, Sta. Catalina and Canlaon City, Negros Oriental. Today, marks the 3rd year anniversary of the ruthless Simultaneous Enhanced Managing Police Operations.

As innocent blood waters the soil of fallow ground, justice weeps in her sundry state on the Pearl of the Orient Seas 3 years after. 3 years after, the police along with the army still continue to bring fear across rural Negros.

While the Filipino peasantry demand for genuine agrarian reform and land to till upon, the response of a government ridden by repression has been nothing but bloodbath and terror.

With that, the Filipino people should join the broad masses in opposing the Balikatan Exercises with the U.S military for their presence in the country risks systemic abuse and world war. Time and time again, it has been proven that the increased presence of the U.S military had shed blood, abuses, and exploitation in the country.

Nourished in the struggle of the Filipino people for national liberation and democracy, the League of Filipino Students-Bacolod remains steadfast in demanding justice for all victims of state repression and impunity under the Duterte Administration. It is hypocritical to claim how the Philippines operates as a democratic government, while these cases of impunity are either curtailed under-the-table or not heeded upon! The League of Filipino Students-Bacolod reiterates once more how failure to respond to past injustices, is opening more doors for abuse and exploitation!

Now more than ever, we are persistent in demanding for the junking of Memorandum 32 in Negros Island as well as the defunding of institutions such as the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that continue to permeate state terror!

We call on student publications, student councils and other youth formations to stand altogether in this cause! The struggle of the peasantry can neither be obscured nor hidden!
