Joining her among the awardees were Brianmaine B. Orosa (BS Computer Science), Francine Julyanne Tupas (BS Information Technology), and Caster Troy D. Magbanua (BS Psychology) of UNO-R, as well as Pretzel C. Bacister (BS Information Technology) of STI West Negros University, who were all recognized as Outstanding Student Interns for their exemplary performance throughout the internship program.

Over the past four months, the student interns were immersed in various programs, projects, and activities (PPAs) of the DILG, providing them with meaningful opportunities for experiential learning and professional growth. From designing publication materials, evaluating video-reel contest entries, analyzing governance data, hosting official activities, and developing policy briefs, the program ensured that the interns gained practical experience and developed competencies essential for their future careers.

In recognition of their outstanding achievements and contributions, the following special awards were also conferred:

In his welcome message, City Director Christian M. Nagaynay, CESO V, highlighted the invaluable contributions of the student interns to the Department over the past four (4) months. He emphasized how the interns were exposed to the Departmentโ€™s daily operations, immersed in various programs and activities, and provided with firsthand experiences in engaging with barangays. CD Nagaynay also extended his heartfelt gratitude to the partner institutions and host barangays for giving the interns a meaningful and enriching internship experience.

As part of their SIP journey, the student interns presented their policy briefs before the panel members composed of Jessie Jane Lumawag, LPT, SK Chairperson of Barangay Bata; Alyza Marie Mahilum, LPT, SK Chairperson of Barangay Villamonte; and Lexie Nicole Apoyon, SK Chairperson of Barangay 18.

Moreover, the student interns showcased their final course outputs. Student interns Pretzel Bacister and Mariz Camarines from STI West Negros University presented their newly crafted audio-visual presentations (AVPs). Meanwhile, student interns French Paul Terry, Rachel Rivera, and Mickhey Triana presented their policy brief titled โ€œScaling Barangay Proven Practices under the SGLGB 3+1 Framework.โ€ Student interns Christopher John Cristoria, Caster Troy Magbanua, and Rian Matthew Navarro also introduced their developed module on Katarungang Pambarangay. In addition, student interns Jance Moira Jimenea, Brianmaine Orosa, Ern Jan Painaga, and Francine Julyanne Tupas demonstrated their Katarungang Pambarangay Computer-Aided System.

The efforts and contributions of the student interns were likewise recognized as SIP Mentor/LGOO III Gregorio Lopez Jr. announced the outstanding interns across various categories of recognition.

In her closing remarks, Program Manager May Theresa A. Malongayon expressed her hope that the student interns were able to gain valuable knowledge and meaningful insights from their exposure to various DILG PPAs. She encouraged them to carry these learnings as they venture into the real world and continue embodying the DILG values of being Matino, Mahusay, at Maaasahan.

In his welcome message, Vice Mayor Claudio Jesus Raymundo A. Puentevella expressed his appreciation to DILG Bacolod City and Clean Air Asia for organizing the activity, which served as a policy and legislative capacity development platform for local legislators and governance stakeholders. The activity aimed to facilitate discussions on priority legislative measures and policy reforms necessary to advance the City Governmentโ€™s development agenda.

The session formally opened with the presentation of City Director Christian M. Nagaynay, CESO V, on the framework and concept of Capacity Development: Optimize. Generate (CapDev OG). He explained that the โ€œOptimizeโ€ component aims to revisit existing working capacities, strengthen and scale institutional conditions, and establish baseline models for innovative governance approaches. Meanwhile, the โ€œGenerateโ€ component focuses on designing and developing innovative capacity development interventions anchored on data-driven assessments and studies. These approaches are intended to enhance institutional capacities and promote stronger and more responsive urban governance.

This was followed by the presentation of Program Manager May Theresa A. Malongayon on the realignment of the Seal of Good Local Governance (SGLG) indicators. She highlighted the need to revisit several governance indicators to ensure the readiness of the LGU Bacolod City for the next SGLG assessment cycle. The discussion also emphasized the importance of reviewing outdated ordinances and introducing supplemental policy measures aligned with current governance standards.

Meanwhile, LGOO III Gregorio P. Lopez, Jr. discussed the criteria and guidelines of the Local Legislative Awards in preparation for the assessment of the 12th Sangguniang Panlungsod of LGU Bacolod City. During his presentation, he also introduced two proposed governance innovations for the council members: (1) the adoption of the Legislative Excellence in Governance and Empowerment for Development (LEGEND) Awards, and (2) the establishment of the Sangguniang Panlungsod Ordinance and Resolution Tracker (SPORT).

The activity concluded with a workshop presentation facilitated by Clean Air Asia representative EnP Jerilee Camina, focusing on the updating and enhancement of key local ordinances and policy mechanisms, including the Local Revenue Code, Local Development and Investment Code, and Zoning Ordinances. These initiatives form part of the Cityโ€™s continuing efforts to strengthen its Comprehensive Land Use Plan (CLUP) and overall development framework.

On May 25, 2026, the DILG Bacolod City conducted a Joint Cluster Meeting with the Barangay Secretaries and Treasurers for the month of May 2026 at the Barangay Mansilingan Activity Center.

In his welcome message, City Director Christian M. Nagaynay, CESO V, expressed his gratitude to Barangay Mansilingan, led by Punong Barangay Franz Hughanne R. Tionko, for hosting the monthโ€™s cluster meeting. He also reminded the Barangay Secretaries and Treasurers of the importance of complying with reportorial requirements as a key measure of progress and performance in barangay governance, particularly through timely submissions to the Bacolod Online Tracker (Bac-On-Trac).

CD Nagaynay likewise shared that Liga President Lady Gles Gonzales-Pallen recently conducted a public hearing for the proposed institutionalization of the Better Bacolod Awards through an ordinance. In relation to this, he emphasized that exemplary performance is rooted in hard work, commitment, and sustained governance practices, noting that performance is a continuing product of dedication and consistency.

The discussion proper commenced with LGOO III Gregorio P. Lopez, Jr., who presented the updated statistics on the submission of weekly, monthly, quarterly, and semestral reports. He also highlighted concerns regarding the submission of Barangay Full Disclosure Policy (BFDP) attachments and reminded barangays that have yet to secure ratification of their budgets from the Sangguniang Panlungsod.

This was followed by LGOO II Emelyn P. Caro, who discussed the proper accomplishment of the BFDP Compliance Report and the prescribed posting timelines. She also presented the salient features and implementation timelines for the Barangay and Sangguniang Kabataan (SK) Inventory Team.

Further discussions were facilitated by Engineer II Helen T. Villarma, who reminded the barangays of their responsibilities and commitments concerning Local Government Support Fund (LGSF)-funded projects to ensure compliance with reporting standards and implementation requirements.

To help ease the workload of Barangay Secretaries and Treasurers, the DILG Bacolod City proposed the designation of a Barangay Project Officer to oversee the timely and accurate compliance reporting of LGSF projects. The proposed provisions and selection guidelines for the said action officer were presented by PEO II Desiree D. Nava.

Program Manager May Theresa A. Malongayon concluded the meeting by reiterating the Departmentโ€™s upcoming activities, reportorial deadlines, and other important reminders, including updates and compliance concerns related to Katarungang Pambarangay proceedings.

Also present during the meeting were ADA III David Kent P. Guanzon and ADA II Yolanda G. Palomo of DILG Bacolod City, Punong Barangay Franz Hughanne R. Tionko of Barangay Mansilingan, and the Barangay Secretaries and Treasurers of Bacolod City.

Representing DILG Bacolod City, LGOO III Gregorio P. Lopez, Jr. revisited the Katarungang Pambarangay process, emphasizing the proper procedures and observance of due processโ€”from the filing of complaints, mediation and conciliation proceedings, up to the attainment of an amicable settlement or the issuance of a Certificate to File Action.

During the discussion, LGOO III Lopez also highlighted the key attributes of an LTIA Champion, emphasizing that exemplary barangays demonstrate effective Katarungang Pambarangay implementation, strong leadership and commitment, excellent records management and compliance, innovative and responsive practices, community trust and credibility, consistency and sustainability, and active collaboration and capacity-building initiatives. He further highlighted that an LTIA Champion is a barangay that transforms conflict into cooperation, promotes social cohesion, and proves that justice can begin at the grassroots level.

In his message, Punong Barangay Armando M. Vito expressed his gratitude to DILG Bacolod City, under the leadership of City Director Christian M. Nagaynay, CESO V, for continuously equipping the Lupon Members of Barangay Granada with the necessary knowledge and competencies on Katarungang Pambarangay proceedings. He emphasized that these efforts greatly contribute to improving the delivery of barangay justice services and sustaining a peaceful and orderly community.
