Let’s meet this year’s awardees for the 𝗠𝗮𝗿𝗴𝗶𝗲 𝗔. 𝗕𝗶𝗹𝗶𝗴𝗮𝗻 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗔𝘄𝗮𝗿𝗱𝘀 𝗳𝗼𝗿 𝗬𝗼𝘂𝘁𝗵 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 - 𝗠𝗼𝘀𝘁 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗦𝗞 𝗖𝗼𝘂𝗻𝗰𝗶𝗹𝘀.

We are recognizing a team—a council, a collective of young leaders who dared to ask a different question.

Because innovation in governance is not simply about making something look new. It is not about using technology merely because it is available, nor is it about creating something complicated simply to impress.

The finalists for the 𝗠𝗼𝘀𝘁 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗦𝗞 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 have shown us that young leaders can think beyond traditional approaches. They developed programs and initiatives that responded to real needs and concerns within their communities.

From an initial pool of 15 councils, only three were recognized. These outstanding councils explored new ways of engaging the youth, built meaningful partnerships, and used creativity to address pressing challenges. Most importantly, they proved that true innovation lies not only in having great ideas—but in having the courage and commitment to transform ideas into action.

The role of an 𝗦𝗞 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 is not simply about being at the front. It is not about having the loudest voice in the room, nor is it about being the person whose name appears first on the organizational chart.

True leadership is demonstrated through action. Our finalists were challenged to show how they translate their mandate into meaningful initiatives and tangible results for their communities. From an initial pool of 15 candidates, only three have emerged as the finest examples of leadership, commitment, and service.

The 𝗠𝗼𝘀𝘁 𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗦𝗞 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 recognizes someone whose work is often carried out behind the scenes. There may be no microphone, no stage, and no spotlight—but without this person, much of the council's work would never be properly documented, organized, or carried forward. Our finalists have demonstrated that excellence does not always have to be loud.

Yet, the role goes far beyond writing minutes. It demands accuracy, organization, attention to detail, timeliness, administrative competence, and accountability. Ten finalists made the cut, but only three distinguished themselves through their exceptional competence, diligence, organizational skills, and commitment to administrative excellence.

They have proven that behind every effective council is a Secretary who understands that documentation is not merely paperwork—it is accountability in written form.

The 𝗠𝗼𝘀𝘁 𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗦𝗞 𝗧𝗿𝗲𝗮𝘀𝘂𝗿𝗲𝗿 is not simply someone who knows how to compute. This recognition goes beyond numbers. It recognizes someone who understands financial planning, budgeting, documentation, accountability, transparency, and the responsible stewardship of public funds. Someone who understands that financial management is not merely about balancing figures—but about ensuring that every peso entrusted to the SK is translated into meaningful service. Thirteen were shortlisted. But among them, three stood out.

The DILG Bacolod City, together with the Panlungsod na Pederasyon ng Sangguniang Kabataan (PPSK) Bacolod City Chapter, led by PPSK President Danna Marie C. Barzo, successfully conducted the 𝟮𝟬𝟮𝟲 𝗠𝗮𝗿𝗴𝗶𝗲 𝗔. 𝗕𝗶𝗹𝗶𝗴𝗮𝗻 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗔𝘄𝗮𝗿𝗱𝘀 𝗳𝗼𝗿 𝗬𝗼𝘂𝘁𝗵 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 – 𝗔𝘄𝗮𝗿𝗱𝗶𝗻𝗴 𝗖𝗲𝗿𝗲𝗺𝗼𝗻𝘆 on August 28, 2026, at the Sangguniang Panlungsod Session Hall, Bacolod City.

Established in 2023, the awards entered a new chapter in 2025 when they were rebranded and named in honor of Director Margie A. Biligan—the first Regional Director of DILG–Negros Island Region and the visionary whose commitment to youth leadership and excellence helped bring these awards to life. Her legacy serves as a reminder that 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗶𝘀 𝗮 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆, 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝗶𝘀 𝗮 𝗰𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝗲𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗶𝘀 𝗮 𝘀𝘁𝗮𝗻𝗱𝗮𝗿𝗱.

In her Welcome Message, PPSK President Danna Marie C. Barzo expressed her appreciation to DILG Bacolod City for establishing a rigorous assessment process that upholds a high standard of excellence. She emphasized that the evaluation goes beyond documents and compliance, taking into consideration the overall performance of SK Councils and their ability to create meaningful change and lasting impact within their respective communities.

Meanwhile, Vice Mayor Claudio Jesus Raymundo A. Puentevella congratulated PPSK President Barzo and the SK Councils for their innovations and continued commitment to youth empowerment. These sentiments were likewise echoed through the messages of support from Congressman Alfredo Abelardo Benitez and Mayor Greg G. Gasataya, delivered through their respective representatives.

The Awarding Ceremony was filled with excitement and celebratory energy as the Top 15 SK Councils with Ideal Functionality Ratings were formally recognized. The program also honored the Top Three finalists for Most Outstanding SK Chairperson, Most Outstanding SK Secretary, and Most Outstanding SK Treasurer, as well as the Top Three Most Innovative SK Councils.

In his Closing Message, City Director Christian M. Nagaynay, CESO V, congratulated all SK Councils and officials who participated in the assessment process and commended them for their commitment to service and excellence. As their current terms gradually come to a close, CD Nagaynay expressed his hope that these young leaders would continue to take space in their communities, amplify the voices of others, and create more inclusive and equitable opportunities for all.

𝗟!𝗦𝗧𝗢 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝘀 𝗬𝗼𝘂𝘁𝗵 𝗟𝗲𝗮𝗱𝗲𝗿𝘀 𝗳𝗼𝗿 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲

The second day of 𝗟!𝗦𝗧𝗢 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 was filled with energy, meaningful discussions, and a vibrant exchange of ideas as participants further explored the intersection of youth leadership, climate action, and disaster resilience.

The day's sessions began with Ms. Marga De Asis, RPM, who led a discussion on Climate Change and Mental Health, highlighting the importance of addressing the psychological and emotional impacts of climate-related disasters. This was followed by a session on the Roles of Young People Before, During, and After Disasters, facilitated by Mr. Humphrey Mile Bayot of the Red Cross Youth, which emphasized the vital role of young people as active partners in disaster preparedness, response, and recovery.

During the afternoon session, participants delved into Gender Equality, Disability, and Social Inclusion (GEDSI) in Disaster Risk Reduction and Management, facilitated by Ms. Coleen Awit, Senior Program Manager of the Negrosanon Young Leaders Institute, Inc. (NYLI). The discussion underscored the importance of ensuring that disaster preparedness and response mechanisms are inclusive and responsive to the needs of all sectors of society.

The 𝗟!𝗦𝗧𝗢 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 culminated with the Community Re-entry Plan Workshop, also led by Ms. Awit. Participants regrouped and selected their respective host barangays, where they were tasked to identify community hazards, vulnerabilities, and existing response mechanisms. Through the workshop, participants gained a deeper understanding of how they can become more actively involved in their chosen communities by identifying possible programs, projects, and activities (PPAs) that could help strengthen local DRRM practices and enhance community preparedness and response.

In her Closing Message, Program Manager May Theresa A. Malongayon expressed her appreciation to the NYLI Team for their invaluable support in facilitating the L!STO Kabataan Program. She likewise thanked all participants for their active engagement and meaningful contributions throughout the two-day activity. PM Malongayon expressed her hope that the program would inspire more young people to become actively involved in DRRM initiatives and serve as advocates who can share their knowledge, ideas, and innovative solutions with their respective communities.

Through 𝗟!𝗦𝗧𝗢 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻, the youth were reminded that resilience is not built by institutions alone—it is strengthened when young people step forward, participate, take action, and become part of the solution before, during, and after disasters.

The DILG Bacolod City, in collaboration with the Bacolod City Disaster Risk Reduction and Management Office (BCDRRMO), Office of Civil Defense–Negros Island Region (OCD-NIR), and Negrosanon Young Leaders Institute, Inc. (NYLI), successfully conducted the final leg of the 𝗟!𝗦𝗧𝗢 𝗕𝗮𝗰𝗼𝗹𝗼𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗟!𝗦𝗧𝗢 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻: 𝗬𝗼𝘂𝘁𝗵 𝗟𝗲𝗮𝗱𝗲𝗿𝘀 𝗳𝗼𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀, held on August 26–27, 2026, at Benjamin Hall, Bacolod City.

In his Welcome Message, City Director Christian M. Nagaynay, CESO V, expressed his appreciation to the partner agencies—BCDRRMO, OCD-NIR, and NYLI—for their invaluable support and collaboration in facilitating the activity. He emphasized the crucial role of the youth in advancing disaster preparedness and response, recognizing their limitless potential not only as force multipliers but also as active partners and thought leaders who can contribute innovative ideas and meaningful solutions to the needs of their communities.

Messages of support were likewise delivered by NYLI Executive Director Kevin T. Gaitan, Sangguniang Panlungsod Member Psyche Marie Sy, Chairperson of the Committee on Disaster Risk Reduction and Management, and PPSK Vice President Catherine P. Trespuentes. They
affirmed the vital role of youth leaders in building resilient communities by encouraging them to take space, speak up, participate actively in decision-making, and help ensure that disaster preparedness and response are inclusive and responsive to the needs of everyone.

The program commenced with a discussion on the Philippine Disaster Risk Reduction and Management System, delivered by CDO V Ma. Aletha Nogra of OCD-NIR. This was followed by LGOO III Gregorio P. Lopez, Jr., who presented Operation L!STO, an advocacy program of the Department that serves as a mechanism for strengthening the preparedness and promoting a more standardized response of local government officials during disasters.

Meanwhile, Dr. Anna Maria Laarni M. Pornan, LDRRMO/CDRRRM Officer, shared the best practices and key programs of the Bacolod City DRRMO, highlighting various opportunities where youth leaders can actively participate, contribute, and collaborate in advancing local disaster resilience.

During the afternoon sessions, Ms. Coleen Awit, NYLI Senior Program Manager, facilitated a discussion on Climate Change 101, providing participants with a deeper understanding of the realities and impacts of climate change. The first day of the program concluded with a session on Digital Advocacy for Climate Change and Disaster Risk Reduction, delivered by Ms. Bless Ann Tio, Communications Manager of NYLI, which emphasized the power of digital platforms and responsible communication in raising awareness and mobilizing communities toward climate action and disaster resilience.

Through L!STO Kabataan, young leaders were empowered not merely to become participants in disaster preparedness but to emerge as active advocates, partners, innovators, and champions of resilient communities—demonstrating that the youth are not only the future of disaster resilience, but an essential part of its present.

Ngunit ang kabayanihan ay hindi lamang matatagpuan sa mga pahina ng kasaysayan. Nabubuhay ito sa bawat Pilipinong handang maglingkod, tumindig para sa tama, tumulong sa kapwa, at kumilos para sa ikabubuti ng nakararami.

Sama-sama nating ipagpatuloy ang kanilang pamana—na may pagmamahal sa bayan, malasakit sa kapwa, at tapang na maging bahagi ng pagbabago.
