Walang sisingiling late fees o penalties para sa lahat ng renewal na sakop ng nasabing extension habang epektibo ang Memorandum Circular.

Before you can legally transport passengers for hire, you must first apply for a Change of Classification (MTC to TC) with the Land Transportation Office (LTO). This process updates your vehicle's official classification and records, ensuring compliance with existing laws and regulations.

The Land Transportation Office Region VI (LTO-6) informs the public that, pursuant to LTO Memorandum Circular No. MVL-2026-5271 dated 29 July 2026, the validity of the following documents due for renewal starting 01 July 2026 is hereby 𝑬𝑿𝑻𝑬𝑵𝑫𝑬𝑫 𝑵𝑨𝑻𝑰𝑶𝑵𝑾𝑰𝑫𝑬 until further notice due to the ongoing downtime and system slowdown of the Land Transportation Management System (LTMS):

✅ Driver's Licenses
✅ Student Permits
✅ Conductor's Licenses
✅ Motor Vehicle Registrations
✅ Medical Certificates

During the effectivity of this Memorandum Circular, no late fees, surcharges, or penalties shall be imposed on transactions involving the above documents that are affected by the LTMS system interruption.

The extension shall remain in effect until the Management Information Division (MID) certifies that the LTMS has been fully restored and a subsequent Memorandum Circular is issued officially lifting the extension.

Thank you for your patience, understanding, and continued cooperation as we work to restore normal system operations and ensure the uninterrupted delivery of public services.
