The City Government of Baguio strongly condemns the continued dog meat trade and all forms of cruelty inflicted upon animals, practices which have no place in a humane and law-abiding society. The consumption, transport, slaughter, and trade of dogs for meat are clear violations of Republic Act No. 8485, otherwise known as the Animal Welfare Act of 1998, as amended, and undermine the values of compassion, respect, and responsible stewardship that we must uphold as a community.
The local government reaffirms its firm commitment to the strict implementation and enforcement of RA 8485 within the city. We recognize that protecting animal welfare is not merely a legal obligation, but also a reflection of the kind of society we aspire to build-one that values life and promotes kindness toward all living beings.
The City Government of Baguio stands in solidarity with the Animal Kingdom Foundation and supports its continuing efforts to eliminate the dog meat trade in the country, advance animal welfare protection, and promote humane and compassionate values among communities. We acknowledge the organization's invaluable work in advocating for stronger awareness, rescue initiatives, and legal action against offenders.
In line with this, we call for strengthened compliance with the Animal Welfare Act at all levels, as well as closer collaboration among law enforcement agencies, barangays, animal welfare groups, and the public to eliminate incidents of cruelty on the ground. Through sustained education, vigilant enforcement, and collective action, we can help create safer communities not only for people, but also for animals entrusted to our care.
