On July 23, 2026, the Health Services Office – Mental Health and Substance Use Wellness Unit (MHSUWU), in partnership with the Philippine Drug Enforcement Agency – Cordillera Administrative Region (PDEA-CAR), conducted a random drug testing activity for the employees of the Baguio City Veterinary Office – Slaughter Compound, Baguio City.

The activity was undertaken as part of the City's commitment to promoting and maintaining a drug-free workplace. It aimed to ensure a safe, healthy, and productive work environment by supporting the implementation of workplace drug prevention policies, fostering employee accountability, and reinforcing the local government's advocacy against the use of illegal drugs.

The drug testing yielded zero positive results for the use of illegal drugs among all employees who underwent testing. This outcome reflects the employees' compliance with the City's Drug-Free Workplace Program and demonstrates the continued commitment of the Baguio City Veterinary Office to maintaining a safe, healthy, and drug-free working environment.

June 26, 2026 | Strengthening Referral Pathways for Smoking Cessation and Alcohol Use Disorder Services

The Health Services Office, in partnership with the Baguio General Hospital and Medical Center – Smoking Cessation Clinic, conducted a presentation on the referral process and service pathways for Smoking Cessation and Alcohol Use Disorders, highlighting the standard process of evaluation, management, and client care.

The activity aimed to strengthen collaboration among healthcare providers and ensure a seamless, evidence-based referral system that promotes timely access to quality treatment and support services. Through this initiative, partner agencies continue to work together in advancing comprehensive, client-centered care and healthier communities.

The Barangay of City Camp Proper successfully conducted an orientation on the process flow and referral system of the Community-Based Drug Rehabilitation Program (CBDRP) on June 18, 2026.

As part of the activity, Ms. Eufemia D. Dela Cruz, RN from the Health Services Office – Mental Health and Substance Use Wellness Unit was invited as a resource speaker to discuss the CBDRP process flow, referral pathways, and the roles of stakeholders in ensuring timely and appropriate interventions for individuals affected by substance use.

The orientation aimed to strengthen the capacity of barangay officials and community partners in implementing an effective referral system, fostering collaboration, and enhancing access to rehabilitation and recovery support services within the community.

Together, let us continue building healthier, safer, and drug-resilient communities through partnership, education, and evidence-based interventions.

The City Anti-Drug Abuse Council (CADAC) convened a meeting as part of its continuing commitment to strengthen evidence-based policies, programs, and interventions addressing substance use, rehabilitation, and recovery within the City of Baguio. The meeting was held at the Conference Room of the City Mayor’s Office at 4:00 PM and gathered key stakeholders to discuss initiatives aimed at enhancing the effectiveness of local drug prevention and rehabilitation efforts.

Among the key agenda items discussed was the proposed study on the relapse rates of Persons Who Use Drugs (PWUDs), which seeks to identify factors contributing to relapse and evaluate the long-term outcomes of rehabilitation interventions. The proposed research study was presented by faculty members from the College of Arts and Sciences of the University of the Cordilleras, highlighting its objectives, methodology, and potential contributions to strengthening local drug rehabilitation and recovery programs.

The meeting also focused on the assessment of the Community-Based Drug Rehabilitation (CBDR) Program of the City Government of Baguio, including its implementation, challenges, accomplishments, and opportunities for improvement. Participants exchanged insights and recommendations aimed at enhancing program effectiveness and ensuring that interventions remain responsive to the needs of individuals undergoing recovery.

The discussions emphasized the importance of utilizing research findings and program evaluation results to guide policy formulation, strengthen service delivery, and support data-driven decision-making. Through collaborative efforts among government agencies, academic institutions, and community stakeholders, the City continues to advance its goal of promoting a healthier, safer, and drug-free community while supporting the successful rehabilitation and reintegration of former drug dependents.//RPD

The members of the City Peace and Order Council (CPOC) and City Anti-Drug Abuse Council (CADAC) convened on June 10, 2026, at the 2nd Floor Multi-Purpose Hall, Baguio City Hall, for the conduct of the 2nd Quarter Joint Meeting.

During the meeting, Ms. Eufemia D. Dela Cruz, RN, Community-Based Drug Rehabilitation Program (CBDRP) Assistant from the Health Services Office, presented updates on the implementation of the Community-Based Drug Rehabilitation Program, including the status of clients served from 2025 to the present. She also provided updates regarding the proposed location and developments of the Balay Silangan facility.

The joint meeting served as a platform for strengthening collaboration among council members and partner agencies in promoting peace and order, advancing anti-drug initiatives, and enhancing community-based rehabilitation services in the City of Baguio.
