SABLAN, BENGUET — On July 9–10, 2026, DOLE Baguio‑Benguet, in partnership with the Department of Agriculture and National Irrigation Administration, monitored the activities of TUPAD 87 deployed beneficiaries under the Integrated Services for Sustainable Livelihood in Agriculture (ISLEP). The workers will render 15 days of service carrying out farming activities on farmlands and HAPAG sites, supporting immediate livelihood needs and sustainable agriculture to address the issue of food scarcity in the midst of the current fuel crisis. Monitoring confirmed the program is being implemented as planned. DOLE remains committed to providing temporary employment and strengthening community resilience through the provision of livelihood initiatives and emergency employment.

The Department of Labor and Employment (DOLE) Baguio-Benguet Field Office conducted monitoring activities on July 9–10, 2026, to assess the implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program in several barangays of Sablan, Benguet.
A total of 87 beneficiaries have been deployed under the Integrated Sustainable Livelihood and Employment Program (ISLEP), a partnership initiative between DOLE and the Department of Agriculture. The beneficiaries are scheduled to complete 15 working days of community-based employment focused on livelihood and agricultural development.
As part of the program, beneficiaries are carrying out approved activities on their respective farmlands and HAPAG sites, contributing to both immediate income support and the promotion of sustainable agricultural practices within their communities.
The monitoring activities confirmed that work assignments are being implemented in accordance with the approved program guidelines and that project implementation is progressing smoothly.
DOLE continues to uphold its commitment to provide temporary employment opportunities, advancing sustainable livelihood initiatives, and fostering community development throughout Baguio-Benguet. Through collaborative efforts and shared responsibility, the DOLE-BBFO remains steadfast in helping build more resilient and self-reliant communities. 𝐑𝐄𝐀𝐃 | 𝐃𝐎𝐋𝐄-𝐁𝐀𝐆𝐔𝐈𝐎 𝐁𝐄𝐍𝐆𝐔𝐄𝐓 𝐀𝐒𝐒𝐈𝐒𝐓𝐒 𝐈𝐍 𝐏𝐇𝐏 𝟏𝐌 𝐒𝐄𝐍𝐀 𝐒𝐄𝐓𝐓𝐋𝐄𝐌𝐄𝐍𝐓 𝐅𝐎𝐑 𝐅𝐎𝐑𝐌𝐄𝐑 𝐖𝐎𝐑𝐊𝐄𝐑

The Department of Labor and Employment (DOLE) Baguio-Benguet Field Office successfully facilitated the settlement of Php 1,000,000.00 in backwages for a former private-sector employee through the agency's Single-Entry Approach (SEnA) program.

Utilizing this mandatory 30-day conciliation and mediation mechanism, the field office enabled both parties to reach an amicable resolution without escalating the dispute to a prolonged and costly legal proceeding.

The substantial settlement appropriately compensates a former worker of a private estaishment for lost earnings, separation pay, and other unpaid statutory benefits. This resolution demonstrates the efficacy of the SEnA program in providing employees with an accessible, efficient, and cost-free administrative avenue to resolve workplace grievances and secure rightful monetary claims.

The Department of Labor and Employment has officially commenced the rollout of Batch 2 of the TUPAD Tuloy Pasada Program, extending emergency income support to public utility vehicle operators and dispatchers across different public transportation routes to ensure the project's smooth implementation of TUPAD Pasada program in Baguio and Benguet.

The TUPAD Tuloy Pasada program is a targeted emergency employment initiative by the Department of Labor and Employment (DOLE-CAR / DOLE-BBFO) designed to provide immediate economic support to Public Utility Jeepney (PUJ) drivers and dispatchers dealing with rising fuel costs and operating expenses.

Through continuous monitoring and close coordination with our transport co-ops and local partners, DOLE-BBFO remains firm in its commitment to effectively execute the TUPAD Tuloy Pasada Program—delivering vital economic relief directly to the transport workers who keep Baguio and Benguet moving.

The DOLE Baguio-Benguet Field Office (BBFO) in partnership with the Public Employment Services Office monitored the ongoing Brigada Eskwela at Pines City National High School and Lucban Integrated School.

TUPAD-Brigada Eskwela program is an initiative between DOLE and DepEd, that deploys temporary employment to disadvantaged workers. Through this initiative, beneficiaries contribute to the preparation of schools for the opening of classes while earning short-term income to support their families and communities.

BAGUIO CITY – The Department of Labor and Employment – Cordillera Administrative Region (DOLE-CAR) formally welcomes Regional Director Jesus Elpidio “Jimmit” B. Atal Jr., MNSA, during a turnover ceremony held on July 27, 2026.

Director Atal assumed his new post after serving as the Regional Director of DOLE Region II. He previously served as the Assistant Regional Director of DOLE-CAR from 2018 to 2020 before his assignment to DOLE Region II. His return to the region embarks a new chapter in leading the delivery of labor and employment programs and services across the Cordillera.

The turnover ceremony brought together officials and personnel from DOLE-CAR, DOLE RO2, Regional Line Agencies, members of the Regional Coordinating Council (RCC-CAR), representatives from the Wage Board, Public Employment Service Office (PESO) of Baguio City, and Civil Service Organizations.
