The Province of Iloilo, through the Office of the Provincial Population Officer, joins the nation and the global population and development community in commemorating the 98th Birth Anniversary of Rafael M. Salas.
Widely recognized as the founding Executive Director of the United Nations Fund for Population Activities (UNFPA), now known as the United Nations Population Fund, Rafael M. Salas dedicated his life to advancing people-centered development, championing the principle that population is not merely about numbers, but about improving the quality of life and expanding opportunities for every individual. His visionary leadership transformed the way the world views population and development.
His legacy continues to inspire the work of local population offices, including the Province of Iloilo, in implementing responsive and evidence-based population and development programs that empower families, protect the welfare of women and children, support adolescents and youth and strengthen local governance through reliable demographic information.
As the Province of Iloilo continues to pursue its vision of a MoRProGRes Iloilo, the Office of the Provincial Population Officer remains steadfast in carrying forward the values championed by Rafael M. Salas - integrity in public service, respect for human dignity and commitment to inclusive and sustainable development.
On this special occasion, the Office of the Provincial Population Officer honors his extraordinary contributions, and celebrates a legacy that continues to shape generations of population and development practitioners.
