In any democratic society, law enforcement is meant to serve as a neutral guardian of peace, not a tool to project control or create intimidation. But in the heart of Batac, the people are beginning to ask a difficult, yet necessary question: Why is the police presence uneven? Why does it seem to follow only one camp, while turning a blind eye to the other?

When the Nalupta camp goes around the barangays, introducing their platform, listening to people’s concerns, and doing the hard work of grassroots campaigning, the presence of police is unmistakable. Patrol cars with lights on. Policemen accompanying the candidates—even without any threat, disturbance, or illegal activity.

And yet, the presence of police officers—intended or not—casts a shadow. It raises questions:
Is this surveillance? Is this a warning? Are these officers there to ensure peace—or to apply quiet pressure?

Now let’s turn the spotlight elsewhere.

Just yesterday, in plain view of the public, the Chua camp was reportedly conducting an activity involving the distribution of 500-peso bills, said to be from a partylist. Photos and posts about it were circulated multiple times on social media. This is, by all appearances, a possible election offense—and one that surely did not go unnoticed.

There was a crowd. There was a traffic jam in the area. And yet, not a single policeman was present. Not one patrol car. No effort to maintain order. No enforcement presence to check what was happening.

So we ask again:
Why this silence? Why this absence?

If the police are truly neutral—as they are sworn to be—then let it be known and felt equally. Their presence must not be selective. Their absence must not be strategic.

To our law enforcement agencies: your badge symbolizes trust. When you are seen more in one camp than the other, you invite doubt. When you patrol peaceful gatherings of one group, but ignore questionable activities of another, you invite division. When presence becomes pressure and silence becomes permission, democracy suffers.

To the people of Batac: Stay vigilant. Ask questions. Demand balance. The ballot is sacred—but so is the environment in which it is cast. Fear has no place in politics. Neither does favoritism.

This election is not only about who wins. It’s about how we win.

And history will remember not just the victors, but those who chose to remain silent when truth begged to be seen.

In a time when leadership often leans toward empty promises, Bismark Quidang shines as a true example of passion, dedication, and service. From a very young age, he has proven that genuine commitment, not political ambition, is the real foundation of good governance.

Bismark’s journey began when he served as Municipal SK President of Batac, where he quickly became known for his tireless work ethic. Organizing Lingo ng Kabataan, featuring the election of Municipal Junior Officials to prepare the next generation of leaders.

Promotion of barangay reading centers, advancing literacy and learning across the city.

Because of his remarkable service and impact, Bismark was honored by the National Youth Commission as an Outstanding Youth Leader. He was also recognized by the Department of the Interior and Local Government (DILG) as the Most Outstanding Municipal SK President of Ilocos Norte. This prestigious award was presented to him by no less than President Gloria Macapagal-Arroyo, personally handed over by then-DILG Secretary Joey Lina and Congresswoman Imee Marcos.

In government service, leaders must constantly advocate, negotiate, defend, explain, and inspire. If a leader lacks the ability to clearly and forcefully express the people’s needs and the city’s plans, then the city itself is weakened in every meeting, every negotiation, and every battle for resources and support.

While it is sympathetic to hear a candidate say, “I’m a good listener,” the hard reality is this: the future of Batac cannot be entrusted to someone who struggles to communicate.
We cannot afford a mayor who will sit quietly in the back of the room when Batac’s needs are on the line. We cannot afford a leader who cannot energize and inspire the bureaucracy under him. We cannot afford a mayor who cannot persuasively defend our dreams and development plans.

For Councilor Bismark, his deep connection to Batac’s tricycle drivers is more than just political—it’s personal.

“They’ve been there since I started,” he shares, recalling his first run for councilor in 2004. “I belong to this group. My father was a tricycle driver, and my grandfather was one of the pioneers in Batac. Growing up, their hard-earned income put food on our table, sent us to school, and provided for our needs. That’s why I owe them so much.”

The tricycle sector’s unwavering support has been a constant in Bismark’s political career. “I can feel their love—not just in their votes but in how they campaign for me. They did the same for my wife when she ran in 2013 and 2016,” he says.

This mutual respect has inspired Bismark to champion initiatives that uplift the sector. Over the years, he has launched several programs, including movable sheds for drivers, improved waiting areas, urinals inside MMSU, and basketball tournaments. He also advocated for PhilHealth enrollment for tricycle drivers during Mayor Jeff Nalupta’s term.

When the COVID-19 pandemic struck, Bismark prioritized tricycle drivers for vaccine slots in collaboration with MMMH&MC and MMSU. He also defended policies to secure their livelihood, such as granting amnesty for franchise issues, implementing a tricycle route plan to preserve access to the national highway, and ensuring no terminal displacement while chairing the Committee on Transportation.

“Helping the tricycle sector is not about politics—it’s personal,” Bismark emphasizes. “I do this because I truly love and care for this sector, which shaped my life growing up.”

Despite criticisms of being too accommodating, Bismark remains steadfast. “Even if I’m accused of lacking political will because of the assistance I give them, I will continue to help. But if anyone abuses the riding public, that’s a different story.”

Debates are meant to be a platform where voters can assess the intelligence, readiness, and leadership capabilities of candidates. It is a moment of truth—a chance for the public to see how each aspirant thinks on their feet, addresses real issues, and engages in meaningful discourse. Sadly, the upcoming political debate has taken a different direction.

The organizers of the event made the decision to feed the questions in advance and allow candidates to pre-select the questions they wish to answer. These same candidates were given days to prepare and rehearse their responses. During the event, the moderator will act as if the questions are spontaneous, creating the illusion of an authentic exchange. But it’s not real. It’s staged.

Yes, the organizers claim there is fairness because all candidates get the same privilege—but that’s where the problem lies.

By allowing everyone to prepare and polish their answers in advance, the organizers are erasing the natural advantage of seasoned and truly competent candidates. In a genuine debate, experience, readiness, and command of issues naturally rise to the top. But in a scripted format, everyone sounds brilliant, even those who are unprepared in real life.

This setup doesn’t highlight substance—it masks it. It doesn’t test ability—it levels the field artificially. What was supposed to be a debate has become a show, complete with rehearsed lines, memorized statements, and controlled narratives.

For this reason, the team of former Mayor Jeff Nalupta has decided not to participate.

It’s not because we are afraid. Why would we be? The questions are known in advance. The answers are rehearsed. Any candidate, even one without true grasp of public service, can sound impressive under those conditions.

Our refusal to join stems from principle. We do not want to be part of an event that may mislead the public. Voters deserve to see the real capabilities of those seeking to lead them—not a carefully choreographed performance.

We respect the voters too much to pretend.

This is not a real debate. It’s not about testing character, competence, or conviction. It’s about appearances. And our team chooses not to take part in that kind of political theater.

Let the people see the truth—not a script.
