Strengthening Mental Health Support in Bayawan 🧠💙

Hon. Stanley Brian Roble Fortugaleza attended today’s Mental Health Council Meeting to receive updates on the mental health cases recorded in the city and the interventions provided so far.

The discussion provided valuable insights as he continues to work on the proposed ordinance adopting and institutionalizing the Mental Health Act in the City of Bayawan, which has already passed First Reading and undergone an initial committee meeting. A succeeding committee meeting is set to further review and refine the measure.

A Productive Committee Meeting on Games and Franchise 🏛️

The Committee on Games and Franchise, chaired by Hon. Stanley Brian R. Fortugaleza, successfully conducted its committee meeting to deliberate on the proposed ordinance granting a franchise to Mr. Alessandro Lacson to operate a cockpit arena.

The meeting was presided over by Hon. Sharlou Jamin, who led the committee deliberations and discussions with the concerned department heads or their representatives and other stakeholders.

One of the significant matters that transpired during the meeting was the scheduling of a Public Hearing on August 27, 2026, at 1:30 PM. The venue is yet to be announced.

The committee remains committed to ensuring that the proposed measure undergoes proper consultation, careful deliberation, and responsible legislative review in the best interest of the City of Bayawan and its constituents.

Hon. Stanley Brian R. Fortugaleza attended the 46th Regular Session of the Sangguniang Panlungsod of Bayawan. After the session, he went straight to his office to continue serving—not only through legislative work, but also through compassionate and personal assistance.

As a medical doctor, he provided free medical check-ups and extended whatever assistance he could to SP employees and other City Hall employees who sought his help.

For Hon. Fortugaleza, public service goes beyond the session hall. It is about being present, listening, and extending help wherever and whenever he can.

A Rare Convergence of Local and Provincial Legislative Sessions 🏛️🤝

The City of Bayawan had the distinct honor of welcoming the members of the Sangguniang Panlalawigan of Negros Oriental and their respective staff, who arrived in the city yesterday afternoon, August 10, for an overnight visit.

Their visit continued today with a truly rare and meaningful convergence of local and provincial legislative sessions, as the 45th Regular Session of the Sangguniang Panlungsod of Bayawan and the Special Session of the Sangguniang Panlalawigan of Negros Oriental were held in the same session hall.

The 45th Regular Session of the Sangguniang Panlungsod took place first, presided over by Hon. Vice Mayor Rusmar Ian D. Tijing, followed by the Special Session of the Sangguniang Panlalawigan, presided over by Hon. Erwin Macias.

Hon. Stanley Brian R. Fortugaleza joined his fellow city legislators in this unique occasion, alongside Hon. City Mayor Jack T. Raymond, Jr., who was also in attendance.

Having the two legislative bodies conduct their respective sessions in the same room, one after the other, was indeed a special moment for the City of Bayawan. It provided an opportunity for local and provincial legislators to witness each other’s proceedings, exchange insights, and strengthen institutional ties.

The successful sessions were followed by a lunch with the legislators and their respective staff, capping a meaningful visit that began with the provincial delegation’s arrival in Bayawan yesterday and continued with today’s legislative proceedings.

More than just a visit, it was a coming together of legislators in the spirit of collaboration, camaraderie, and shared public service—a memorable occasion for the City of Bayawan and the Province of Negros Oriental. 🏛️🤝

On August 10, 2026, Hon. Stanley Brian R. Fortugaleza joined the Welcome Dinner for the Provincial Board Members of Negros Oriental and their staff during their visit to the City of Bayawan, held at Tawhai Beach.

Also gracing the gathering were Hon. City Mayor Jack T. Raymond, Jr., Hon. Vice Mayor Rusmar Ian D. Tijing, and the members of the Sangguniang Panlungsod of Bayawan.

The evening was graciously hosted and sponsored by Board Member Atty. Popoy and City Councilor Mrs. Renacia, whose warm hospitality brought together local and provincial legislators in one memorable gathering.

Hon. Stanley Brian R. Fortugaleza participated in the 3-Day 1st Provincial Congress and Continuous Learning Program held August 4–6, 2026, Bai Hotel, Mandaue City, Cebu.

The three-day program served as an opportunity to deepen knowledge, exchange best practices, and strengthen legislative competence alongside fellow public officials and legislative personnel. Immediately after the session concluded, he returned to his office to personally meet with constituents who had patiently waited to seek medical advice, assistance, and guidance.

Before today’s 42nd Regular Session of the Sangguniang Panlungsod, Hon. Stanley Brian R. Fortugaleza joined the Vice Mayor and fellow members of the City Council in Barangays Banga and Nanga for the rice distribution activity.

Personally being present to assist in the distribution reflects a commitment to ensuring that government assistance reaches the people it is intended to serve. Every opportunity to connect with the community is another opportunity to listen, serve, and make a positive difference.

7.15.2026 | Strengthening healthcare through sound policy and meaningful collaboration.

Today, Hon. Stanley Brian R. Fortugaleza attended the Medical Board Meeting and Ad Hoc Committee Meeting, where key matters concerning the City’s Medical Scholarship Program were discussed. Among the highlights was the preparation for the signing of contracts by the first two medical scholars under the newly approved amended ordinance. Under the measure, the scholars will render a five-year return service commitment upon successfully passing the Physician Licensure Examination, ensuring that their knowledge and skills will be dedicated to serving the people of the City of Bayawan.

This milestone follows the approval on third and final reading of the ordinance authored by Hon. Fortugaleza during the 42nd Regular Session, reaffirming the City’s commitment to investing in future doctors while strengthening accessible and sustainable healthcare services for every Bayawanon.
