The Human Resource Management Office (HRMO), headed by Ms. Imelda Obidos, conducted an orientation-workshop on the Strategic Performance Management System (SPMS) and the preparation of the Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR) for newly appointed employees.

Before the program formally commenced, Municipal Councilor Atty. Bartolome Baldas Jr., Chairperson of the Committee on Personnel, delivered an inspiring message to the newly appointed employees of the Municipality of La Trinidad.

In his message, he emphasized that public service is both a privilege and a challenge. He reminded everyone that their work is not merely about fulfilling responsibilities but about serving the people with humanity, compassion, and love.

He also encouraged the employees to remain dedicated and committed to their work, step out of their comfort zones, and go beyond the limits of their job descriptions in delivering genuine and meaningful public service.

The Sangguniang Bayan of La Trinidad successfully conducted a Public Hearing on the following proposed ordinances, providing stakeholders, sectoral representatives, and members of the public the opportunity to express their views, recommendations, and concerns to help ensure that the proposed measures are responsive to the needs of the community.

📌 HIGHLIGHTS OF THE 30th REGULAR MEETING OF THE SANGGUNIANG BAYAN OF LA TRINIDAD, BENGUET
July 28, 2026

The Sangguniang Bayan of La Trinidad, Benguet, headed by Hon. Guiller A. Galwan, Municipal Vice Mayor and Presiding Officer, successfully conducted its 30th Regular Meeting, where significant legislative matters, committee reports, and municipal concerns were discussed and acted upon.

🔹 CONSULTATION HOUR
The Sanggunian welcomed concerned stakeholders and discussed key issues affecting the municipality, including:

• The boundary dispute between Barangay Bineng, La Trinidad and Barangay Banengbeng, Sablan, Benguet, presented by Punong Barangay Dixon Wakat; and
• Updates and interventions on the African Swine Fever (ASF) situation presented by Municipal Agriculturist Ms. Nida Organo.

🔹 LEGISLATIVE DELIBERATIONS
The Sanggunian tackled several proposed ordinances, including measures on:

✅ Support programs for vegetable and cutflower farmers affected by oversupply and market challenges;
✅ Amendments to the La Trinidad Traffic Safety and Management Code of 2022;
✅ Promotion of authentic indigenous handwoven textiles and indigenous signages in public facilities;
✅ Consumer protection and welfare;
✅ Institutionalization of women sectoral representation in the Sangguniang Bayan; and
✅ Support for the “Build A School, Build A Nation: The Classroom Project” through the grant of applicable local fee exemptions.

🔹 COMMITTEE REPORTS AND LOCAL GOVERNANCE MATTERS
The body deliberated on various committee reports involving:

• Barangay budget reviews and fund realignments;
• Renewal of partnership with DENR and the Girl Scouts of the Philippines for the conservation of communal forests;
• Review of barangay measures on breastfeeding promotion, assistance for VAWC survivors, and solid waste management; and
• Appropriations related to newly created municipal positions.

🔹 NEW PROPOSED MEASURES AND RESOLUTIONS
The Sanggunian received and referred various legislative proposals, including initiatives concerning:

• Persons with Disability (PWD) awareness and inclusion;
• Philippine Sea Education Awareness Program;
• Political boundary concerns;
• Environmental governance and subdivision regulation; and
• Consumer protection against unfair business practices, including underweighing and defective weighing scales.

🔹 IMPORTANT COMMUNICATIONS AND INFORMATION MATTERS
The Sanggunian also took note of several communications involving:

• Proposed amendments to the La Trinidad Early Childhood Care and Development Ordinance;
• Policy initiatives on internship deployment and peaceful electoral processes;
• Infrastructure project updates;
• Accreditation requests from local organizations; and
• Various Executive Orders and Administrative Orders supporting municipal programs on sports development, social welfare, scholarship assistance, environmental management, agriculture, public market operations, and digital governance.

🔹 PERSONS WITH DISABILITY OFFICIALS FOR A DAY (PDOFAD) RESOLUTIONS
The body received resolutions advocating for stronger inclusion and support for persons with disabilities, including:

• Improved accessibility of public facilities;
• Establishment of PWD-focused programs and opportunities;
• Scholarship and employment initiatives; and
• Enhanced assistance services in public institutions.

STAKEHOLDERS CONVENE FOR PUBLIC CONSULTATION

The Sangguniang Bayan, through Municipal Councilor Tyrone Tibong Diaz,, SB Chairperson of the Committee on Public Utilities and Committee on Laws, Rules and Regulations, conducted a public consultation on the proposed fare matrix of Ambiong La Trinidad Tricycle Operators and Drivers Association ALTODA at Ambiong Barangay Hall.

The consultation was attended by members of the Barangay Council, officers and members of ALTODA, commuters and other stakeholders. The activity served as a venue to discuss the proposed fare adjustments, address concerns, and gather inputs to ensure that any recommendation on the matter is fair, reasonable, and responsive to the needs of both the transport sector and the commuting public.

📍 Benchmarking Activity on Data Privacy Compliance
City Government of San Fernando, Pampanga

The Data Privacy Compliance Personnel of the Local Government Unit of La Trinidad, Benguet, together with the Heads of Offices and Municipal Officials participated in a Benchmarking Activity at the City Government of San Fernando, Pampanga, under the leadership of the Municipality’s Designated Data Protection Officer (DPO), Mr. Kevin Cabading. The activity aimed to strengthen the Municipality’s data privacy compliance initiatives by learning from the best practices and successful implementation of San Fernando City’s privacy management program.

During the benchmarking activity, the delegation gained valuable insights into the City’s compliance with the Data Privacy Act of 2012 (Republic Act No. 10173), including its privacy governance framework, organizational and technical security measures, data breach management, employee awareness programs, and policies for safeguarding personal information while ensuring efficient public service delivery.

The activity reflects the Municipality of La Trinidad’s continued commitment to promoting a culture of privacy, accountability, and responsible data processing across all offices. The knowledge and best practices shared during the visit will serve as valuable references in further strengthening the Municipality’s own data privacy compliance program.

Strengthening Data Privacy Awareness in the Municipality

Today, July 23, 2026, department heads, municipal officials, and employees gathered for the Data Privacy Orientation to deepen their understanding of the Data Privacy Act of 2012 (Republic Act No. 10173) and its vital role in protecting personal information in government service.

The orientation is being facilitated by Atty. Delmar Cariño, who discussed the fundamental principles of data privacy, the responsibilities of public officials and employees in handling personal data, and the importance of ensuring compliance with the law while delivering efficient and transparent public service.

This activity reinforces the Municipality’s commitment to safeguarding personal information, promoting accountability, and fostering a culture of privacy and trust in public service.
