Fast, precise, and correct donning of full turnout gear—including structural helmets, bunker coats, trousers, boots, gloves, and Self-Contained Breathing Apparatus (SCBA)—is critical to reducing turnout response times and preventing thermal, chemical, and physical injuries on the fireground.

BFP personnel joined hands with school administrators and local security partners at the CNHS SBM Office to equip students, teaching staff, and non-teaching personnel with life-saving protocols during security emergencies.

The joint preparedness session covered key emergency protocols, including:

First Aid Protocols: Practical emergency medical procedures to stabilize casualties during high-risk scenarios.

Emergency Preparedness & Response: Guidance on immediate protective actions, situational awareness, and establishing calm, coordinated responses during active threats.

Evacuation & Coordination Procedures: Streamlining emergency evacuation routes and establishing fast communication channels with first responders and security personnel.

As the designated host station, Cabucgayan FS is gearing up to welcome key officers across the province, including FCINSP ANTHONY C DE PAZ, Acting Provincial Fire Marshal, together with the officers from the BFP Provincial Office and Municipal Fire Marshals from all eight municipalities of Biliran Province.

𝗟𝗔𝗨𝗡𝗖𝗛𝗜𝗡𝗚 𝗢𝗙 𝗧𝗛𝗘 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬 𝗙𝗜𝗥𝗘 𝗦𝗔𝗙𝗘𝗧𝗬 𝗖𝗛𝗔𝗟𝗟𝗘𝗡𝗚𝗘 2026

The Bureau of Fire Protection (BFP) Biliran, under the leadership of Acting Provincial Fire Marshal FCINSP ANTHONY C DE PAZ, officially introduces the Barangay Fire Safety Challenge 2026!

Taking advantage of a key gathering during the Workshop on the Updating of the Barangay Development Plan (BDP) and Community-Based Disaster Risk Reduction and Management (CBDRRM) Plan (held August 12–14, 2026, at the Negosyo Center, Municipal Compound, Cabucgayan, Biliran), BFP personnel discussed the mechanics, guidelines, and criteria of this provincial initiative directly with local leaders and stakeholders.

𝙒𝙝𝙮 𝙞𝙨 𝙩𝙝𝙚 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙁𝙞𝙧𝙚 𝙎𝙖𝙛𝙚𝙩𝙮 𝘾𝙝𝙖𝙡𝙡𝙚𝙣𝙜𝙚 𝙄𝙢𝙥𝙤𝙧𝙩𝙖𝙣𝙩?

This initiative is a recognition and evaluation program anchored on BFP Memorandum Circular 2025-021 (Obligasyon sa Bayan Ligtas na Pamayanan / OLP Masterplan Policy). It plays a crucial role in our communities by:

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐅𝐢𝐫𝐞 𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐨𝐧 & 𝐏𝐫𝐞𝐩𝐚𝐫𝐞𝐝𝐧𝐞𝐬𝐬: Encouraging barangays to establish proactive measures, organize Community Fire Auxiliary Groups (CFAG), or Fire Safety Team and regularly conduct fire drills.

𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐒𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐁𝐋𝐆𝐔 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩𝐬: Enhancing collaboration between the BFP, Liga ng mga Barangay, MLGOOs, and local government units.

𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐢𝐧𝐠 𝐋𝐨𝐜𝐚𝐥 𝐀𝐜𝐭𝐢𝐯𝐞 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧: Promoting active community participation through household surveys, fire safety lectures, and local budget allocations dedicated to fire safety.

𝐑𝐞𝐜𝐨𝐠𝐧𝐢𝐳𝐢𝐧𝐠 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐲: Awarding top-performing Municipal Champions and Provincial Winners during the Fire Service Recognition Day in December 2026.

📋 𝗠𝗮𝗶𝗻 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗖𝗿𝗶𝘁𝗲𝗿𝗶𝗮 (100 𝗣𝗼𝗶𝗻𝘁𝘀 𝗧𝗼𝘁𝗮𝗹):

𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 (30 pts) –
Approved resolutions, annual budget allocations, and active BFP coordination.

𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐅𝐢𝐫𝐞 𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐬 (40 pts) – Household lectures, survey compliance, IEC distribution, and local communication usage.

𝐅𝐢𝐫𝐞 𝐏𝐫𝐞𝐩𝐚𝐫𝐞𝐝𝐧𝐞𝐬𝐬 & 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐞 (30 pts) – CFAG/Fire Safety Team organization, fire drills, and available response equipment.
