𝐋𝐎𝐎𝐊! 𝐆𝐚𝐰𝐚𝐝 𝐊𝐚𝐥𝐢𝐧𝐠𝐚 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝐓𝐡𝐢𝐫𝐝-𝐏𝐚𝐫𝐭𝐲 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐨𝐟 𝐋𝐆𝐒𝐅-𝐒𝐁𝐃𝐏 𝐏𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐢𝐧 𝐁𝐢𝐬𝐥𝐢𝐠 𝐂𝐢𝐭𝐲

BISLIG CITY, SURIGAO DEL SUR — August 18, 2026. Gawad Kalinga (GK), in coordination with the Department of the Interior and Local Government (DILG) and the Local Government Unit (LGU) of Bislig City, conducted a Third-Party Monitoring of selected projects funded under the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) on August 18–19, 2026.

The monitoring activity covered LGSF-SBDP projects in Barangay Pamaypayan and Barangay San Roque, with the participation of concerned LGU functionaries and DILG personnel.

In Barangay Pamaypayan, the monitoring team conducted an on-site assessment of the Potable Water System Level II, focusing on the project's implementation status, physical progress, and compliance with the approved project specifications and objectives. The team also conducted interviews with project beneficiaries and stakeholders to gather feedback and assess the project's relevance and benefits to the community.

Meanwhile, in Barangay San Roque, the team monitored two LGSF-SBDP projects, namely the Barangay Health Station and Potable Water System Level II. The site visit included physical inspection of the projects, as well as interviews with beneficiaries and concerned stakeholders regarding the implementation, utilization, and expected benefits of the projects.

Following the site visits and interviews, an Exit Conference was conducted with the concerned LGU functionaries, DILG personnel, barangay officials, and other stakeholders. The conference provided an opportunity to present the initial observations and discuss relevant findings, concerns, and recommendations arising from the monitoring activity.

The Third-Party Monitoring conducted by GK serves as an important mechanism for promoting transparency, accountability, and community participation in the implementation of government-funded projects. It also provides valuable feedback from beneficiaries and stakeholders to help ensure that the projects are implemented in accordance with approved plans and ultimately respond to the needs of the intended communities.

DILG Bislig City supports the establishment of the Local Council of Women

On August 18, 2026, the DILG Bislig City Field Operating Unit, through CLGOO Julius R. Carrido, conducted an orientation on DILG Memorandum Circular No. 2006-125, which amends Memorandum Circular No. 2002-167 prescribing the guidelines on the procedures and structures for the creation of the Local Council of Women (LCW).

The orientation provided participants with an overview of the guidelines and the organizational structure and functions of the LCW. This was followed by the election of officers of the Local Council of Women, wherein Ms. Maria Sara Vicencio, representing the City Officials United Spouses Association of Bislig (COUSAB), was elected as Chairperson.

The activity was initiated by the City Social Welfare and Development Office (CSWDO) as part of its efforts to establish and institutionalize the Local Council of Women in Bislig City, providing a platform for women’s participation, representation, and empowerment in local governance and development.

The Local Council of Women (LCW) is a local organization that serves as a platform for women’s participation, representation, and empowerment in local governance and community development.
The establishment of the Local Council of Women (LCW) in Bislig City aims to provide an organized and representative platform for women’s organizations and stakeholders to actively participate in local governance, advocate for women’s rights and welfare, and contribute to the development of gender-responsive programs and policies in the city.

The LCW brings together women’s organizations, associations, and other women stakeholders within a locality to:
• Promote the rights, welfare, and interests of women;
• Encourage women’s active participation in local governance and decision-making;
• Strengthen coordination among women’s organizations and government offices;
• Identify and address issues and concerns affecting women in the community; and
• Support programs and initiatives that promote gender equality, women’s empowerment, and inclusive development.

Through the establishment of the LCW, the City Government of Bislig seeks to strengthen women’s meaningful participation in governance and ensure that their voices, perspectives, and concerns are considered in local development planning and decision-making.

𝐁𝐢𝐬𝐥𝐢𝐠 𝐂𝐢𝐭𝐲, 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐝𝐞𝐥 𝐒𝐮𝐫 | 𝐉𝐮𝐥𝐲 𝟐𝟗, 𝟐𝟎𝟐𝟔– The Department of the Interior and Local Government (DILG) Bislig City Field Office, in partnership with the City Government of Bislig, successfully conducted the "𝐄𝐧𝐡𝐚𝐧𝐜𝐢𝐧𝐠 𝐂𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐢𝐞𝐬 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐓𝐚𝐧𝐨𝐝𝐬 𝐢𝐧 𝐌𝐚𝐢𝐧𝐭𝐚𝐢𝐧𝐢𝐧𝐠 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐎𝐫𝐝𝐞𝐫 𝐚𝐧𝐝 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐞𝐫𝐢𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐉𝐮𝐬𝐭𝐢𝐜𝐞" on July 29, 2026, at the Bislig City Cultural and Sports Center.

The activity gathered Barangay Tanods from the city's 24 barangays to strengthen their knowledge and skills in maintaining peace and order, as well as in supporting the effective implementation of the Katarungang Pambarangay system.

The program commenced with the opening preliminaries, followed by a welcome message from 𝐇𝐨𝐧. 𝐄𝐥𝐚𝐝𝐢𝐨 𝐀. 𝐆𝐚𝐥𝐚𝐧𝐨, Liga ng mga Barangay President. 𝐇𝐨𝐧. 𝐅𝐥𝐨𝐫𝐞𝐧𝐜𝐢𝐨 𝐂. 𝐆𝐚𝐫𝐚𝐲, City Mayor, delivered his inspirational message, emphasizing the indispensable role of Barangay Tanods as the first line of defense in ensuring safe, peaceful, and resilient communities.

The learning sessions featured discussions on the fundamentals of Katarungang Pambarangay and the proper appreciation of Katarungang Pambarangay (KP) Forms, facilitated by 𝐄𝐧𝐠𝐫. 𝐉𝐚𝐲 𝐌𝐚𝐧𝐮𝐞𝐥 𝐆. 𝐒𝐚𝐦𝐬𝐨𝐧, LGOO III, who discussed the overview, history, organizational structure, and proper utilization of KP forms in barangay dispute resolution.

In the afternoon, 𝐂𝐋𝐆𝐎𝐎 𝐉𝐮𝐥𝐢𝐮𝐬 𝐑. 𝐂𝐚𝐫𝐫𝐢𝐝𝐨 facilitated discussions on the jurisdiction, venue, and processes of the Katarungang Pambarangay, as well as the proper ex*****on of barangay justice procedures. An open forum provided participants with the opportunity to raise practical concerns and clarify issues encountered in the performance of their duties.

The activity highlighted the importance of equipping Punong Barangay, Barangay Secretary, members of Lupon ng Tagapamayapa and Barangay Tanods with the necessary competencies to effectively support barangay officials in maintaining peace and order, promoting alternative dispute resolution, and ensuring the efficient delivery of basic services at the grassroots level.

Through initiatives like this, the DILG Bislig City Field Office reaffirms its commitment to empowering barangay frontliners and strengthening local governance by building capable, responsive, and service-oriented communities in line with the Department's commitment to "𝐌𝐚𝐭𝐢𝐧𝐨, 𝐌𝐚𝐡𝐮𝐬𝐚𝐲, 𝐚𝐭 𝐌𝐚𝐚𝐚𝐬𝐚𝐡𝐚𝐧" public service.

Bislig City, July 23, 2026 – The Department of the Interior and Local Government (DILG) Bislig City Field Office joined the tree-planting activity led by the City Nutrition Committee in celebration of the 52nd Nutrition Month, carrying the theme, "Nutrisyon at Kalikasan, Ating Pangalagaan."

The activity brought together representatives from various national government agencies, local government offices, and other stakeholders to promote environmental conservation while emphasizing the vital link between a healthy environment and proper nutrition. Through the planting of trees, participants demonstrated their shared commitment to protecting natural resources, supporting food security, and fostering healthier and more resilient communities.

DILG Bislig actively participated in the activity as part of its continuing support for initiatives that promote environmental sustainability, public health, and community development. The activity also highlighted the importance of inter-agency collaboration in advancing environmental protection and nutrition-sensitive programs for the benefit of present and future generations.

Through its participation, DILG Bislig reaffirms its commitment to supporting programs that contribute to sustainable development, environmental stewardship, and responsive local governance in partnership with the City Nutrition Committee and other stakeholders.

Bislig City, Surigao del Sur – The Department of the Interior and Local Government (DILG) Bislig City Field Office actively participated in the Local Project Monitoring Committee (LPMC) Monthly Meeting and Field Visits held today, July 23, 2026, as part of its continuing commitment to ensuring the effective implementation, monitoring, and timely completion of government-funded development projects in the city.

The activity convened members of the Local Project Monitoring Committee, composed of representatives from various local government offices and partner agencies, to review the status of ongoing infrastructure and development projects, discuss implementation updates, address identified concerns, and recommend appropriate interventions to ensure compliance with approved plans, timelines, and quality standards.

Following the monthly meeting, the committee conducted field visits to selected project sites to validate the actual progress of implementation, assess the quality of workmanship, verify compliance with project specifications, and identify issues requiring immediate action. The on-site inspections also served as an avenue for constructive dialogue with implementing offices and contractors to facilitate the timely resolution of project-related concerns.

As an active member of the LPMC, DILG Bislig City reaffirmed its commitment to promoting transparency, accountability, and good governance through regular project monitoring and evaluation. The activity highlights the Department's continued support in ensuring that government-funded projects are implemented efficiently, responsibly, and in accordance with established policies for the benefit of the people of Bislig City.
