EMPOWERING LOCAL ENTREPRENEURS
Convergence Partnership of LGU-Bislig and DOLE-Surigao del Sur

Successfully turned-over the livelihood assistance consisting of frozen products to Mr. Muslimen Glang of Barangay Caguyao, Bislig City, an entrepreneur operating a consumer store with a burger station business, under the DOLE Integrated Livelihood Program (DILP). The assistance aims to strengthen and expand Mr. Glang’s frozen goods enterprise, creating additional opportunities for income generation and promoting community-based economic growth.
The activity forms part of the continuing convergence efforts between LGU-Bislig under the leadership of Mayor Florencio C. Garay and DOLE-Surigao del Sur. Present during the turnover activity were Ms. Milly Vios, Executive Officer from the Office of the Mayor; Ms. Genebelle B. Bal, Provincial In-Charge of DOLE-Surigao del Sur; and Ms. Laine S. Elechicon, PESO Manager, who reaffirmed their commitment to supporting sustainable livelihood initiatives and strengthening local entrepreneurship.

This is a SPES program jointly implement by the Department of Labor and Employment (DOLE), Surigao del Sur under the leadership of Ms. Genebelle B. Bal and LGU-Bislig City under the governance of mayor Hon. Florencio C. Garay.

We are honored to have the presence and support of our City Mayor, Hon. Florencio C. Garay, and City Vice Mayor, Hon. Conrad Cejoco, who continue to prioritize youth development and employment opportunities in our city.

Joining them is our Senior Labor Employment Officer, Ms. Laine S. Elechicon, providing essential guidance to prepare our participants for their real world of work.

Bislig City Strengthens OFW Support Through Strategic Partnership

Bislig City has strengthened its support for Overseas Filipino Workers (OFWs) through a strategic partnership with the Department of Migrant Workers (DMW) Regional Office XIII–Caraga, formalized by the signing of a Memorandum of Agreement (MOA) on April 27, 2026, at the Mayor’s Office.
The signing was led by Mayor Florencio C. Garay and DMW Regional Director Ritchel M. Butao, with PESO Manager Laine S. Elechicon, Senior Labor and Employment Officer.
The partnership aims through strengthened inter-agency coordination with the Overseas Workers Welfare Administration (OWWA), Technical Education and Skills Development Authority (TESDA), and the Department of Labor and Employment (DOLE), to bring government services closer to OFWs and their families by enhancing access to frontline services, welfare assistance, and reintegration programs at the local level. It also seeks to strengthen employment facilitation, expand opportunities for technical skills training, and reinforce protection mechanisms for migrant workers and promote sustainable livelihood opportunities—contributing to the overall economic development of Bislig City.

📢 TUPAD IMPLEMENTATION UPDATE

The Public Employment Service Office (PESO) LGU Bislig, in partnership with the Department of Labor and Employment (DOLE) Caraga–SDS, through Ms. Laine S. Elechicon, and under the leadership of City Mayor Hon. Florencio C. Garay, successfully conducted the implementation of the TUPAD Program for those affected by Bagyong Basyang.

• March 10, 2026 – Validation for the First Batch (300 beneficiaries)
• March 16, 2026 – Orientation for the First Batch (300 beneficiaries)
• March 17, 2026 – Validation for the Second Batch (300 beneficiaries)

The activity was facilitated by PESO LGU Bislig together with the Department of Labor and Employment (DOLE) Caraga–SDS.

This program aims to provide temporary employment and support to individuals affected by recent calamities, ensuring assistance reaches those in need.
