A significant milestone for the local fishing community was marked today, March 10, 2026, with the groundbreaking ceremony of the Fishermenโs Village in Barangay Balingasay, Bolinao, Pangasinan. The project aims to provide housing opportunities for fishermen who are not financially capable of building their own homes, giving them a safe and stable place to live with their families. The housing site covers a two-hectare property generously donated by Ms. Erlinda Bugarin Villa, whose act of generosity made the project possible.
The program opened with a welcome address delivered by Liga ng mga Barangay President Hon. Jerald James Cariรฑo, who described the occasion as a historic event for the municipality. He emphasized that the project will significantly uplift the living standards of the fisherfolk of Bolinao and serve as a lasting symbol of the communityโs commitment to supporting those who sustain the townโs fishing industry.
Mayor Celeste delivered his inspirational message, emphasizing the importance of providing decent shelter to the municipalityโs fisherfolks and recognizing their vital role in sustaining the local economy and food security. He likewise expressed gratitude to the generous donor and reaffirmed the local governmentโs dedication to programs that support marginalized sectors, particularly the fishing community.
Vice Mayor Arnold D. Celeste and former Vice Mayor Richard C. Celeste also highlighted the importance of unity and collaboration in realizing projects that bring long-term benefits to the people of Bolinao.
Ms. Erlinda B. Villa, our generous lot donor now residing in the United States, delivered her heartfelt message during the ceremony. She shared that she has always believed in the importance of looking back to where we came from, and through the donation of the land, she hopes to give back to the community that shaped her.
The Fishermenโs Village reflects a strong commitment from the local government and community partners to uplift the welfare of the municipalityโs hardworking fisherfolk. It stands as a symbol of compassion, partnership, and community developmentโensuring that the hardworking fishermen of Bolinao will have a place they can proudly call home.
