In recent days, talks about tourism in Eastern Samar have sparked intense reactions online. kids climbing a slope protection. A benchmarking trip that was framed as a summit. Some asked questions. Others shared their thoughts. Unfortunately, the discussion quickly turned hostile.

𝗕𝘂𝘁 𝗮𝘀𝗸𝗶𝗻𝗴 𝗾𝘂𝗲𝘀𝘁𝗶𝗼𝗻𝘀 𝗮𝗯𝗼𝘂𝘁 𝗽𝘂𝗯𝗹𝗶𝗰 𝗺𝗮𝘁𝘁𝗲𝗿𝘀 𝘀𝗵𝗼𝘂𝗹𝗱 𝗻𝗼𝘁 𝗯𝗲 𝗰𝗼𝗻𝘀𝗶𝗱𝗲𝗿𝗲𝗱 𝘄𝗿𝗼𝗻𝗴𝗱𝗼𝗶𝗻𝗴.

𝙰 𝚌𝚘𝚖𝚖𝚞𝚗𝚒𝚝𝚢 𝚝𝚑𝚛𝚒𝚟𝚎𝚜 𝚠𝚑𝚎𝚗 𝚙𝚎𝚘𝚙𝚕𝚎 𝚌𝚊𝚗 𝚜𝚙𝚎𝚊𝚔 𝚑𝚘𝚗𝚎𝚜𝚝𝚕𝚢 𝚊𝚋𝚘𝚞𝚝 𝚒𝚜𝚜𝚞𝚎𝚜 𝚝𝚑𝚊𝚝 𝚊𝚏𝚏𝚎𝚌𝚝 𝚎𝚟𝚎𝚛𝚢𝚘𝚗𝚎. 𝙰𝚜𝚔𝚒𝚗𝚐 𝚏𝚘𝚛 𝚌𝚕𝚊𝚛𝚒𝚝𝚢, 𝚘𝚏𝚏𝚎𝚛𝚒𝚗𝚐 𝚜𝚞𝚐𝚐𝚎𝚜𝚝𝚒𝚘𝚗𝚜, 𝚘𝚛 𝚛𝚊𝚒𝚜𝚒𝚗𝚐 𝚌𝚘𝚗𝚌𝚎𝚛𝚗𝚜 𝚒𝚜 𝚙𝚊𝚛𝚝 𝚘𝚏 𝚛𝚎𝚜𝚙𝚘𝚗𝚜𝚒𝚋𝚕𝚎 𝚌𝚒𝚝𝚒𝚣𝚎𝚗𝚜𝚑𝚒𝚙. 𝚃𝚑𝚎𝚜𝚎 𝚊𝚛𝚎 𝚗𝚘𝚝 𝚊𝚝𝚝𝚊𝚌𝚔𝚜. 𝚃𝚑𝚎𝚢 𝚊𝚛𝚎 𝚜𝚒𝚐𝚗𝚜 𝚝𝚑𝚊𝚝 𝚙𝚎𝚘𝚙𝚕𝚎 𝚜𝚝𝚒𝚕𝚕 𝚌𝚊𝚛𝚎 𝚊𝚋𝚘𝚞𝚝 𝚝𝚑𝚎 𝚙𝚕𝚊𝚌𝚎 𝚝𝚑𝚎𝚢 𝚌𝚊𝚕𝚕 𝚑𝚘𝚖𝚎.

Eastern Samar is blessed with extraordinary natural resources. Our sandbars, islands, waterfalls, rivers, forests, and coastlines can stand alongside many destinations that people travel far to see. The potential has always been here.

𝗪𝗵𝗮𝘁 𝘄𝗲 𝗹𝗮𝗰𝗸 𝗶𝘀 𝗻𝗼𝘁 𝗯𝗲𝗮𝘂𝘁𝘆, 𝗯𝘂𝘁 𝗮 𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝘁𝗵𝗮𝘁 𝗮𝗹𝗹𝗼𝘄𝘀 𝗳𝗼𝗿 𝗼𝗽𝗲𝗻 𝗰𝗼𝗻𝘃𝗲𝗿𝘀𝗮𝘁𝗶𝗼𝗻 𝗮𝗯𝗼𝘂𝘁 𝗵𝗼𝘄 𝘁𝗵𝗲𝘀𝗲 𝗽𝗹𝗮𝗰𝗲𝘀 𝘀𝗵𝗼𝘂𝗹𝗱 𝗯𝗲 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗲𝗱 𝗮𝗻𝗱 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗲𝗱.

Often, discussions quickly become tied to personalities and political allegiances. When a politician speaks, supporters blindly follow. When someone raises a concern, the reaction becomes personal. Instead of dialogue, people just take sides.

𝗕𝘂𝘁 𝘁𝗵𝗲 𝗳𝘂𝘁𝘂𝗿𝗲 𝗼𝗳 𝗘𝗮𝘀𝘁𝗲𝗿𝗻 𝗦𝗮𝗺𝗮𝗿 𝘀𝗵𝗼𝘂𝗹𝗱 𝗻𝗼𝘁 𝗱𝗲𝗽𝗲𝗻𝗱 𝗼𝗻 𝘄𝗵𝗶𝗰𝗵 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗰𝗮𝗺𝗽 𝗮 𝗽𝗲𝗿𝘀𝗼𝗻 𝗯𝗲𝗹𝗼𝗻𝗴𝘀 𝘁𝗼. 𝗢𝘂𝗿 𝗻𝗮𝘁𝘂𝗿𝗮𝗹 𝗵𝗲𝗿𝗶𝘁𝗮𝗴𝗲 𝗯𝗲𝗹𝗼𝗻𝗴𝘀 𝘁𝗼 𝗮𝗹𝗹 𝗼𝗳 𝘂𝘀.

If tourism is to grow meaningfully, it will require cooperation that goes beyond politics. Communities, leaders, businesspeople, and ordinary citizens must be willing to listen to each other and work together towards a common goal.

𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲 𝗱𝗼𝗲𝘀 𝗻𝗼𝘁 𝘄𝗲𝗮𝗸𝗲𝗻 𝗮 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆. 𝗜𝘁 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗶𝘁.

And if we truly want a better future for Eastern Samar, we must learn to protect not only our mountains, rivers, and coastlines, but also the dignity of every person who cares enough to speak up about them.

𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝘃𝗲 𝗰𝗿𝗶𝘁𝗶𝗰𝗶𝘀𝗺 𝗮𝗻𝗱 𝘀𝗶𝗻𝗰𝗲𝗿𝗲 𝘀𝘂𝗴𝗴𝗲𝘀𝘁𝗶𝗼𝗻𝘀 𝘀𝗵𝗼𝘂𝗹𝗱 𝗻𝗼𝘁 𝗯𝗲 𝗺𝗲𝘁 𝘄𝗶𝘁𝗵 𝗵𝗼𝘀𝘁𝗶𝗹𝗶𝘁𝘆. What a historic day:

• Leni Robredo was in Malacañang after meeting with the President over the weekend regarding a multimillion-peso project.

• The impeachment complaint against Vice President Sara Duterte was officially initiated after it was formally endorsed at the House plenary.

• Akbayan filed a resolution urging the Philippines to return to the International Criminal Court.

• And now, the charges against former President Rodrigo Duterte have been officially confirmed, with all his appeals dismissed.

𝐅𝐚𝐧𝐚𝐭𝐢𝐜𝐢𝐬𝐦 𝐢𝐬 𝐰𝐡𝐚𝐭 𝐦𝐚𝐤𝐞𝐬 𝐝𝐲𝐧𝐚𝐬𝐭𝐲 𝐩𝐞𝐫𝐯𝐚𝐬𝐢𝐯𝐞

Around yesterday pink progressives loudly criticized Sen Bam over his ICC comments. Today Duterte supporters applauded VP Sara when she announced her presidential run.

One base acts as accountable critics. They question statements. They debate institutions. They expect consistency and consequences.

The other acts as subservient loyalists. They respond to tone and symbolism. An apology becomes redemption. A declaration becomes destiny. The leader is defended and never evaluated.

Here is the uncomfortable truth.

Fanaticism is what makes dynastic politics survive.

Dynasties do not last only because of money or machinery. They last because voters protect surnames. Loyalty softens scrutiny. Power becomes inherited trust instead of earned performance.

If we truly want dynastic politics to end, we cannot just demand new names. We have to change our behavior.

We all need to become accountable critics.

Not only when it is convenient. Not only against the other camp. Against everyone.

Ask for proof. Ask for laws passed. Ask for measurable results. Ask for reports.

Traditional politics feeds on blind loyalty. It weakens when citizens demand receipts.

Maybe reform is not dramatic. Maybe it starts with a simple habit.

Pause before cheering.
Verify before defending.
Evaluate before voting.

𝐌𝐈𝐍𝐈𝐍𝐆 𝐈𝐒𝐒𝐔𝐄 𝐈𝐒 𝐀𝐋𝐒𝐎 𝐀 𝐃𝐘𝐍𝐀𝐒𝐓𝐘 𝐈𝐒𝐒𝐔𝐄

When towns in Leyte exercised ordinary local power, zoning regulations, mayoral permits, public records, and mining operations slowed down. Where elected families have been in control for decades, those same tools remain unused. Mining is no longer a technical debate. Mining is becoming a dynasty issue.

Let’s stick to the facts.

Three LGUs in Leyte have responded to black sand mining in different ways.

Abuyog passed Resolution No. 112, Series of 2026. The council declared Strongbuilt Mining Development Corporation persona non grata. The resolution cited Article II Section 16 of the Constitution, the right to a balanced and healthy ecology. The council also invoked the general welfare clause of the Local Government Code. The document lists risks such as coastal erosion, flooding, land subsidence, biodiversity loss, and projected land subsidence of 1.5 to 5.7 centimeters per year.

A resolution does not cancel a national permit. A resolution sends a message. That message gives local offices a basis to more rigorously review business permits and endorsements.

Mayorga took a different path, and sooner rather than later.

Municipal Ordinance No. 2012-34 was enacted in 2012. Fourteen years ago. Long before the recent public pressure.

The ordinance describes Mayorga as an agricultural and fishing community. The text emphasizes food security, climate vulnerability, and environmental protection. Mining was deemed inconsistent with the direction of development.

Timing is key.

A 2012 ordinance shows a vision for the future. The council did not wait for the equipment to arrive. The municipality identified development priorities early. Zoning and land use policies are not reactive. They are structural.

The mayor of MacArthur issued an official statement. The message acknowledged public concern, mentioned the movement of equipment, and emphasized due process. No bans. No cancellations. Clear posture on monitoring.

Three methods. Same theme. Use local authority within legal limits.

Now that has been reversed.

The Constitution vests ownership of minerals in the State. The Mining Act of 1995 assigns regulatory authority to the DENR and MGB. LGUs do not control mineral ownership. LGUs do not revoke national mining agreements.

But LGUs control land use.

LGUs control business permits.

LGUs control zoning consistency.

LGUs control local enforcement of environmental laws.

Those tools shape whether operations will proceed smoothly or face conflict.

In Eastern Samar, especially in Guiuan, officials often say that national permits tie local hands.

National permits limit certain actions. National permits do not erase zoning authority. National permits do not erase the mayor’s power to deny or set permits. National permits do not erase the requirement for documented consultation and compliance.

So the question changes.

Why do some LGUs activate these tools early, like Mayorga in 2012, while others hesitate?

This is where dynasties come in.

The Marcos and Romualdez families are among the oldest political dynasties in the country. Reports linking the MacArthur Iron Sand Projects Corporation to the Strong Built Mining Development Corporation, and reports of acquisitions worth billions by 2024, are changing the context of governance. When political power and acquisition interests converge, regulatory pressure is weakened.

Research on political dynasties in the Philippines shows a strong concentration of provincial and municipal offices, especially in areas rich in natural resources. Studies link dynasty dominance to higher rent demands and poorer development outcomes outside Luzon.

Concentrated power changes incentives.

When the same families hold executive positions and legislative seats in election cycles, patterns follow.

Procurement becomes narrow.

Governance becomes selective.

Scrutiny is replaced by silence.

Protection doesn’t always look strong. Protection often looks like inaction.

No ordinances are updated.

No aggressive permit review.

No zoning enforcement.

No inspection requirements.

In extractive politics, conflict protects communities. Non-conflict protects operators.

Farms are lost.

Coastal areas are degraded.

Fishermen are displaced.

Food supplies are reduced.

Those results don’t appear overnight. Those results follow long periods of weak regulation.

So here’s the uncomfortable reflection.

If good governance is to remain a principle, that principle must be applied, whether the project is backed by allies or rivals.

If integrity guides policy, zoning enforcement should not rely on political race.

If pragmatism drives decisions, call pragmatism by its name.

Voters deserve clarity.

Leyte shows that local governments have space to act within national law. Mayorga proved that proactive law is possible. Abuyog shows that political signals establish the infrastructure of resistance. MacArthur shows that executive oversight shapes the tone.

Eastern Samar faces a structural test.

Geology does not simply determine outcomes.

The law sets boundaries.

The political structure determines whether those boundaries are enforced.

Where dynasties dominate and local authority remains unused, mining proceeds with little resistance.

Therefore, mining is not just an environmental issue.

Mining is also a dynasty issue.

𝐈𝐬 𝐚 𝐁𝐢𝐠𝐠𝐞𝐫 𝐒𝐲𝐧𝐝𝐢𝐜𝐚𝐭𝐞 𝐔𝐧𝐟𝐨𝐥𝐝𝐢𝐧𝐠?

When former Marine Orly Guteza testified before the Senate Blue Ribbon Committee on September 25, 2025, the headlines were quick to capture the image: “suitcases of cash” delivered to the homes of politicians. The witness said Benguet Rep. Eric Yap delivered 46 suitcases of money tied to kickbacks from flood control projects, while one of the houses where deliveries were made was linked to Michael Yang, the former President Duterte adviser already entangled in the Pharmally case.

After the explosive revelations in yesterday’s hearing, the claim of the notary that her seal was falsified cast immediate doubt on the credibility of the affidavit. But even with questions of forgery hanging over the testimony, one detail is too important to ignore: the link it made between Eric Yap and Michael Yang, which brings up past scandals and makes us think about the networks that are behind these controversies.

On the surface, this looked like another corruption hearing. But if you step back, the same names keep coming up across scandals that, at first, seemed separate: pandemic supplies, POGOs, and even state-sanctioned violence. The question is whether these are just parallel networks or whether they point to a single unified syndicate operating across business, politics, and security.

𝐌𝐢𝐜𝐡𝐚𝐞𝐥 𝐘𝐚𝐧𝐠’𝐬 𝐫𝐞𝐜𝐮𝐫𝐫𝐢𝐧𝐠 𝐫𝐨𝐥𝐞

In 2021 Senate hearings, Yang was identified as a key backer of Pharmally Pharmaceutical Corp., the company at the center of overpriced pandemic supply deals worth billions of pesos.

He has long been reported to have strong business links with Chinese investors, including those tied to POGOs.

Now, Guteza’s testimony places a property once tied to Yang as a site of suitcase deliveries in the flood control scam.

The pattern is that Yang appears where state contracts, Chinese-linked businesses, and shadow money flows meet.

𝐄𝐫𝐢𝐜 𝐘𝐚𝐩’𝐬 𝐞𝐱𝐩𝐚𝐧𝐝𝐢𝐧𝐠 𝐬𝐡𝐚𝐝𝐨𝐰

As ACT-CIS representative and later Benguet congressman, Yap chaired the House Appropriations Committee during the time of FPRRD from year 2020 to 2022, giving him influence over the budget.

Guteza’s testimony directly accused him of physically delivering kickback cash from flood control projects.

Yap’s name has appeared in this cycle more directly. Guteza alleged that Yap himself carried cash-filled suitcases to the homes of political figures, with some deliveries redirected. Yap denied the claims and said he is ready to face his accuser in the proper forum.

His role as House Appropriations Chair, where he had a lot of say over the national budget, makes things more complicated. His past defense of POGOs as legal and beneficial for the economy also put him in the middle of another sector flagged for suspicious transactions by the Anti-Money Laundering Council.

𝐖𝐡𝐲 𝐭𝐡𝐞 𝐬𝐜𝐚𝐧𝐝𝐚𝐥𝐬 𝐥𝐨𝐨𝐤 𝐜𝐨𝐧𝐧𝐞𝐜𝐭𝐞𝐝

Pharmally showed how pandemic procurement was turned into a channel for quick profit, with Yang as a central player.

POGOs created a steady flow of untaxed and hard-to-trace money. Some reports describe the same style of “suitcase deliveries” now being alleged in flood control.

EJKs under the drug war built an enforcement environment where fear and silence allowed these networks to operate with little resistance.

Flood control projects now appear as another platform for siphoning public funds, with cash physically moved in ways that echo laundering techniques exposed before.

The overlap is not just in methods but in people. Yang links Chinese capital to state contracts. Yap links congressional budgeting to money flows. POGOs provide liquidity. Pharmally proved how emergency procurement could be hijacked. EJKs provided protection through intimidation.

𝐑𝐞𝐚𝐝𝐢𝐧𝐠 𝐢𝐭 𝐚𝐬 𝐚 𝐮𝐧𝐢𝐟𝐢𝐞𝐝 𝐬𝐲𝐧𝐝𝐢𝐜𝐚𝐭𝐞

If you connect the dots, you get more than corruption as usual. You get a system where:

• State offices channel funds through contracts or franchises.
• Political allies oversee budgets and defend questionable industries.
• Cash moves through informal delivery channels.
• Coercive state power keeps dissenters silent.

This is why some analysts warn against treating each case as separate. It risks missing the pattern.

𝐖𝐡𝐲 𝐭𝐡𝐢𝐬 𝐦𝐚𝐭𝐭𝐞𝐫𝐬 𝐟𝐨𝐫 𝐲𝐨𝐮

• For business leaders, this shows how state contracts and regulatory shields get captured by a network of operators.
• For ordinary citizens, it explains why taxes meant for health or infrastructure rarely match the services delivered.
• For professionals trying to navigate governance work, it underscores the risk of working inside systems where informal syndicates hold the real levers.

The Blue Ribbon hearing hasn't yet shown the whole picture of this network. The witness's assertions require proof and support. But the fact that the same people keep coming up in scandals shows that there is more to the story than just one kickback instance. If you are following Philippine politics, the question is whether institutions will look into these ties as part of a larger inquiry or keep dismissing them as separate stories.

It feels strange to see people who once defended the “Golden Age” of Martial Law now complain about the Marcos Jr. administration. The same voices that excused the abuses of Marcos Sr. are now demanding accountability from his son. As if we had not warned them.

We warned you before. We were right from the start. And not only about Marcos, but also about Duterte. 𝐘𝐨𝐮 𝐜𝐚𝐧𝐧𝐨𝐭 𝐝𝐞𝐦𝐚𝐧𝐝 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐟𝐫𝐨𝐦 𝐨𝐧𝐞 𝐰𝐡𝐢𝐥𝐞 𝐭𝐮𝐫𝐧𝐢𝐧𝐠 𝐚 𝐛𝐥𝐢𝐧𝐝 𝐞𝐲𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐨𝐭𝐡𝐞𝐫. 𝐁𝐨𝐭𝐡 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭 𝐭𝐡𝐞 𝐬𝐚𝐦𝐞 𝐛𝐫𝐚𝐧𝐝 𝐨𝐟 𝐩𝐨𝐥𝐢𝐭𝐢𝐜𝐬.

𝐓𝐨 𝐞𝐧𝐝 𝐜𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧, 𝐰𝐞 𝐦𝐮𝐬𝐭 𝐟𝐚𝐜𝐞 𝐭𝐡𝐞 𝐫𝐨𝐨𝐭𝐬:

𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐃𝐲𝐧𝐚𝐬𝐭𝐢𝐞𝐬. There will be no real accountability while the same surnames treat public office like a throne to pass down to heirs. Nepotism in politics must end.

So if it feels strange to see people change their tune today, let that feeling remind us of the cost of ignoring warnings. The same patterns repeat because we let them. If we want it to stop, we must act where it matters most. We must make sure our fight against national issues is felt in our local communities.
