Benguet Agriculture Committee Holds Consultation Writeshop to Strengthen Farming Sector

The Committee on Agriculture of the Province of Benguet, chaired by Hon. Neptali B. Camsol, conducted a consultation writeshop (data gathering) at Avong nen Romy, Lower Wangal, La Trinidad.

Also in attendance were Vice Chairperson Hon. Ruben L. Tinda-an, Committee Member Hon. Romeo K. Salda, Provincial Agriculturist Delinia D. Juan, and Provincial Veterinarian Purita L. Lesing.

Key Discussions: Benguet Farmers' and Fisherfolks' Month Ordinance
The proposed ordinance received significant attention, with participants raising recommendations such as:

1. Inclusion of former public officials, department heads, PVET, and PAgO in the provisions.
2. Recognition of beekeepers in the definition of “farmer.”
3. Qualification criteria for NGOs/CSOs engaged in agricultural advocacy.
4. Promotion of agripreneurship, farm technology, and innovation.
5. Integration of the Balik Basyo Program in support of provincial policies.

Suggestions also included lowering honoraria to accommodate department heads and revising the committee’s name and qualifications to reflect inclusivity.

Rethinking the Adivay Agri-Fair

The Adivay Agri-Fair was another central topic. Proposals included:
1. Retaining booths but shifting their focus from competition to income generation and product showcasing.
2. Addressing disparities between booth construction costs and competition awards.
3. Introducing additional activities such as a float parade and a chicken dressing and packaging contest.
4. Conducting post-event evaluations with Municipal Agriculturists to enhance future fairs.

Farmers’ Protection and Insurance:

Concerns were raised on the accessibility of crop insurance through the Philippine Crop Insurance Corporation (PCIC). Stakeholders cited a lack of staff and information campaigns, which has made farmer applications challenging. The group agreed to formally request a meeting with PCIC to improve coordination and strengthen support mechanisms.

On-the-Ground Monitoring:

The feasibility of utilizing BEKAS and BAEW workers for post-monitoring activities was also discussed. These workers were recognized for their capability in conducting damage and loss assessments for crops and livestock, particularly during calamities. Recommendations included expanding their involvement in Rapid Damage and Needs Assessment (RDANA) activities.
