The expansion of Free Wi-Fi in Caraga continues!

Building on the successful deployment of Free Wi-Fi in public health facilities across Caraga, DICT Caraga has activated additional sites under the Provision of Free Internet Access in Public Spaces – Public Health Facilities (PFIAPS-PHF), further expanding internet connectivity to healthcare institutions and nearby public places.

A total of 126 Free Wi-Fi Access Points (APs) across 81 locations have been activated and are distributed across the region as follows:

🛜 Butuan City – 9 locations
🛜 Agusan del Norte – 16 locations
🛜 Agusan del Sur – 10 locations
🛜 Surigao del Norte – 6 locations
🛜 Surigao del Sur – 22 locations
🛜 Dinagat Islands – 18 locations

These newly activated sites provide healthcare workers, patients, caregivers, and surrounding communities with improved access to reliable internet for digital health services, communication, online government services, and other essential online resources.

Through the Free Wi-Fi for All Program, DICT continues to strengthen digital connectivity in support of accessible, inclusive, and technology-enabled public services for every Caraganon.

Stepping up its efforts toward a digitally transformed government, the DICT Caraga Regional Office led the E-Governance Act and Its Implementing Rules and Regulations (IRR) and Information Systems Strategic Plan (ISSP) Caravan on Tuesday.

The caravan was graced by the Assistant Secretary for E-Government, Asec. Maria Victoria Castro, and her team.

The caravan gathered over 100 IT leads and planning officers from across Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) in Region XIII.

More than an orientation on the E-Governance IRR, the caravan doubled as an intensive, hands-on workshop. Participants are onboarded on how to craft and refine their respective agencies' ISSPs using the newly institutionalized national template designed for 2028 onwards.

By bridging policy and practical ex*****on, DICT continues to lead the charge in equipping local institutions with the tools needed for a seamless, digitally-driven government.

Agusan del Norte – The Department of Information and Communications Technology (DICT) Caraga, through the Agusan del Norte Provincial Office, successfully conducted the Advanced Digital Literacy Training for representatives from the different offices of the Provincial Government of Agusan del Norte, including the PHRMO Secretariat, with the participation and support of the Provincial Administrator, on July 15–16, 2026, at the Watergate Hotel, Butuan City.

The two-day training brought together provincial government personnel to strengthen their digital skills and improve the way they deliver public services. Through interactive discussions and hands-on activities, participants enhanced their knowledge of Google Docs, Sheets, Google Workspace, Canva and Gemini for Google Workspace, learning practical techniques they can immediately apply in their day-to-day work.

One of the significant highlights of the training was the introduction of Gemini for Google Workspace, where participants looked at ways artificial intelligence can help in writing documents, summarizing reports, organizing information, coming up with ideas, creating presentations and boosting productivity across Google Workspace applications. They were also introduced to the fundamentals of effective prompt engineering and learned how to write clear, specific and well-structured prompts that would yield more accurate, relevant and high-quality AI-generated outputs. Participants practiced crafting prompts that can help streamline administrative tasks, through guided exercises and real-world scenarios, while promoting the responsible and ethical use of AI in government operations.

The activity gave participants a chance to share experiences, network with colleagues in other offices, and learn new tools and more efficient ways to prepare documents, manage data, communicate information, and collaborate online. The enthusiasm and active participation of the attendees demonstrated a strong commitment to continuous learning and innovation in government service.

With these efforts, DICT Caraga continues to support the digital transformation of LGUs by equipping public servants with the skills and confidence to provide more efficient, responsive, and citizen-centered services for the people of Agusan del Norte.

𝗗𝗜𝗖𝗧 𝗖𝗮𝗿𝗮𝗴𝗮 𝗱𝗿𝗶𝘃𝗲𝘀 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗱𝗶𝗴𝗶𝘁𝗮𝗹 𝗲𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗮𝘁 "𝗣𝘂𝗿𝗽𝗹𝗲 𝗘𝗰𝗼𝗻𝗼𝗺𝘆" 𝗘𝗺𝗽𝗹𝗼𝘆𝗲𝗿𝘀' 𝗙𝗼𝗿𝘂𝗺

BUTUAN CITY — In celebration of National Disability Rights Week, DICT Caraga, through its ICT Literacy and Competency Development Bureau (ILCDB), spearheaded the Purple Economy: Employer Engagement Night for the SPARK Persons with Disabilities (PWD) Skills Incubator Program on July 16, 2026, at Coffee Canvas, Butuan City.

The first nationwide implementation of the SPARK Program for PWDs, an event organized to open sustainable digital career pathways for PWD scholars, was done in collaboration with DOLE Caraga, City Government of Butuan, and Virtualahan Inc.

The SPARK Incubator is not your usual training. It consists of three sprints: Labor Market Mapping (to identify real demand in the job market); 80 hours of hands-on training in the tracks of Virtual Employment, Local Employment, and Business Development; and Structured Employment Support (to help graduates find careers in the long term).

The pioneering Butuan cohort is the first to be delivered through the Philippines’ first WCAG-certified accessible learning platform and comprises twenty-four (24) PWD scholars who actively co-designed the program.

DICT Caraga Regional Director Mario P. Cuñado reaffirmed the department’s commitment to empower PWDs through robust multi-agency collaboration.

Some of the highlights of the event include:

- Government Support: City Councilor Gian Carlo Sanchez advocated for inclusive development, while Ms. Lovelyn Plaza (PDAO) confirmed that Butuan City has exceeded the 1% workforce employment target for PWDs.

- Scholar Showcase: Trainees pitched digital portfolios, as well as business prototypes, such as Hands and Hearts (a subscription box for learning sign language) and Grow Money (a microfinance venture for the deaf).

- Stakeholder Action: Representatives from DTI, Chamber of Commerce, Rotary Club, local tech communities, and business owners engaged in a discussion on concrete solutions for inclusive hiring.

“We are moving from a charity model to a contribution and shared value creation,” Engr. noted. Albert Gabriel, ILCDB Focal Person stressed that the PWDs are not just job seekers, rather job creators.

DICT Caraga remains committed to leveraging technology to build an inclusive digital economy under the principle: "Nothing about us, without us."

Jabonga, Agusan del Norte—The DICT Caraga successfully conducted its 3rd Quarter FY 2026 Management Committee (ManCom) Meeting cm Mid-Year Performance Assessment and Strategic Planning Workshop for FY 2027–2030 on July 15–16, 2026, at the Lakefront Hotel and Resort, Jabonga, Agusan del Norte.

The activity, held over two days, was attended by officials from the Regional Office, division chiefs, provincial officers, project leads and personnel to review the accomplishments of the Region during the first semester, operational policies, implementation issues and strategic priorities for the coming years.

Day 1 was highlighted by the 3rd Quarter Management Committee (ManCom) Meeting, which provided a platform to discuss critical policy issues, organizational initiatives and management updates towards enhancing governance, optimizing operational efficiency and improving service delivery. This was followed by the Mid-Year Performance Assessment wherein the Technical Operations Division, Administrative and Finance Division, Provincial Offices and other operating units presented their physical and financial accomplishments, procurement updates and financial performance for the first semester of FY 2026.

On the second day, the participants participated in the Strategic Planning Workshop for FY 2027–2030, where they reviewed the national and regional development directions and worked together to formulate strategic priorities, programs and initiatives, through workshop sessions and output presentations. The activity is an opportunity to align the bureau and project plans to the long-term goals of the Department while ensuring responsive and sustainable ICT programs for the Caraga Region.

At the end of the activity, a presentation of agreed next steps and strategic directions was made to guide the Regional Office in the achievement of its organizational objectives and in the enhancement of the delivery of digital government services in the region.

Through this initiative, DICT Caraga reaffirms its commitment to operational excellence, results-based management, and strategic planning in advancing inclusive digital transformation and delivering better public service to every Caraganon.
